NATO UNCLASSIFIEDReleasable to Montenegro and PFPCHAPTER 1MISSION AND RESPONSIBILITIES1-1.Backgrounda.NATO School Oberammergau (NSO) is a bi-lateral, cost-sharing arrangementbetween the United States and Germany, resulting in an international militaryorganization executing a NATO training mission. In 2004, NSO was activated by theNorth Atlantic Council as a NATO Military Body for purposes of being granted ParisProtocol status. NSO is located at Bildungszentrum der Bundeswehr, Oberammergau,Germany.b.NSO is a multinational (combined) centre for education and individual training inNATO, serving both NATO, NATO member States, Partners, and Non-NATO Entities(NNEs), across services and disciplines. NSO also supports collective training,exercises, operations, and other training activities.c.This directive clarifies the relationship between HQ SACT (and its subordinateentities) and NSO.1-2.NSO Missiona.The mission of NSO is to conduct education and individual training in support ofand as defined in NATO strategy, policy, doctrine and procedures. The goal is to assistAlliance leaders, specialists and headquarters staffs achieve NATO's Level of Ambition,sustaining and improving interoperability across the operational spectrum.b.The target audience for NSO activities is primarily military and civilian personnelassigned to NATO Command Structure (NCS), NATO Force Structure (NFS) or thoseserving in NATO-oriented appointments in national staffs, headquarters and units. Italso includes military and civilian personnel from non-NATO entities (as defined inReference D).c.While primarily focused on operational level individual training, NSO alsosupports aspects of collective training, exercises, experimentation, and operations.Education and training is centred on the combined and joint operational proficiency,using educational methods such as courses, seminars, advanced distributed learning(ADL), modelling and simulation, and Mobile Education and Training Teams (METTs).d.In close collaboration with other NATO Education and Training Facilities(NETFs), accredited NATO Centres of Excellence (NATO COEs) and recognizedPartnership Training and Education Centres (PTECs), NSO provides education andindividual training as a precursor to support the Connected Forces Initiative (CFI), whichis instrumental in ensuring full coherence of the training and exercise elements of the3Releasable to Montenegro and PFPNATO UNCLASSIFIED

NATO UNCLASSIFIEDReleasable to Montenegro and PFPReadiness Action Plan (RAP).e.NSO’s mission includes, but is not limited to, the following tasks:(1)Deliver education and individual training that meets NATO requirements.(2)Conduct long term educational planning, integration of educationaltechnologies, and METTs.(3)Ensure curricula and syllabi are synchronized, to the greatest extentpossible, with NATO and Partner educational institutions.(4)Allocate seats for courses in accordance with NATO priorities.(5)Develop new courses and programmes of instruction, based on evolvingNATO Education & Individual Training (E&IT) requirements.(6)Support collective training, exercises, operations, and other aspects oftraining, when required.(7)NSO’s Commandant also serves as co-Chairman of the PTECCommandant Conference with HQ SACT (Joint Force Trainer [JFT] Plans &Policy Branch Head).(8)Comply with the direction and guidance provided in References E and Fand subsequent versions of these directives as they evolve.(9)1-3.Endeavour to maintain institutional accreditation.Relationship with HQ SACTa.As directed at Reference A, HQ SACT is responsible to “Train and educateindividuals to NATO common standards to provide to the Alliance leaders, specialistsand HQ staffs, capable of operating effectively in a combined/joint environment.”b.As directed at Reference B, “NSO Commandant is SACT’s representative for allmatters pertaining to the operation of NSO.”c.As directed at Reference C, “JFT directs and coordinates all ACT activities inNATO’s area of interest to train and educate individuals and to manage collectivetraining and exercises, at all levels of command, to continually provide the Alliance withimproved capabilities to undertake the full spectrum of Alliance missions.”d.HQ SACT JFT provides guidance and facilitation of the integration of educationaltechnologies, concepts, and capabilities at NSO acknowledging the equities of the twosupporting nation’s and NATO’s infrastructure support requirements.4Releasable to Montenegro and PFPNATO UNCLASSIFIED

NATO UNCLASSIFIEDReleasable to Montenegro and PFPe.HQ SACT (Assistant Chief of Staff Joint Education Training and Exercises[ACOS JETE]) provides support and guidance in support of NSO’s NATO trainingmission, and:(1)Assists NSO in working to ensure that its classes reflect the Bi-StrategicCommand dimension and that they are synchronized among other ETFs, to theextent possible.(2)Supports NSO in its implementation of current and future ACT directivesconcerning education and training.(3)Supports NSO in the execution of its mission by providing balanced andcoordinated advice on NATO training requirements.(4)Reviews and approves NSO Academic Calendar and any major changesduring the Academic Year.(5)Supports, as requested by NSO, the annual Scheduler’s Conference andPrimary Allocations Working Group to endorse the bidding cycle (see Annex Bpara 2c).(6)In accordance with reference F, and in coordination with the NSO (Dean ofAcademics), ensures the appointment of OPR and Co-OPR for NATO Courses.1-4.Additional Guidancea.HQ SACT (ACOS JETE and other elements of the HQ SACT staff), as a functionof Global Programming, will assist and support NSO in the identification of future E&ITrequirements and other ACT requirements in order to facilitate budgeting and planningfor both ACT and NSO. Out of cycle requirements are to be expected and the fundingfor these requirements will be negotiated between the concerned parties.b.Consistent with the policies of the sponsoring Nations (USA and Germany) theCommandant of NSO is encouraged to approach various Ministries of Defence andChiefs of Defence Staffs in order to secure personnel in the form of Voluntary NationalContributions (VNCs) to serve on the NSO staff. NSO will keep HQ SACT informed ofthese initiatives.c.NSO will be invited to participate in NATO and non-NATO training and educationconferences in fulfilment of its mission, including events arising as a function of theNATO education and training discipline development methodology and in support of theeducation and training production planning process.d.NSO’s annual financial statements will be prepared, on an accruals basis, inaccordance with the NSO’s Financial Rules and Procedures. NATO UNCLASSIFIEDReleasable to Montenegro and PFPpermit a choice, the accounting policy judged to be the most appropriate to the particularcircumstances of the NSO for the purposes of giving a true and fair view, will beselected. The accounting standards, adopted by the NSO will be described, in detail, inthe Accounting Policies note contained in the NSO’s annual financial statements.(1)The audit of the NSO annual financial statements will be conducted by theACT Command Auditor. These statements will comprise a ConsolidatedStatement of Financial Position, a Consolidated Statement of FinancialPerformance, a Consolidated Statement of Cash Flow, Consolidated Statementsof Budget Execution and the related notes. The ACT Command Auditor willprovide an audit certificate and report setting out the results of the audit.(2)The scope of the annual financial audit will be conducted to achievereasonable assurance that the financial statements fairly represent NSO’sfinancial position, at the year end, in accordance with the accounting policies setout in the NSO’s Financial Rules and Procedures.(3)The ACT Command Auditor may provide advice and reports to SACT andNSO Commandant on the economy, efficiency, and effectiveness of NSOfinancial operations and processes. This support is referred to as “ad hocstudies.” All requests for these studies must be approved by the Chief of StaffHQ SACT.e.NSO will host and organize conferences, seminars, and workshops in support ofboth NATO education and individual training, as well as other missions, as spacepermits.f.NSO will host exercises as part of its mission to support operational level training.g.NSO’s relationship with HQ SACT is not exclusive. NSO seeks out academicpartners and cooperative relationships within the Alliance and beyond as necessary.NSO fulfils other educational requirements beyond those identified by HQ SACT. NATO UNCLASSIFIEDReleasable to Montenegro and PFPCHAPTER 2PROCEDURES AND PROCESSES2-1.Annual Planning and Co-ordination Process (APCP)a.NSO APCP (Annex B) has been developed to meet the operational needs ofACT, ACO, and NSO, providing the framework in which all three organizations executetheir respective responsibilities.b.Major documents that all agencies must consider in their respective decisionmaking processes are:(1)Annual NSO Academic Calendar (AC) of Courses.(2)NSO Course Control Documentation (CCD) for each course.(3)Annual Programme for Bids.(4)Annual Primary Allocation (PA) letter.(5)Quarterly Reports by NSO.(6)Audit reports.2-2. Bid and Allocation Procedures. The bidding and allocation process is detailed inAnnex B.2-3.Review of Lesson Materialsa.The OPR Action Officer (AO) for each course, in co-ordination with the Co-OPRAO, is responsible for ensuring the presentation material properly reflects NATOpolicies, doctrines, and positions, and for the quality, accuracy and currency of thatmaterial. The responsibilities of the OPR/Co-OPR are at Annex C.b.When reviewing lesson materials, the following guidance applies:(1)All course instruction material (scripts) originating at HQ SACT, SHAPE orother NATO military HQ shall be reviewed by the OPR AO, in coordination withthe Co-OPR AO and Course Director (CD).(2)Sensitive policy, doctrine, and threat briefings require special attention anda time-sensitive review.(3)Security classification shall be in accordance with NATO Security Policyand supporting directives and guidance.7Releasable to Montenegro and PFPNATO UNCLASSIFIED

NATO UNCLASSIFIEDReleasable to Montenegro and PFP2-4.Responsibilities in Allocating NATO and Non-NATO Students:a.NSO will coordinate bids from ACT, ACO, and other NATO organizations. Bidsfrom non-NATO Nations will be coordinated and submitted through the Bi-StrategicCommand Military Partnerships Directorate (Bi-SC MPD) to NSO. Bids from other NonNATO Entities will be considered and processed in accordance with Reference D.b.NSO determines the annual Primary Allocation (PA) of all student seats inaccordance with Annex B.c.B.NSO is responsible for the allocation of student seats in accordance with Annex2-5. Course Development Cycle. The comprehensive guideline on how to analyse, design,develop, evaluate and pursue approval of NATO Courses is detailed in the Bi-StrategicCommand Education and Individual Training Directive (Bi-SC DIR 75-7).2-6Mobile Education and Training Team. The conduct of METTs is a core part of NSO’smission. NSO METT policy and funding procedures are set out at Annex D. The NSO METTRequest Form is set out in Annex E.2-7HQ SACT Directorate Responsibilities. Responsibilities are detailed in Annex F.2-8Conclusion:a.Circumstances will arise that necessitate slight deviations from theprocedures/policies prescribed herein. NATO UNCLASSIFIEDReleasable to Montenegro and PFPANNEX B TOACT DIR 75-122 JUN 16BID AND ALLOCATION PROCEDURES1.Generala.Bids: In March of each year, NSO, in close coordination with HQ SACT, willpublish the Programme for Bids and call for estimates of bids (figures only) tocustomers. Bids are to be received by mid-May.b.Primary Allocation (PA): In June of each year, NSO, in close coordination withHQ SACT, will conduct the PA Working Group. Prioritization of PAs for each course willhave a number one through four designation. A priority one bid is the seat request isrequired in support of a NATO operation. A priority two bid is the seat request isrequired in support of a NATO high readiness force (e. g., NRF). A priority three bid isthe seat request is required in support of a NATO job position. A priority four bid is theseat request is required in support of individual professional development. PAs will alsoconsider the needs of the NATO Force and Command structures while anticipatingevolving education and training requirements throughout the Alliance.c.PA Message: In September of each year, NSO, in close coordination with HQSACT, will inform all customer HQs/agencies of the PA. The Bi-SC Military PartnershipsDirectorate (Bi-SC MPD) will inform the NATO Partner Nations.d.NSO Policy for Cancellation of Allocations: Not later than six weeks prior to thecourse starting dates, customer HQs and agencies must notify NSO if they do not intendto fill their PA. Financial obligations are incurred if course allocations are not cancelledby six weeks prior to course start and NSO does not have a request by anothercustomer to fill that slot.e.Re-Allocations: NSO is authorized to re-allocate seats with the objective that theprimary allocation is met and shortfalls are reduced. For HQ SACT students, HQSACT's Staff Training Section will coordinate re-allocations.2.NSO Point of Contact Responsibilitiesa.NSO requires that an NSO Point of Contact (POC) be designated as arepresentative within a customer MoD, agency, or command for all Bid, Allocation, andJoining Report Issues for NSO.b.POCs will receive the Programme for Bids from NSO in March of each year. TheProgramme for Bids will contain the approved Academic Calendar for the upcomingyear, and will provide specific instructions to the POCs for the Bidding Process. NATO UNCLASSIFIEDReleasable to Montenegro and PFPreceipt of the Programme for Bids the POC will distribute the Programme for Bids to allsubordinate commands/agencies. In late May, the POC will consolidate all bids for theirrespective command/agency into a single submission to NSO.c.Primary Allocations: Upon receipt of all bids, NSO will conduct the PrimaryAllocations Working Group in conjunction with HQ SACT, SHAPE, and Bi-SC MPD. ThePrimary Allocations Working Group will determine, based on bids received and HQSACT and SHAPE command priorities, the number of Primary Allocations each MoD,agency, or command will receive for every course iteration. After the Primary AllocationWorking Group, NSO will publish the Primary Allocations in September and will sendthis information to all POCs.d.Additional Allocations: POCs may request additional allocations for particularcourse iterations at any time before the course begins. POCs will request additionalallocations via email or fax message through the NSO Student Allocations Office.Additional allocations will be granted if available. If there are no allocations available,the request can be placed on a waiting list if the POC so desires. The NSO StudentAllocations Office will confirm the status of requested additional reallocated positions byemail or fax. Financial obligation for the tuition assigned to the allocation will beincurred by the MoD/Agency upon receipt of the request and NSO confirmation of thereallocation.e.NSO Requirement for Confirmation/Turn-Back of Allocations.(1)POCs may turn-back assigned allocations that will not be used at any timeup to six weeks before a course starts without any financial obligation. Within sixweeks before a course starts, MoDs/Agencies are financially responsible for allallocations not turned-back.(2)If NSO does not receive notification that an alloca
