6Kyabram District Health ServiceBOARD CHAIR AND INTERIMCHIEF EXECUTIVE OFFICER REPORTWe acknowledge that KyabramDistrict Health Service is locatedon the traditional lands of theYorta Yorta People and we pay ourrespects to Elders past, present andemerging and thank them for theircontribution to the development ofour services. We also acknowledgethe other many diverse culturesand individuals that make up ourcommunity.In April this year we farewelledour Chief Executive Officer PeterAbraham who has taken on theCEO role at Swan Hill DistrictHealth. In his seven years atKyabram District Health Service(KDHS) Peter implemented manyinnovative and exciting projectsand programs including ourAboriginal Liaison Officer, ourcafé, dramatically increasing thenumber and breadth of visitingspecialists and advocating for theintroduction of a CT scanner.His skills in embedding stronggovernance leave KDHS in a strongposition and have increased theengagement of the communitywith the service. His strategic visionensured all decisions were made inthe best interests of KDHS patients,staff and the local community.During his tenure there werenumerous capital works projectswhich have enhanced the servicesoffered by KDHS and there arecurrently seven additional capitalprojects to commence shortly. Wewish Peter all the best in his newposition.KDHS also farewelled our Directorof Clinical Services BernadetteWardle. In almost five years atKDHS Bernadette supported arange of significant changes withinour clinical services including theintroduction of our Cancer CareService, the expansion of Surgicaland Specialist Clinic services tothe community and a new servicemodel for our Urgent Care Centre.Her caring and sensitiveengagement has been pivotalin the development of our opendisclosure and feedback processes,which have deepened thecommunity trust in our willingnessto listen and act on concerns. Wewish Bernadette all the best onher new role as CEO of Yarram &District Health Service.Our new Strategic Plan 2018-2022adopts a new vision - HealthyCommunity, Best Care. Thisvision drives us to implementsystems, programs, processes andservices that ensure our patientsreceive the best possible care. Toachieve this we must broaden ourunderstanding of the consumers'care experience and educate ourconsumers to be in charge of theirhealth.

Annual Report 2018-19Our goal is to achieve a moreseamless health care experiencethrough a “One Service” strategywhere barriers to access care arereduced. To achieve our vision, werecognise that our strength is ourworkforce who we must support,nurture and grow as our caregiversof the future.KDHS was excited to be selected asa finalist in the Premier’s MediumSized Health Service of the Yearfor 2018. This award recognisesperformance across the wholeservice and we were extremelypleased to be recognised amongstthe best in the State and are veryproud of the work carried out byour team in their efforts to deliverthe best care in every part of ourservice delivery.CLINICAL SERVICESWe are extremely proud of ourclinical services teams in supportingthe expansion in a range ofservices this year.Our surgical services havecontinued to grow strongly withan additional 250 procedurescompleted during the year. Thisrepresents a 20% increase inthroughput and we acknowledgethe dedication and effort put inby our visiting Specialists andSurgical team in achieving sucha great result. This year we havealso begun surgical partnershipswith Goulburn Valley Health andBendigo Health which has enableda reduction in patient waitingtimes.Our Operating Suite was fortunateto receive a 500,000.00 capitalgrant from the Victorian Healthand Human Services BuildingAuthority for upgrades to ensurecompliance with new AS 4187Infection Control Standards.The new standards required theupgrade and addition of a range ofnew equipment including a reverseosmosis water treatment system,two sterilisers, two soluscopes, twoscope drying cabinets and relatedbuilding works. The funding alsoenabled the purchase of additionalscopes, which will allow the serviceto increase the size of our theatrelists allowing more patients to betreated in the coming year.Our Cancer Care Centre hascontinued to expand its servicesto the community through ourpartnership with GoulburnValley Health. This year we haveincreased our onsite Oncologistvisits from monthly to fortnightlyand added an additional monthlyHaematologist visit. To supportthis we have expanded thetreatment day capacity to threedays per week, have recruited aLymphedema nurse and will belooking to appoint a new CancerResource Nurse role to better assistpatients to access services andsupport.In partnership with our localVisiting Medical Officers, GoulburnValley Health and the “myemergency doctor” application,KDHS has developed a new modelfor afterhours medical serviceprovision to our Urgent CareCentre patients. Our telehealthspecialist Emergency Physiciansprovide the community access tosafe, effective and reliable care,while ensuring continued retentionand attraction of a local medicalworkforce to meet the broadercommunity need.Our Sheridan Residential AgedCare service completed its triennialAccreditation assessment in May2019. The residential aged careteam have worked extensivelyto develop and implement newsystems and processes focusedon resident directed care throughour “continuing my life journey”program. It was great to getsuch positive feedback from theAged Care Quality and SafetyCommission on the changes and toconfirm our compliance with all 44care standards.We are also updating andintroducing a range of newclinical support systems. Duringthe year we implemented ournew MedDispense integratedelectronic medication dispensingsystem, with links to our IPMpatient management system andour contract Pharmacy servicepartner Echuca Regional Health.A tender for a Health Servicewide nurse-call replacement wasreleased to market in June withthe new functionality promisingto enable better integration ofcommunications, messaging andtasking. We are also working withPhilips Healthcare to implementa new medical telemetry systemfor patients requiring cardiacmonitoring. We acknowledge thegenerous support of the KyabramHeart Group and Ladies Auxiliaryfor this project.7

8Kyabram District Health ServicePARTNERINGKDHS are leaders in, and activelyinvolved in, numerous ruralpartnerships.Partnering with consumersto improve their healthcareexperience continues to be astrategic focus of the organisation.This work is led by our Quality,Experience and Safety teamand supported by a number ofconsumer advocates who havebeen integral to the developmentof our unique model that putsthe patient’s experience at theforefront of everything we do. Theexcellent results from the VictorianHealthcare Experience Surveyagain demonstrate that the carewe provide meets our community’sexpectations. Our Health Servicehas consistently delivered resultsabove the state average since theinception of the survey, with 98%of respondents rating the care theyreceived as very good or good,compared to 92% for the State.KDHS have been privileged toprovide executive leadershipand administrative support tothe regional Loddon Mallee andMurray Health Partnerships. Weare also excited by the opportunityto support better integrationand coordination by expandingthis role to include Loddon andMallee Health Partnerships in thecoming year. The Loddon Malleeregion is leading Victoria in thedevelopment of collaborative andinnovative models focused onquality improvement across theclinical priority areas of urgentcare, surgery and maternity servicesin rural and remote communitiesand we look forward to continuingto partner in the future.KDHS is also an active participantin the Goulburn HealthPartnership, which is focusedon strengthening clinical qualitygovernance, collectively addressingour workforce needs and ensuringthat patients in our region areable to access appropriate servicesin a timely manner. Thanks to aBetter Care Victoria funded projectwe have also worked closelywith other Health Services in theGoulburn region to educate ourcommunities on our Urgent CareCentre clinical capability to assistin reducing demand impacts atGoulburn Valley Health EmergencyDepartment.Through the Healthier Campaspecollaborative partnership, KDHS,with its health service partners inthe Campaspe Shire, continue towork to address the three healthpriority areas of Diabetes/Obesity,Mental Health/Drug & Alcohol andCancer.

Annual Report 2018-19“ONE SERVICE”STRATEGYOur new ‘one service’ strategicgoal has challenged KDHS tobetter understand our consumers’healthcare journey to ensureseamless care is achieved throughour service from beginning toend. It is vital that our consumersexperience a coordinated servicethat facilitates the provision of careto their benefit, irrespective of whodelivers the care or where the careis delivered.Our focus for this work over thelast twelve months has centred ona range of building and equipmentredevelopment works that willsupport improved access andamenities for both consumers andstaff. These critical infrastructureupgrades would not be possiblewithout the generous support ofthe Victorian and Commonwealthgovernments and we acknowledgetheir contribution of almost 5Mto these projects.The first major project to progressfrom planning to construction inthe coming year will be the UrgentCare Centre, Sheridan and ClinicalHub project. This 1.95M projectwill provide the community witha new expanded Urgent CareCentre, which will be more fullyintegrated with our key acutecare services through a centralisedclinical services hub. The buildingdesign enables better interactionbetween our Residential Aged Careand Acute services with a directinternal link between the twospaces.This will also coincide with aredesign of our Residential agedcare reception, lounge, kitchen,dining and double rooms, toimprove the quality of our residentexperience.We have also begun designwork on a new medical clinicdevelopment, in partnershipwith the Kyabram Regional Clinic(KRC). The new 2M facility willmodernise, expand and betterconnect medical practice servicesand ensure capacity for futureexpansion of primary healthcareservices for Kyabram andsurrounding communities. It isanticipated that construction workon the new facility will commencein early 2020.In May 2019 it was exciting toannounce, in conjunction withour local Commonwealth memberDamien Drum, funding of 1.7Mfor the development of a newEducation and Learning Centre inKyabram and the redevelopmentof our Stanhope facility. We havebegun the design developmentwork on these projects and wehope to commence construction byJune 2020.KDHS is excited to be an inauguralmember of the Loddon MalleeRegional Community PlatformPilot project that aims toimproved integration, access andinteroperability for our communityand primary health services.Implementation for this customdesigned application is early 2020,providing our clinicians with afully digital medical record andreplacing a range of stand-aloneclinical systems. For the first timeour consumers will have a securededicated portal providing accessto their medical information andopening new opportunities forstreamlining service delivery.SKILLED VALUEDCARE GIVERSOur commitment to best careis predicated on our staff,contractors’ and volunteers’willingness to act as care giversin each and every consumers’healthcare experience. Weare focused on growing andsupporting a care giver culturethat promotes and encouragesinnovation, leadership andcollaboration within our teamsas we seek to develop innovativemodels of care.Our caregivers recently completedthe Victorian Public SectorCommission People Matter Surveyproviding us with in invaluablefeedback on our culture andenvironment. It was pleasing thatdespite significant change in keyleadership positions our staffcontinue to rate the organisationin the top quartile across thebroad range of measures withinthe benchmark group. Ourorganisation climate was rated at80% well above our benchmarkgroup, while 90% of respondentsindicated that they would beconfident to recommend a friendor relative to be treated as apatient here.Our managers play a critical rolein developing and mentoringmembers of their teams. Buildingthe leadership capacity andcapability of our managersand staff has been a key partof our learning and education9

10Kyabram District Health Serviceprograms throughout the year.Our Senior Management andManagement team participatedin a 360º feedback programproviding unique insights into theireffectiveness and competence.Management learnings and actionswere supported through a numberof targeted one on one coachingsessions.KDHS commitment to caregiverdevelopment has been supportedby a range of education anddevelopment programs deliveredthroughout the year. We have builtour cultural competence througha tailored program delivered byRobynne Nelson, while we havecontinued to deliver our supportingpositive behaviour training with aninclusion of bystander awarenesstraining.In conjunction with the Goulburnand Murray Health Partnership’swe have been actively workingon regional workforce planningto develop a regional workforcestrategy and support new modelsfor medical and allied healthworkforce recruitment andretention.In partnership with the KyabramRegional Clinic, we host localMedical Intern placements underthe Murray to Mountains MedicalIntern Program. This programssuccess at recruiting youngdoctors to rural areas, such asKyabram, has been evidenced aswe welcomed back our inauguralmedi
