Ernie Otten — AFP’S POSITION: SUPPORT —OUTCOME: SIGNED INTO LAWThe South Dakota Plumbing Commission recently decided that property owners were not eligible toperform plumbing work on their properties without first acquiring a plumbing license. This bill fixed thatinterpretation and removed unnecessary red tape that required property owners to have an occupationallicense to perform plumbing work on their own properties.HB 1087 PROMOTE FREE SPEECH AND INTELLECTUAL DIVERSITY ONCOLLEGE CAMPUSESPRIME SPONSOR: Rep. This helps ensure students, regardless of income or ZIPcode, have access to an education that helps them learn and thrive.HB 1265 CLARIFIES CURRENT SALES TAX REDUCTION LANGUAGEPRIME SPONSOR: Rep. Chris Karr — AFP’S POSITION: SUPPORT — OUTCOME: DEFEATEDIn a previous legislative session, South Dakota lawmakers raised the state’s sales tax from 4% to 4.5%, witha deal in place to reduce the rate by 0.1% for every 20 million received in online sales tax revenue. This billwould have clarified the requirement by including an automatic trigger if government revenue grew by aspecified amount, ensuring that there will be automatic sales tax relief for South Dakotans.3
