OAC 310:315OKLAHOMA STATE DEPARTMENT OF HEALTHSUBCHAPTER 1.Section310:315-1-1.310:315-1-2.GENERAL PROVISIONSPurposeDefinitions310:315-1-1. PurposeThis chapter known as the Public Bathing Place FacilityStandards (ODH Engineering Bulletin No. 0536), is to be used byengineers and other interested persons in the design andsubmission of plans to a public bathing place.The designcriteria given are minimum design criteria and will be used assuch by the State Department of Health. Nothing in these standardshould be construed as preventing the consulting engineer fromrecommending, or the reviewing authority from approving, moreeffective treatment where local conditions dictate such action.310:315-1-2. DefinitionsWhen used in this Chapter, the following words or terms shallhave the following meaning unless the context of the sentencerequires another meaning:"Abrasion hazard" means a sharp or rough surface that wouldscrape the skin upon chance or by normal use modes."Adjustable inlet" means a fitting mounted in the pool wall andconnected to the return piping from the recirculation system thatis directionally adjustable or a fitting mounted in the pool floorand connected to the return piping from the recirculation systemthat has a means of flow adjustment."Air bump assist backwash" means the compressing of a volume ofair in the filter effluent chamber (by means of an air compressoror by the water pressure from the recirculating pump) which, whenreleased, rapidly decompresses and forces water in the filterchamber through the elements in reverse, dislodging the filter aidand accumulated dirt, carrying it to waste."Air induction system" means a system whereby a volume of air(only) is induced into hollow ducting built into a spa floor,bench, or other location. The air induction system is activatedby a separate air power unit (blower)."Attendant" means any person capable of providing rescue who isresponsible to the management."Backwash" means the process of thoroughly cleansing the filtermedia and/or elements by reverse flow."Backwash cycle" means the time required to thoroughly backwashthe filter media and/or elements and the contents of the filtervessel."Backwash rate" means the rate of application of water througha filter during the cleaning cycle normally expressed in U. S.

OAC 310:315OKLAHOMA STATE DEPARTMENT OF HEALTHgallons per minute per square foot of effective filter area."Bathing load" means the maximum number of persons allowed inthe pool enclosure at one time."Booster pump system" means a system whereby one or morehydrojets are activated by the use of a pump which is completelyindependent of the filtration and heating system of a spa."Cartridge filter" means a filter that utilizes a porouscartridge as its filter medium."Collector tank" means a tank receiving the gravity flow fromthe perimeter overflow gutter and main drain(s) from which therecirculation pump takes suction.It may be referred to as abalance tank."Cover/Grate"means a fitting, device or assembly thatseparates the bather from the suction sump or piping that has beendesign and specified by the manufacturer to control flow throughthe open area."Department" means the Oklahoma State Department of Health andauthorized representatives."Diatomaceous earth filter" means a filter that utilizes a thinlayer of filter aid as its filter medium that periodically must bereplaced."Engineering nomenclature" means the technical terms usedthrough this chapter are understood to represent the currentlyaccepted professional engineering definitions."Filter" means a device that separates solid particles fromwater by recirculating it through a porous substance (a filtermedium or element)."Filter agitation" means the mechanical or manual movement todislodge the filter aid and dirt from the filter element."Filter aid" means a type of finely divided medium used to coata septum type filter, usually diatomaceous earth, processedperlite, or similar material."Filter cycle" means the operating time between cleaning and/orbackwash cycles."Filter element" means a device within a filter tank designedto entrap solids and conduct water to a manifold, collectionheader, pipe, or similar conduit. Filter elements usually consistof a septum and septum support."Filter freeboard" means the clear vertical distance betweenthe top of the filter medium and the lowest outlet of the upperdistribution system in a permanent media filter."Filter media, permanent" means a finely graded material (suchas sand, anthracite, etc.) which removes filterable particles fromthe water."Filter septum" means that part of the filter elementconsisting of cloth, wire screen, or other porous material onwhich the filter medium or aid is deposited."Filtration flow" means the rate of flow, in volume per time(GPM, GPH), through the filter system installed per manufacturer's

OAC 310:315OKLAHOMA STATE DEPARTMENT OF HEALTHinstructions with new clean media."Filtration rate" means the rate of filtration of water througha filter during the filter cycle expressed in U.S. gallons perminute per square foot of effective filter area."Hydrojets" means a fitting which blends air and water creatinga high velocity, turbulent stream of air enriched water."Hydrotherapy, whirlpool, or spa pool" means a public pool usedexclusively in conjunction with high velocity air and/or highvelocity water recirculation systems, utilizing hot, cold, orambient temperature water.These pools will be referred to asspas."Individual therapy units" means tanks which are designed forthe therapeutic treatment of one individual at one time and aredrained and cleaned after each individual use. Individual therapyunits are not considered public bathing places."Ladders" means a series of vertically separated treads orrungs either connected by vertical rail members or independentlyfastened to an adjacent vertical spa/pool wall."Lower distribution system (underdrain)" means those devicesused in the bottom of a permanent media filter to collect thewater uniformly during the filtering and to distribute thebackwash uniformly during the backwashing."Open to the general public" means not restricted to tenants orguests."Overflow system" means the term overflow system encompassesperimeter type overflows, surface skimmers, and surface watercollection systems of various design and manufacture. The waterline shall be established by the height of the overflow rim."Perimeter overflow gutter" means a trough or gutter around theinside perimeter of the pool walls with the overflow lip effectinga skimming action to clean the pool water surface."Permanent media filter" means a filter that utilizes a mediumthat can be regenerated and will not have to be replaced."Plunge pool" means the receiving body of water located at theterminus of a recreation water slide."Pool deck" means the unobstructed area around the outside ofthe pool curb, diving boards, diving towers, and/or pool slides."Pool floor" means the interior bottom pool/spa surface andconsists of that surface from a horizontal plane up to a maximumof a 45o slope."Pool turnover" means the circulation of a quantity of waterequal to the pool volume through the filter and treatmentfacilities."Portable pool" means a shallow pool, with depth not exceeding4.5 feet, intended only for swimming instruction, which can bequickly erected, used for an instruction period then dismantledand moved to another location. Conditions governing authorizationand operation are shown in the Public Bathing Place Operations."Precoat pot" means a hopper with a valved connection to the

OAC 310:315OKLAHOMA STATE DEPARTMENT OF HEALTHsuction side of the recirculation pump of pressure diatomaceousearth type filter systems that is used for coating the filter withfilter medium prior to filtering water through the system."Private pool" means a pool maintained by an individual for theuse of his family and friends, with no other formal admissionrequirement."Public swimming pool or public pool" means a structure ofconcrete, masonry, or other approved materials, located eitherindoors or outdoors, used for bathing or swimming, or forinstructional purposes in swimming, diving, or other aquaticactivities by humans, and filled with a filtered and disinfectedwater supply, together with buildings, appurtenances, andequipment used in connection therewith. A public swimming pool orpublic pool shall mean a conventional pool, spa type pool, wadingpool, special purpose pool, or water recreation attraction towhich admission may be gained with or without payment of a fee andincludes but is not limited to pools operated by or serving camps,churches, cities, clubs, counties, health spas, institutions,parks, state agencies, schools, subdivisions, or other cooperativeliving type projects such as apartments, boarding houses,condominiums, hotels, mobile home parks, motels, recreationalvehicle parks, and mobile home parks."Recessed steps" means a riser/tread or series of risers/treadsextending down from the deck with the bottom riser/treadterminating at the spa/pool wall, thus creating a "stairwell.""Recessed treads" means a series of vertically spaced cavitiesin the spa/pool wall to be used as steps for the ladder."Recirculation system" means the system traversed by therecirculated water from the pool until it is returned to the pool."Scope of work" means a document outlining proposed changes toa public bathing place, including but not limited to the existingconfiguration and work to bring the facility into compliance withthe provisions of this chapter."Skimmer system" means the water line shall fall in themidpoint of the operating range of the skimmers."Special purpose pool" means a public bathing place usedexclusively for a particular purpose, including but not limited tospringboard or platform diving training, scuba diving instruction,and aquatic programs for handicapped individuals and kindergartenchildren."Spray pool" means a recreation area intended for use bychildren, in which water is supplied by a system of sprays but isnot allowed to accumulate."Steps" means a riser/tread or series of risers/treadsextending down from the deck into the spa/pool ,cover/grate, and related components below the water level thatprovides a localized low pressure area for the transfer of waterfrom a swimming pool, wading pool, spa or hot tub.

OAC 310:315OKLAHOMA STATE DEPARTMENT OF HEALTH"Toxic" means the adverse physiological effect on man."Tread contact surface" means the foot contact surfaces ofladder, step, stair, or ramp."Turnover rate" means the period of time (usually in hours)required to circulate a volume of water equal to the poolcapacity."Upper distribution system" means those devices designed todistribute the water entering a permanent media filter in a mannersuch as to prevent movement or migration of the filter medium.This system shall also properly collect water during filterbackwashing unless other means are provided."Unblockable drain" means a suction outlet constructed,designed, or fitted with an approved cover, of a minimum sizesuch that an 18 inches by 23 inches body blocking element willnot cause a differential pressure that could cause bodyentrapment."Vacuum (or suction) filter" means a filter which operatesunder a reduced pressure from the suction of a pump."Wading pool" means a pool intended for recreational use bychildren and having a maximum depth not exceeding 18 inches."Water line" means the water line shall be defined in one ofthe following ways:"Water recreation attraction" means a public bathing orswimming facility with design and operational features thatprovide patrons recreational activity which is different from thatassociated with a conventional swimming pool and purposefullyinvolves total or partial immersion in the water.Waterrecreation attractions include but are not limited to waterslides, water amusement lagoons, and wave pools.[Source: Amended at 26 OK 2003, eff 6-25-09]

OAC 310:315OKLAHOMA STATE DEPARTMENT OF HEALTHSUBCHAPTER 3.Section310:315-3-1.PLAN DOCUMENTSPlans and specifications310:315-3-1. Plans and specifications(a) Plans and specifications required. Plans and specificationson new or major remodeling of existing public bathing places shallbe prepared by a professional engineer licensed in the State ofOklahoma and submitted to the State Department of Health forapproval and an approval permit issued prior to construction.(1)Permits for construction of public bathing place facilitiesare not transferable.(2)No permit to construct a public bathing place facility willbe granted unless sufficient information has been presented tothe Department to indicate a finding that such facility willbe constructed and can be operated in accordance with thischapter and in accordance with good practices of public healthand safety.(3)The purpose of this section is to point out the essentialitems and in general, the type of information that should beshown on the plans or included in the specifications or theengineer's report. The inclusion of complete information willexpedite the review and approval of plans and specificationsby the Water Facilities Engineering Service and will avoid thenecessity of returning unapproved plans and specifications tothe owner for additional information or clarification.(4)Plans submitted to the Department for approval for allfuture public bathing places, or for any major changes inexisting public bathing places, must bear the seal of aregistered professional engineer licensed to practice underthe Oklahoma statutes. Plans shall be of sufficient size andlegibility for microfilming.(5)It is unlawful for any person or persons be beginconstruction, alteration, or modification of any public poolwithout first having received written approval from theDepartment.(6)The modification of an existing public bathing place tocomply with requirements of OAC 310:315-7-14(h) (relating tooutlets) shall not require a permit. The changes shall beconsidered minor modifications as outlined under OAC 310:3153-1(b) (relating to minor changes) and shall require thesubmission of a scope of work in writing to the Departmentoutlining the proposed modification to the public bathingplace, prior to performing the work. The scope of work shallinclude, at a minimum, the make and model number of theequipment that will be installed.An inspection by the

OAC 310:315OKLAHOMA STATE DEPARTMENT OF HEALTHDepartment is required upon completion of the work and priorto re-filling the pool with water.(7)Any changes or additions to the recirculation system,treatment equipment, physical structure, or appurtenancesthat, in the opinion of the Department, are not equivalent inoperating characteristics to those installed in accordancewith the plans and related documents approved by theDepartment will be considered as an alteration or modificationof an existing dalterations or modification of an existing pool, the ownershall provide written notification to the Department that theconstruction and/or equipment installation is ready for finalinspection by the Department.(9)If construction of a pool (installation of the pool shell)has not commenced within one (1) year from the date of planapproval by the Department, the approval shall expire.However, upon written request by the owner, the projectapproval may be extended for a period of six (6) monthsprovided significant changes have not been made in the projectplans or have not occurred in local conditions affecting thepool or site, and the plans comply with the standards.(10) Number of sets of plans. Five (5) or more complete setsof plans and specifications, together with an application forpermit on forms provided by the State Department of Health,signed by the owner, shall be submitted to the Department forreview.If approved, all plans and specifications will bestamped, indicating the approval of the Department. One (1)set will be retained in the files of the Department; one (1)set forwarded to the local health department; two (2) setsreturned to the owner, one (1) for the owner's file and theother to be provided the successful bidder for the poolconstruction and one set will be sent to the consultingengineer.(11)If not approved, one (1) complete set will be retained forrecord and the remainder will be returned to the applicantwith recommendations for necessary changes or modificationsthat will be in compliance with lawful requirements.(12) Plans Submitted for Review. Plans should be submitted forreview at least thirty (30) days prior to advertising for bidsor letting a contract for construction of the pool. From thisit is not necessarily to be inferred that approval orrecommendations by the Department will always be forthcomingwithin this time.(b) Minor changes.Proposed changes or additions to existingpublic bathing places of a minor nature, and not of a sufficientmagnitude or scope to involve engineering and the preparation andsubmission of plans, shall be reviewed informally by theDepartment in order that the owners may be assured that the

OAC 310:315OKLAHOMA STATE DEPARTMENT OF HEALTHproposed changes or additions are in compliance with lawfulrequirements.(c) Structural design not reviewed by State Department of Health.The review of plans and specifications by the Water FacilitiesEngineering Service does not include structural design orstructural stability of any section or part of a public bathingplace.Certification of adequacy is the responsibility of thedesign engineer.(d) Information needed. The engineer's report, specifications, orplans shall include all of the minimum design requirementsoutlined in this chapter; the pool capacity in gallons; estimatedbathing load (male and female); capacity of all mechanicalequipment; information of water supplies, pressure, etc., togetherwith such other information as is requested throughout thischapter.When mechanical equipment, devices, plumbing fixtures,etc., are specified by use or trade name, catalog numbers, etc.,then individual leaflets, catalogs, or other descriptive materialshall be furnished. A plot plan is required showing the locationof the pool and adjacent buildings, parking areas, sewers, waterlines, fences, and contours.The finding location (legaldescription or street address) shall be shown on the plot plan.(e) New equipment and methods. The policy of the Department withreference to new types of equipment, new design features, etc.,will not be such as to discourage or obstruct progress in design.However, any newly developed equipment, materials, etc., proposedfor use in connection with a public bathing place shall have beenqualified by trial elsewhere to the satisfaction of the StateDepartment of Health before plans and specifications will beapproved or a permit issued.This requirement would estinstallation with adequate impartial supervision, wherein asatisfactory written agreement with reference to replacement ofequipment, materials, or changes in design is incorporated in thespecifications in the event of failure. In the event public fundsare involved, then any such agreement shall be backed by asatisfactory guarantee bond, sufficient in amount to provide forthe replacement of unsatisfactory materials or equipment plus anyand all additional costs occasioned by changes in design orconstruction, etc., arising from such replacement.(f) Special conditions.Should special conditions exist orcircumstances be such
