IntroductionNORTHWEST CONSTRUCTION OUTLOOKSetting a Fast Pace Despite Worker ShortagesBY KEN SIMON SON , CHIEF ECONOM IST, AGC OF AM ERICAPopulation and economic growth in theNorthwest continue to outpace the nation.However, both trends have noticeably slowednationally, and contractors in the region arelikely to feel the effects in 2020.Population GrowthIn the year ending on June 30, 2018, the USpopulation increased by just over 0.6%, theslowest pace since the 1930s.* Growth in theNorthwest slowed markedly from the yearbefore but remained well above the US rate.For example, Idaho—the fastest-growingstate in 2017, with a 2.14% growth rate—slipped to second place, but still experienceda 2.05% population increase, which is morethan triple the national rate. Washington, thesixth-fastest growing state, had a 1.5% gain,down from 1.8% the previous year. Oregonranked eleventh in 2018, with a 1.1% rise,versus a 2017 increase of 1.4%. Montana’sgrowth rate slowed from 1.2% to 0.9%.Rapid population growth is positive formany types of construction if the growth isassociated with increased income. That’sbecause increases in residents adds todemand for both single- and multi-familyhousing, retail and consumer services,schools and other public facilities. Additionally,newcomers’ jobs and spending generate stateand local government revenue that can coverthe costs of additional public projects.These rapid population increases arepartially due to exodus from California, whereout-migration has increased as housing prices,commuting times, and business costs havesteadily risen. As a result, Northwest statesshould continue to experience above-averagepopulation growth rates—if living costs andjob opportunities remain competitive.MOSS ADAMS Northwest Construction Industry Salary ReportEmployment TrendsFor several years, national constructionemployment has risen more rapidly thanoverall employment—and even more so inthe Northwest. But gains have slowed ascontractors face increasing competition forworkers.Hiring ShortagesStates across the Northwest haveexperienced worker shortages in 2018 and2019. Idaho had the most extreme downturnin construction employment, from a 9.7%increase between August 2017 and August2018 to a 0.8% decline a year later. Montanawent from a 5.1% gain to a 2.1% loss ofconstruction jobs. In Oregon, constructionemployment rose 6.3% in the earlier periodand 4.2% in the last 12 months. In Washington,the gains slowed from 6.8% to 3.6%.In all of these states, the hiring slowdown islikely partially due to contractors’ inabilityto find qualified workers rather than adecrease in demand. In an AGC of Americasurvey released in late August 2019, 96% ofthe 116 respondents who listed Washingtonas their primary state reported that theirfirms expect to hire hourly craft workers inthe next 12 months, including 75% who expectto hire for expansion. However, four out offive firms said they were having trouble fillinghourly craft positions.Similarly, 91% of Oregon respondents saidtheir firms expect to hire, but 87% reportedhaving difficulty. In Idaho, 86% expected tohire craft workers, but 83% were havingdifficulty doing so. There were too fewresponses from Montana-based contractorsto report them separately.Introduction02

Economic GrowthAs in past years, economic growth in theregion has generally exceeded that of thenation, and construction has contributed to,and benefited from, that growth.From the first quarter of 2018 to the firstquarter of 2019, gross domestic product(GDP)—the sum of all goods and servicesproduced in the country—increased by 5.1%in the United States. Three of the statescovered in this report exceeded the nationalrate: Washington, 6.9% growth Oregon, 5.4% growth Idaho, 5.9% growthThe 4.1% GDP growth rate in Montana didn’tmatch the national rate, but was still strongenough to generate plenty of demand forconstruction.Industry GrowthIn each of these states—and in the UnitedStates as a whole—construction grew morerapidly than the overall economy. Nationally,construction’s value increased by 7.2% fromthe first quarter of 2018 to the first quarterof 2019. The comparable industry growthpercentages for Northwest states were asfollows: Washington, 8.4% Oregon, 8.5% Idaho, 6.5% Montana, 7.3%Looking ForwardSurvey data shows that construction-industrygrowth is still increasing more rapidly thanthe overall economy in Northwest states andmore rapidly than US economic growth as awhole.
