11.0 GUIDANCE234The purpose of the Protocol is to quantify the Emissions Reduction associated with the diversion oforganic waste from landfills in B.C. See Appendix A for an illustration of possible configurations ofLocal Government Areas, landfills, and waste management facilities.5This Protocol has the effect of a regulation.6789The Project Proponent is responsible to ensure the Validation Body selected for a Project using thisProtocol is accredited by the Standards Council of Canada to Technical Sector F: Decomposition ofWaste Material, Handling and Disposal or by the American National Standards Institute to SectorGroup 6: GHG Waste Handling and Disposal.1011For a Project that involves both organic waste diversion and fuel switching, the Project Plan may beprepared in accordance with this Protocol and the B.C. Fuel Switch GHG Offset Protocol.1213The Project Proponent is responsible to provide justification where any assumptions or estimates usedin the Project Plan.1415The Project Proponent is responsible to ensure the requirements of the Protocol, the Act andRegulations are met and required forms are complete.B.C. 162.0 DEFINITIONS1718In the Protocol, the capitalization of terms where the capitalization is not solely performing agrammatical function indicates a defined term in the Act, Regulation or this section.19“Act” means the Greenhouse Gas Industrial Reporting and Control Act.202122“Aerobic Composting” means the controlled biological oxidation and decomposition of organicmatter which meets the requirements of section 7(d) of Schedule 1 of the Organic Matter RecyclingRegulation, B.C. Reg. 18/2002 (OMRR).2324“Anaerobic Digestion” means the controlled biological conversion of solid, liquid and dissolvedorganic matter to biogas in the absence of oxygen.2526“Biogas” means the mixture of different gases produced by the breakdown of organic matter in theabsence of oxygen.2728“Eligible Waste” means degradable non-hazardous organic material that originates from residential,industrial, commercial or institutional sources and falls within the following categories:29303132a) brewery waste / winery waste, fish waste, food waste, hatchery waste, milk processing waste,plant matter derived from processing plants, poultry carcasses, red-meat waste or whey, asthose terms are defined in Schedule 12 of the Organic Matter Recycling Regulation, B.C. Reg.18/2002 (OMRR),33b) Food-soiled paper waste.34“Final Diversion Investment Decision” means a final decision35363738a) to contract for, purchase, lease or construct a substantial portion of the capital or servicesnecessary to implement a new program to manage Eligible Waste that would otherwisehave gone to a landfill, or to increase the scope and capacity of an existing Eligible Wastemanagement program,3940b) made for the purposes of managing waste and increasing diversion rates of waste fromlandfills, and4142c) that involves a substantial financial commitment of the relevant Local Government to deliversuch services;4344“Fuel” includes electricity and material that is combusted or transformed to generate usable energyor do work.45464748“Functional Equivalence” means quantification of Baseline Emissions and Project Emissions in amanner that ensures that function and quality of products or services provided under the BaselineScenario, as compared to those provided with the Project, are sufficiently equivalent to avoidsignificant Leakage.495051“Historic Activities Diversion Rate” means, in relation to the Baseline Scenario, the highest annualrate of diversion of Eligible Waste that Local Government achieved in the three years prior to theProject Start Date, but not before 2011.B.C. 5253“Incremental” means, in relation to diversion of Eligible Waste, a diversion rate beyond the baselinediversion rate as established under sections 5 and 8.54“Ineligible Waste” means organic waste that is not Eligible Waste.5556“Integrated Grid” means an electrical distribution system that is connected to a transmission systemoperated by BC Hydro or FortisBC.57“Local Government” has the same meaning as in the Local Government Act.5859“Local Government Area” means the geographic area of the municipal corporation of a LocalGovernment.606162“Organic Waste Management Facility” (OWMF) means a facility that processes organic waste inorder to generate reusable resources such as a compost, fertilizer product, or energy, and includesorganic waste processing on open land.6364“Performance Standard” means a technical, activity or performance measure used to calculateBaseline Emissions or a component of Baseline Emissions, determined in accordance with Section 5.1.6566“Primary Activity” means the main activity or set of activities in the Project Scenario that result in themajority of Emissions Reduction from the Functionally Equivalent Baseline Scenario.676869“Program of Activities” means a type of Project that is not Stand-Alone where a group of similarProject Instances are covered by a single Project Plan and additional Project Instances may be addedto the Project over the course of the Project Crediting Period.7071“Project Instance”, in relation to a Program of Activities, means a single instance of a Project Scenariothat, in combination with other similar Project Instances, is covered by the same Project Plan.7273“Project Scenario” means the activities that have an effect on greenhouse gas emissions andconstitute the estimation of the Project Emissions.74“Protocol” means the B. C. Organic Waste Diversion GHG Offset Protocol.7576“Qualified Organic Waste Management Facility” means an OWMF which meets the criteria specifiedin Section 3.2.77“Regulation” means the Greenhouse Gas Emission Control Regulation.798081“Regulatory Requirement” means the rate of waste diversion resulting from laws, bans, by-laws, licensing requirements, and waste management plans approved under section 24 of the EnvironmentalManagement Act, and other similar rules that, within the jurisdiction of a Local Government:8283a) require implementation of measures that are intended to or can be demonstrably expected toachieve a certain level of diversion, or84b) create disincentives for the disposal of Eligible Waste in a landfill858687“Residual Waste” means organic waste disposed at a landfill from an Organic Waste ManagementFacility, including waste in the form of digestate, effluent, or any other post-treatment form of organicwaste, as well as Ineligible Waste and untreated Eligible Waste.B.C. 8889“Stand-Alone” means a type of Project where all instances of the Primary Activities of the ProjectScenario are identified in the validated Project Plan.9091“Unqualified Organic Waste Management Facility” means an OWMF which is not a QualifiedOWMF.B.C. Organic Waste Diversion GHG Offset Protocol Page 8

923.0 APPLICABILITY933.1 General Criteria94These Criteria apply to both Stand-Alone and Program of Activities project types.951. The Project must:9697a) Involve both the Incremental diversion of Eligible Waste from a landfill to an Organic WasteManagement Facility and the processing of that waste at that facility, and98b) Meet the Organic Waste Management Facility qualification criteria specified in Section 3.2.992. Project Reductions must not result from:100a) Waste recovered from a landfill;101b) Composting of Eligible Waste using non-aerated static or passive pile composting;102c) Reductions in GHGs other than CO2, CH4 and N2O.1033. The Primary Activities of the Project Scenario are:104105a) Diversion of Eligible Waste from a landfill to a Qualified Organic Waste ManagementFacility for treatment, and106b) Treatment of Eligible Waste at a Qualified Organic Waste Management Facility.1073.2 Qualified Organic Waste Management Facility Criteria108109A Qualified Organic Waste Management Facility must be operated in accordance with applicablelegislation and regulations and must satisfy the following requirements:110111112113114The Organic Waste Management Facility must process Eligible Waste by one or both of AerobicComposting and Anaerobic Digestion processes as the Primary Activity in the Project Scenario. Wherean Organic Waste Management Facility uses both Aerobic Composting and Anaerobic Digestionprocesses, the Project Proponent must assess Project eligibility against both the requirements forAerobic Composting in Section 3.2.1 and the requirements for Anaerobic Digestion in Section 3.2.2.1153.2.1 Aerobic Composting116Acceptable composting technologies include, but are not limited to:117 Windrow with mechanical turning118 Aerated static pile119 Aerated and covered static pile120 In-vessel systems121122123All Eligible Waste must be: Mixed and incorporated into the composting process no more than 24 hours after delivery tothe Organic Waste Management Facility; or,B.C. Organic Waste Diversion GHG Offset Protocol Page 9

124125126 Covered with a layer of high-carbon materials or finished compost no more than 24 hours afterdelivery, and mixed and incorporated into the composting process no more than 72 hoursafter delivery; or,127128129130 Placed in a building under negative air pressure with exhaust gas vented through a biofilter orotherwise placed in an enclosed environment with emissions controls that are equivalent tothe control of methane and nitrous oxide by a biofilter no more than 24 hours after delivery,and,131132 Processed in accordance with the requirements of Canadian Council of Ministers of theEnvironment (CCME) Compost Quality Guidelines.1333.2.2 Anaerobic Digestion134135136137For Projects where methane production processes are enhanced, the Organic Waste ManagementFacility must manage the risk of fugitive emissions in accordance with the guidance provided in theCanadian Standards Association (CSA) Code for Digester Gas, Landfill Gas, and Biogas Generation andUtilization (ANSI/CSA B149.6-15).138139In cases where Residual Waste from the anaerobic digestion is aerobically composted, it must beprocessed in accordance with the requirements of the CCME Compost Quality Guidelines.140141142143All biogas captured from the Anaerobic Digestion technology must either be used at the OrganicWaste Management Facility, sold or transferred to other parties off-site, or flared. All venting or fugitiverelease of biogas that occurs from time to time at the Organic Waste Management Facility must bequantified according to the methodologies included in the Protocol.1443.3 Start Date145146147The Start Date is asserted by the Project Proponent in accordance with the Regulation (section 14 (3)(n) (i)). The Start Date is when the Project Proponent first began implementing Incremental diversionactivities, but after January 1, 2014.1483.4 Crediting Period149150151The Crediting Period is up to 10 years in accordance with the Regulation section 18 (1) (b) (ii) (B).The Project Proponent must provide justification for the length of the Crediting Period based on theanalysis used to establish Baseline and Project Scenarios.1523.5 Project Report Period153154155The first Project Report Period begins on the Project Start Date. The Project Report Period must be a12-consecutive-month period (e.g. October 16, 2018 – Oct 15, 2019) except for the first and last ProjectReport Periods.B.C. 156157158159160The first Project Report Period may be from six to eighteen months in length to align the ProjectReport Period with business requirements (e.g. October 16, 2018 – December 31, 2019 for alignmentwith a calendar year). If the first Project Report Period is not twelve consecutive months, then the lastProject Report Period must be less than twelve consecutive months so the total length of all ProjectReport Periods corresponds with the length of the Crediting Period.161162Project Proponents may choose not to submit a report on an annual basis; however, the information ina report covering multiple years must be organized and separated by calendar year.1633.6 Materiality164165166For the purpose of this Protocol any errors, omissions or misrepresentations are considered material asper sections 15 (3) (c) and 21 (4) (c) of the Regulation if the individual or aggregate effects may result inan overestimation of the Project Reductions of more than 5%.B.C. 1674.0 PROJECT BOUNDARY1684.1 Description of the Project169170The Project Proponent must provide a detailed technical description of the Project including wherethe Project will be carried out and where the Emissions Reduction will occur.171The Project Plan must indicate whether the Project type is Stand-Alone or Program of Activities.1724.2 Identification of the Project Location173174175176177For Stand-Alone Project type and for each Project Instance determined at the time of validationif Program of Activities Project type, Project Plans must include global positioning system (GPS)coordinates (latitude and longitude) for the locations where the Primary Activities of the ProjectScenario will be carried out and any other information allowing for the unique identification of thePrimary Activities of the Project Scenario.178This includes providing information on the following,1791. Locations for all sources of Eligible Wastes, for which the following must be specified:180 Local Government Areas from which the Eligible Wastes are sourced.181182183 The types
