EconomistwashingtonDepartment ofEconomicsCollege of Arts & SciencesFall 20102010 Distinguished Alumnus: Robert M. McKenna, BA ‘852010 Distinguished AlumnusRobert M. McKennaThe Economics Undergraduate GraduationCelebration was held on June 9th this year. Thegraduates were honored before hundreds offamily and friends in the HUB Ballroom. Thisyear’s Distinguished Alumnus, the Hon. RobertM. McKenna, Attorney General for the Stateof Washington, delivered the keynote address.Mr. McKenna received Bachelor’s degreesfrom the University of Washington in bothEconomics and International Studies. He servedas student body president during his time hereat the UW and graduated with honors in 1985.His daughter, Madeline McKenna, is following inher father’s footsteps: she too is an Economicsand International Studies major at UW and wasrecently elected ASUW President!Perhaps a solemn topic for a commencementaddress, Mr. McKenna reminded the audienceof the financial crisis and its effects, which arestill being felt around the world. He went onto discuss its causes: an erroneous belief thatthe real estate market provided an investmentthat would only grow in value combined withthe enthusiasm for investment that spreads soeasily when profits are rising. He also stressedthat although the situation is grim, economicsgraduates are now in a unique position to shapehistory. Their education provides them withthe knowledge to help guide our country andprevent the same mistakes from being madeagain. He urged the graduates to continuereading and learning, no matter where they endup, using their economics education as the onlytruly recession-proof investment.Professor Stephen Turnovsky Honored with ConferenceProf. Stephen TurnovskyThe Institute of Advanced Studies in Vienna,Austria held a three day conference on May20-22, 2010 to honor the work of StephenTurnovsky. Selected papers are to be publishedin a Special Issue of the Journal of EconomicDynamics and Control and the publication dateis set to coincide with his 70th birthday in 2011.The conference was organized by his first UWPh.D. student, Walter Fisher, now Head of theDepartment of Economics and Finance at IAS,and Kenneth Kletzer, Professor of Economics atthe University of California, Santa Cruz. It wassponsored by the Institute of Advanced Studies, the Society of Computational Economics, andthe Austrian Ministry of Finance. The program comprised 24 papers, eachhaving an assigned discussant, with the topicscovering broad aspects of macroeconomicdynamics, the focus of Stephen Turnovsky’sresearch. There were nearly 50 attendeesfrom many countries, as far away as Australiaand India. The participants included severalof Stephen’s former students, as well as manyof his coauthors. He particularly appreciatedthe participation of his close friend andcolleague, Peter Lloyd, Professor Emeritus atthe University of Melbourne, whose friendshipdates back to his undergraduate days inNew Zealand. A Letter from the ChairProf. Turnovsky, continuedAnother challenging year comes to a close, but I am pleased to reportthat the Department has fared well thanks to the dedication of ourfaculty, staff and students. The University of Washington communitycontinues to feel the effects of the Great Recession. After drasticallyreduced operating budgets across the University, the Department isvery grateful that we were permitted to hire a new faculty member. We are excited to welcome Assistant Professor Oksana Leukhina, amuch needed addition to our macroeconomics faculty.participation of his first academic colleague from the Universityof Pennsylvania and one of his first coauthors, Dale Henderson,as well as John Pitchford from their Australian NationalUniversity days, and his current UW colleague and Savery Hallneighbor, Philip Brock. Apart from the presentation of 24 highquality papers, participants were also treated to several days ofexcellent Viennese cuisine.Another boon for the Department is the recent change to acompetitive major. The new requirements for becoming a majortook effect only in Autumn 2009, and we are already observingpositive results. The average GPA among Economics Majors hasincreased and enrollment has begun to stabilize thanks to themore selective admission criteria. We hope that this change willbetter represent the rigor of the major to prospective studentsand thereby improve the experience for all students seeking anEconomics education.Last autumn also marked the Department’s eagerly anticipatedreturn to the Quad with the reopening of Savery Hall. Whilethe historic façade of the building has been carefully restored andpreserved, the inside was completely gutted during the two- yearproject. The floor plan was radically updated to better serve theDepartments of Economics, Sociology and Philosophy and to meetcurrent earthquake and ADA requirements. The building was alsorenovated in an environmentally conscious way, earning it a LEEDSilver certification. It was wonderful to welcome many of you toour Open House Celebration last October and although therehave certainly been some challenges adjusting to this simultaneouslyfamiliar and unfamiliar space, the Department is happy to be back inthe heart of campus.Lastly, I am very pleased to note some of the accolades that ourfaculty and staff members have received this year: ProfessorStephen Turnovsky was honored with an international conferencecelebrating his work held at the Institute of Advanced Studies,Vienna, Austria; Assistant Professor Hendrik Wolff was honoredby the Association of Environmental and Resource Economists forthe Outstanding Publication in the Journal of Environmental Economicsand Management; and Department Administrator Randa Knudsenwas nominated for a Distinguished Staff Award. We are very proudof the commitment to excellence that continues to make thisDepartment a leader in the field of Economics education. Thankyou very much for your friendship and support.Robert HalvorsenProfessor and Chair,Department of Economics2Washington EconomistAssistant Professor Hendrik WolffAssistant Professor Hendrik Wolffwas honored by the Associationof Environmental and ResourceEconomists with the 2009 Ralph C.d’Arge and Allen V. Kneese Awardfor Outstanding Publication in theJournal of Environmental Economicsand Management, which is theAsst. Prof. Hendrik Wolfftop ranked journal in its field. Theaward was presented at the AlliedSocial Science Association Meetings held in Atlanta in January.Assistant Professor Wolff’s ground-breaking paper, “DaylightTime and Energy: Evidence from an Australian Experiment,”co-authored with Ryan Kellogg, contradicts the popular beliefthat adjusting clocks in March and November produces energysavings. As many countries consider using Daylight Saving Timeas a means to promote energy conservation, this researchis both timely and insightful. Assistant Professor Wolff hasreceived many accolades for his work on Daylight Saving Timeand energy use; he has been featured numerous times in themedia, including ABC News, the Wall Street Journal, US News,Bloomberg and more. The cherry trees in bloom, as seen from Savery Hall.

Welcoming a New Faculty MemberThe EUB: Students Helping Studentsthe Department of Economics is delighted to announce that wehave hired a new faculty member. oksana leukhina is currentlyan assistant Professor at the University of north Carolina atChapel hill and will join the Economics Department in thesame position this fall.the Economics Undergraduate Board (EUB) is a student drivenorganization whose mission is to enhance the experienceof all undergraduates studying Economics at the Universityof washington. they work in partnership with Departmentfaculty and staff, under the supervision of Professor Michelleturnovsky, to produce several quarterly events and lectures, anewsletter (The Economizer), an annual undergraduate survey, plus regular tutoring services and more.assistant Professor leukhina will bring a fresh perspectiveon macroeconomics to the Department. she received herPhD from the University of Minnesota, a school recognizedas incredibly influential in that area. The contrast is oftenmade between “fresh water macroeconomics” and “saltwater macroeconomics,” referring to thedifferences between Minnesota/Chicagoand harvard/Mit/stanford/Berkeley.assistant Professor leukhina willbe the first representative of this“fresh water” school to join theDepartment.assistant Professor leukhina’s work has abroad focus on quantitative long-run growth, which involves the relationships between fertility, mortality, gender, and long-run macrodynamics. her recent researchexplores the relationship between the business cycle and thebehavior of the financial sector. She and a coauthor developeda model in which endogenous changes in lending standardsgenerate fluctuations in productivity between recessions andexpansions. this line of research is very promising, and mayprovide useful insights in helping us understand the recentfinancial crisis. We are pleased to have her as the newestmember of our team and look forward to welcoming her tothe Department!Save the Date!this year, the EUB hosted two career events. in november, they hosted a very successful seminar on Careers in Consultingwhich attracted a crowd of over thirty students. in February, they hosted a special Career workshop aimed at providingstudents with more general career advice. Heyne who taught Economics at the UW for 13 years beforepassing away in 2000, the heyne lecture is presented for thebenefit of Economics Majors seeking to learn more aboutundergraduate research. this year’s speakers were seniorlecturer haideh salehi-Esfahani, Economics graduate studenttroy scott, and assistant Professor lan shi.students who participate in the EUB gain valuable leadershipexperience and learn the importance of giving back to theDepartment. their contributions enrich and supplement thework of the Department and provide a crucial link betweenour students, faculty and alumni.this Fall, the Department of Economics is proud to presenta special lecture by Robert Kocher, member of the nationalEconomic Council and special assistant to the President forhealth Care.
