Darke County Solid Waste Management Plan 2021APPENDIX J Reference Year Opportunity to Recycle andDemonstration of Achieving Goal 1A.Residential Sector Opportunity to RecycleDuring the period of this Plan the Darke County Solid Waste Management District will continueto meet the requirements of Goal 1 of the Ohio State Plan. Appendix J provides demonstrationsof the programs and facilities that were used in the Reference Year and that will be usedthroughout the planning period. To meet the requirements of Goal 1 the District mustdemonstrate access to recycling through a curbside or drop-off program available to a minimumof 80% of the population of the District. The credit a program is given toward this goal dependson the services offered and the likelihood that residents will be able to participate in the program.Non-subscription curbside programs are available to residents automatically within a definedarea. All residents of the area living in single-family homes receive the service whether they signup for it or not. The waste collection fee automatically includes curbside recycling on a regularbasis at least every two weeks. Both the Versailles and Arcanum curbside collection programsmeet this criterion. The District receives credit for the entire population of the area served bynon-subscription curbside programs.Subscription curbside service refers to a type of curbside recycling service for which residentsmust voluntarily sign up for and agree to pay for the service. The programs listed in Table J-1 areall offered by a waste hauler. All residents who pay for waste collection are automatically entitledto weekly curbside recycling collection. The District can credit 25 percent of the population of thejurisdictions where the service is offered in lieu of other more difficult documentation methodsto confirm the number of subscribers.In 2020 and 2021, several villages signed contracts with Rumpke giving Rumpke the exclusiveright to provide residential waste collection services. Residents must request this service and payRumpke for the services. All subscribing households are offered curbside recycling. The villageshave been added to Table J-1 and are assigned program IDs. Access is calculated based on theprojected village population for plan years 2022 and after. If the rest of the township is servedby Rumpke, the population of the villages is not included in the population listed for townshipcredit to avoid double counting.The default population credit for full-time, urban drop-offs that meet the criteria is 5,000. Thedefault credit for a full-time rural drop-off is 2,500. It is important to understand that some ofthe townships where the drop-offs are located have populations less than 2,500. The District haschosen the drop-off locations carefully. Most are near highways that connect District householdsto employers, schools, and commercial areas. As such, the drop-offs serve the general area. Useof a drop-off is not limited to a specific township, village, or city.APPENDIX J-1

The result is expressed as a percentage rounded to the nearest whole number.The District plans to meet or exceed the residential/commercial requirements of Goal 1 for the entire planning period. All of the curbsideand drop-off programs are expected to be continued throughout the planning period.Table J-1b. Alternative Opportunity to Recycle: Curbside and Drop-off CalculationAt of the time when this Plan was being completed, hard data regarding the number of subscribers to subscription waste collectionprograms that include curbside recycling for all subscribers was not available to the District. The District is quite sure that substantiallymore than 25% of the residents in the areas where these programs are offered are subscribed for several reasons: As of 2020, residents ofGreenville, Gettysburg, Gordon, Ithica, New Madison, and Palestine do not have any other alternative for waste collection. By agreementwith these municipalities, Rumpke is the only service provider and offers curbside recycling to all waste collection subscribers. Althoughthese households could deliver their waste directly to a landfill or dispose of it illegally through dumping, backyard burning, or theft ofservice, there is little evidence that this is happening on any substantial scale. Also, in 2019. the last year for which we have reviewedAPPENDIX J-5

Darke County Solid Waste Management Plan 2021data, 73% of the reported municipal solid waste that was direct hauled or transferred for disposal in Ohio or out-of-state was managed bythe Rumpke Greenville Transfer Facility or a Rumpke operated landfill.As part of the research for preparing this plan, the District hoped to do a participation study in Greenville and in selected townshipswhere subscription curbside is offered to all Rumpke residential waste collection subscribers. The Covid 19 epidemic caused this researchto be postponed. The District intends to do a participation studies as listed in Appendix I-1 beginning in 2021 and extending into the firstyear of the planning period. The District believes that the participation studies will demonstrate that more than 25% of the residents ofGreenville and the townships where Rumpke offers subscription waste collection with weekly or biweekly curbside recycling aresubscribing and have access to recycling.Since this data was not available in time for completion of this plan, the following table is included to clarify that at least 80% access ispossible without attributing any amount of curbside to the townships where Rumpke offers curbside recycling to all waste collectionsubscribers. The communities that have contracts with Rumpke as the sole provider of residential collection are credited with 25%access. However, if it were to be found that access is less than 25% in these communities, the District has included additional drop-offs asbackup as explained in the narrative following the table and in the planned programs in Appendix I.Table J-1b.
