I.Legislative LanguageThis report has been prepared pursuant to language in the Joint Explanatory Statement andHouse Report 114-668 accompanying the Fiscal Year (FY) 2017 Department of HomelandSecurity (DHS) Appropriations Act (P.L. 115-31).The Joint Explanatory Statement includes the following provision:Section 106. A provision proposed by the House and Senate is continued related tothe official travel costs of the Department's Secretary and Deputy Secretary.House Report 114-668 states:Quarterly travel reports shall be provided to the Committee not later than 30 daysafter the end of each fiscal quarter. The report shall detail all direct and indirectcosts of official and nonofficial travel by the Secretary and Deputy Secretary withineach appropriation.Further, House Report 114-668 states:Section 539. The Committee continues a provision related to the official travel costsof the Department’s Secretary and the Deputy Secretary.1

II. U.S. Coast Guard Indirect CostsTotal U.S. Coast Guard (USCG) Indirect CostsThe following chart provides total travel costs, by quarter, as well as the amount billed andUSCG indirect costs.FY 2017Q1Q2Q3TotalTotal Costs 169,841 770,133 874,022 1,813,996Amount Billed 1 75,475 345,486 377,787 798,748USCG Indirect Costs 94,366 424,647 496,235 1,015,248The “Total Costs” column in the chart reflects the total costs associated with DHS hours flown.Per USCG’s standard rate instruction, total costs are calculated from the USCG’s insidegovernment rate, which includes direct, support, and general and administrative categories ofexpenses.The “Amount Billed” reflects the categories included in the 2017 USCG/DHS memorandum ofagreement rate, which includes fuel, operations and maintenance, and support costs. Supportcosts are defined as costs allocated to a particular asset class and associated with USCG supportactivities, including but not limited to Area Commands, Districts, Groups, Base Support Units,Personnel Services and Support Units, and Naval Engineering Support Units.USCG indirect costs reflect those addressed within the USCG standard rate above and beyondthe negotiated DHS rate, including labor, employee benefits, and general and administrativecosts. USCG labor, employee benefits, and general and administrative costs are part of theUSCG’s base budget and are required regardless of the number of flight hours. Per USCGinstruction, general and administrative costs are allocated to personnel associated with each assetclass and include expenses such as legal services, payroll processing, etc.1The USCG amount billed may differ from the sum of the primary transportation costs aboard the USCG plane,which are broken out in the chart, because of personnel reimbursements that are included in the detailed amounts butthat are not in the USCG amount billed.2
