FAFSA/ORSAA Completion RatesOctober 2019Combined 2019-20 FAFSA/ORSAA Completion RatesOregon Public High Schools: Class of 2019This report contains the combined 2019-20 FAFSA/ORSAA completion rates as of June 1, 2019 for the seniorclass at most Oregon public high schools. The Higher Education Coordinating Commission (HECC) will releasesubsequent reports that show completion rates for future FAFSA/ORSAA application years. The purpose of thesereports is to inform Oregon public high schools of their completion rates over time, allowing them to trackprogress and measure success. When students complete the FAFSA or ORSAA, they gain access to criticalfinancial aid which helps them to achieve their postsecondary goals.Completion Rate CalculationThe completion rate for each high school is a quotient of the total count ofcompleted FAFSAs and ORSAAs and the number of seniors enrolled. The statewidecompletion rate is a quotient of the total count of completed FAFSAs and ORSAAsand the number of seniors enrolled, among the Oregon public high schools whereStatewideFAFSA/ORSAACompletion Rate:59%sufficient data were available.The number of seniors by public high school is taken from the Oregon Department of Education (ODE) FallMembership Report for 2018-19 1. This report includes the number of seniors enrolled at each school as of the firstschool day of October 2018.Completion rates rely on certain assumptions to determine who is a high school senior: applicants no older than19 as of June 1, 2019, who will have received their high school diploma and who will be considered collegefreshmen by the start of the 2019-20 school year 2. These assumptions are intended to arrive at the most accurateand relevant completion dent characteristics as reported by student on the FAFSA or ORSAA.1

The completion rates only include FAFSAs and ORSAAs where the student listed Oregon as their state ofresidence. Completed applications are a subset of all submitted FAFSAs and ORSAAs; applications that wererejected due to missing signature(s) and/or other errors are not included in the calculation of completion rates.School InformationCompletion rates are available only for public schools listed in the 2018-19 ODE Fall Membership Report withseniors enrolled. Private schools and home school students are not included. In some cases where schools havemultiple branches, programs, or locations listed, data are combined under one school name.School names, as entered by the applicant on the FAFSA/ORSAA, were matched to the ODE school list using anautomated process. Adjustments were made to account for variations in school names. Completion rates for aschool reflect the aggregate number of applications completed across all known variations of the school's name. Ifa student did not list a high school name on the FAFSA/ORSAA, the HECC attempted to determine their schoolname based on other internal HECC applications or records for that student. If a student entered a school nameon the FAFSA/ORSAA that could not be matched, the student’s FAFSA/ORSAA is excluded from the completionrate.High school–level rates are suppressed for schools with 10 or fewer seniors in their 2018-19 class. Applicationsfrom these schools are included in the statewide completion rate.High school–level rates are suppressed for schools with inconclusive results, where the HECC could not matchany FAFSAs or ORSAAs based on the high school name. These schools are not included in the statewidecompletion rate.Exact high school–level completion rates are not displayed for schools with a rate of less than 10%. These schoolshave a value of “ 10%” as a placeholder for the completion rate. Applications from these schools are included inthe statewide completion rate.Exact high school–level completion rates are not displayed for schools with a rate of greater than 100%. Theseschools have a value of “100% ” as a placeholder for the completion rate. Applications from these schools areincluded in the statewide completion rate.Approximately 2,066 seniors were enrolled in programs run by school districts or Education Service Districts thatare not considered schools.
