Box 19281Springfield, IL 62794-9281Phone (217) 782-4944CERTIFICATES OF VETERINARY INSPECTION AND/OR TEST RECORDS MUSTBE AVAILABLE FOR INSPECTION AT ANY TIME WHILE ANIMALS ARE ON THEFAIRGROUNDS.GENERAL HEALTH REQUIREMENTSThese Exhibition Health Requirements apply to all livestock present atthe fair including those animals that are not entered in competitiveevents.Health Certificate of Veterinary Inspection: The term “Health Certificate” or “Certificate ofVeterinary Inspection” (CVI) means a legible record, made on an official form of the stateof origin, issued by an accredited veterinarian, which shows that the animals listed thereonmeet the health requirements of the state of destination.A Certificate of Veterinary Inspection (CVI):1. Must accompany animals, except as noted and be available on request by AnimalHealth Officials; All out-of-state animals shall require an entry permit. Entry permitnumbers are available by calling the Illinois Department of Agriculture, Mondaythrough Friday from 8:00 AM to 4:30 PM, at 217/782-4944. Permits may also beobtained online at: /login.php2. Must show results of required tests and/or vaccinations;3. Must show name and address of owner or exhibitor;4. Must be dated and signed by an accredited veterinarian;5. Must show only one (1) identification per line on the CVI; and6. Must show the official identification of each animal.7. For out-of-state livestock, a CVI shall be void thirty (30) days after issuance.8. For Illinois origin livestock, a CVI shall be void ninety (90) days after issuance.9. If animals are from tuberculosis accredited, brucellosis certified, pseudorabiesqualified, or brucellosis validated herds, the identifying herd number(s) along with thedate of the last herd test(s) shall appear on the CVI.Special Note: No Corrections or Additions will be allowed on a Certificate ofVeterinary Inspection.10

General Provisions:1. Any Illinois cattle or goats being exhibited in non-accredited free states must beisolated from the remainder of the herd/flock upon return to Illinois and retestedfor tuberculosis 60-120 days post entry.2. Animals with active lesions of ringworm with resulting loss of hair, soremouth,caseous lymphadenitis or multiple warts easily visible without close examination,will not be permitted to exhibit. Animals infested with scabies or mange will not bepermitted to exhibit.3. As a condition of entry in Illinois State Fair events, all exhibitors agree tocooperate fully with testing protocols including ultrasound. Department personnelmay collect blood, tissue, milk or urine samples from any animal being exhibitedand/or raced to test for the presence of any substances, practices or otheradulterants. The Illinois Department of Agriculture may also collect blood, tissueor other test samples from exhibition animals at the time of slaughter.4. Market animals at the Illinois State Fair must meet the requirements regardingdrug withdrawal and eligibility for slaughter. If any drugs are administered prior tothe Fair, they must have a withdrawal time such that the animal is eligible by thetime the animal arrives at the Fairgrounds.5. Upon entry to the Illinois State Fairgrounds, no person shall administer internallyor externally any medication or drug, including prescription and non-prescription,unless as authorized in Section 3 of this Premium Book. Any medication or drugadministered without written authorization or in an unauthorized dosageconstitutes a violation of show rules, and all premiums and awards from all showsfor the owner, exhibitor and/or trainer will be withheld.6. All exhibitors of animals at the Illinois State Fair shall comply with the provisionsof the Illinois Humane Care for Animals Act. If violations are observed, theanimal(s) will be excused from exhibition and be ordered removed from thegrounds with all awards and premiums being forfeited.7. Any practice or deviation from normal, accepted care, including physical ormechanical application, will constitute a violation of show rules and is subject tothe above provisions.8. Market animals at the Illinois State Fair include steers and market heifers;barrows and market gilts; wether and market ewe lambs; meat goat wethersand market does; poultry meat pens, roasters and fryers; and rabbit meat pensand fryers.CATTLEIdentification1. Individual identification of each animal shall be either a fully healed and legibletattoo, approved official ear tag, registration number, or individual brand, if brandis recorded on the registration certificate.Illinois CattleBrucellosis1. Illinois is a Bovine Brucellosis Class-Free State. Brucellosis testing is notrequired for Illinois cattle.11

Tuberculosis1. Illinois is an Accredited Tuberculosis- Free State. Tuberculin test is notrequired for Illinois cattle.Special Note: Illinois calves under 6 months of age and Illinois steers are not requiredto have a Certificate of Veterinary Inspection.Out-of-State-CattleAll out-of-state cattle are to be accompanied by an entry permit. Entry permit numbers areavailable by calling the Illinois Department of Agriculture, Monday through Friday from 8:00AM to 4:30 PM, at 217/782-4944. Permits may also be obtained online try/login.phpBrucellosis1. Female cattle six (6) months of age and older and bulls eighteen (18) months ofage and older shall be negative to an official test for brucellosis within thirty (30)days prior to entry, unless exempt by one (1) of the following:A. Originate directly from a certified brucellosis-free herd.B. Are official vaccinates of dairy breeds under twenty (20) months of ageor official vaccinates of beef breeds under twenty-four (24) months of age.C. Animal originated from a “Class Free” state (if entire state is soclassified)D. Steers and spayed heifers are not required to be tested for brucellosis.2. The negative brucellosis test shall be conducted at a state or federallaboratory within 30 days prior to exhibition.Tuberculosis1. Accredited Tuberculosis Free StatesA. No tuberculin test required. All cattle, including steers, originating froman Accredited Tuberculosis Free State, may enter Illinois for exhibitionwhen accompanied by a CVI issued by an accredited veterinarian within 30days.2. Non-Accredited Tuberculosis Free Areas or States (Not TB Free)A. Cattle must originate from a herd where a complete herd test was conductedwithin the past year.B. The individual animals entering Illinois must be negative to an additionaltuberculin test conducted within 30 days prior to exhibition.C. Cattle that enter Illinois for exhibition and remain in Illinois (animal does notreturn to the state of origin within 30 days) must be isolated and retested forTB 60-120 days from the last official TB test date.SWINEIllinois SwineIdentification1. Illinois swine shall be identified by an official ear tag, tattoo or recognizedbreed ear notch.2. Ear notch identification is acceptable for barrows, crossbred gilts and breedingswine.Special Note: Ear notch identification of crossbred swine does not satisfy USDAidentification requirements for interstate movement or official testing.12

Brucellosis1. Brucellosis testing is not required for Illinois swine.Pseudorabies1. Pseudorabies testing is not required for Illinois swine.Out-of-State SwineAll out-of-state swine are to be accompanied by an entry permit. Entry permit numbers areavailable by calling the Illinois Department of Agriculture, Monday through Friday from 8:00AM to 4:30 PM, at 217/782-4944. Permits may also be obtained online try/login.phpIdentification1. Individually identified by an official ear tag, tattoo or recognized breed ear notch.2. Ear notch identification is not acceptable for crossbred animals.Brucellosis1. Breeding swine 4 months of age and older shall be negative to an official test forbrucellosis within 30 days prior to exhibition unless exempt by 1 of the following:A. Originate immediately and directly from a validated brucellosis-free herd.B. Originate directly from a validated brucellosis-free state.2. Swine brucellosis tests for exhibition shall be conducted at a state or federal lab.Pseudorabies1. Swine originating from a Pseudorabies Stage IV or V state are exempt from thepseudorabies testing requirement.2. Swine originating from a Pseudorabies Stage III state shall be negative to anofficial test for pseudorabies conducted within thirty (30) days prior to entry ororiginate immediately and directly from a qualified pseudorabies negative herd.3. Swine originating from a Pseudorabies Stage I or II state shall be negative to anofficial test for pseudorabies conducted within the 10 days prior to entry.4. Barrows and females in market classes must meet the same requirements asbreeding swine.SHEEPIdentification1. Individual identification of each animal shall be by an ear tattoo or official metalor plastic tag or microchip if the owner provides the reader.2. Ear tattoos may be used when a registration certificate, listing the tattoonumber, accompanies the animal.3. When using ear tags, the tag must indicate the premises ID and state of origin.The tag number must be assigned by a state or APHIS representative andrecorded in the Scrapie Record Database.Market LambsAll wethers must be slick shorn (show ring ready) before weigh-in so that show lambfungus can be identified.Infected or Source Herd or Flock1. Sheep originating from a herd or flock that has previously been classified aseither an infected or source herd or flock can be exhibited in Illinois upon thecompletion of an approved herd/ flock plan.2. The CVI must include the flock of birth and the flock of origin, if different.13

Out-of-State SheepAll out-of-state sheep are to be accompanied by an entry permit. Entry permit numbers areavailable by calling the Illinois Department of Agriculture, Monday through Friday from 8:00AM to 4:30 PM, at 217/782-4944. Permits may also be obtained online try/login.phpGOATSIdentification1. Individual identification of each animal shall be by an ear tattoo or official metalor plastic tag or microchip if the owner provides the reader.2. Tattoos may be used when a registration certificate, listing the tattoo number,accompanies the animal.3. When using ear tags, the tag must indicate the premises ID and state of origin.The tag number must be assigned by a state or APHIS representative andrecorded in the Scrapie Record Database. For any animal born after 1/1/2002, the CVI must include the flock of birth andthe flock of origin, if different.Out-of-State GoatsAll out-of-state goats are to be accompanied by an entry permit.
