2.27.1.1.1A communications means between the car anda location staffed by authorized personnel who can takeappropriate action shall be provided.2.27.1.1.3The communications means within the car shall complywith the following requirements:ASME2019 Updatesa) In jurisdictions enforcing NBCC, Appendix E ofASME A17.l/CSA B44, or in jurisdictions notenforcing NBCC, ICC/ ANSI A117.1, ADAAG (ADAAccessibility Guideline) or ADA/ABAAG(Architectural Barriers Act Accessibility Guidelines).b) A push button to actuate the two-waycommunications means shall be provided in oradjacent to a car operating panel. The push buttonshall be visible and permanently identified with the"PHONE" symbol (see 2.26.12.1). The identificationshall be on or adjacent to the phone pushbutton. 2.27.1.1.4Where the elevator rise is 18 m (60 ft) or more,a two-way voice communications means withinthe building accessible to emergency personnelshall be provided and comply with thefollowing requirements:ASME2019 Updatesb) The communications, once established, shallbe disconnected only when emergencypersonnel outside the car terminates the callor a timed termination occurs. A timedtermination by the communications means inthe elevator, with the ability to extend thecall by emergency personnel, is permitted ifvoice notification is sent by thecommunications means to emergencypersonnel a minimum of 3 min aftercommunication has been established. ASME2019 Updatesc) Once the communications have beenestablished, a message shall be displayed onthe same panel as the phone push button,that is activated by emergency personnel toindicate that help is on-site. The messageshall be permitted to be extinguished wherenecessary to display a new message [see2.27.1.1.4(e)] or when the communicationsare terminated.Why is this important?Currently, many elevators only have a light toindicate that help is on the way. Phone Line Sharing – The Right WayElevator PhoneBest PracticeProper line sharing requires a consolidation unitallowing multiple emergency phones to share asingle phone line and while operatingsimultaneously. This solves the issue of blockedcalls.Questions to ask when using a consolidator: Will it work with other elevator equipmentsuch as modems used in remote monitoringelevator performance? Does it have the ability to seize a “nonemergency” phone line for temporary use byemergency phones? Can a secondary line be connected as backup should the primary line fail? Does the consolidator have a battery backup?

This test is easier with two testers. If only one, lockout one elevator. You do not need to take theelevators out of service during the test.Elevator PhoneLine SharingTestActivate two elevators phones at approximately thesame time.Each phone must be able to carry on a two-wayconversation with emergency operator. If only one call goes through, no calls gothrough. One call connects but is disconnected when thesecond phone is activated. Phones will not dial out. Calls are completed but parties cannot heareach other.Phones DO NOT comply with ASME A17.1. Test FAILED.

Elevator PhoneLine SharingTestAsk operator to identify your location and cabnumber. ASME requires independent locationidentification from all connected phoneswithout asking the caller. If operator is unable to provide identification,test is FAILED.Call back into the elevators. If rise is 60 feet, ASME requires thatemergency personnel be able to call directlyback into the elevators without “intentionaldelay”. Calls cannot be routed through a switchboardor auto-attendant. Ask operator to call back into the elevators. If phones cannot be called back directly, test isFAILED.Test failure exposes building owner to unnecessary liability.

Elevator PhoneLine SharingTestDisconnect dial tone feeding the ADA EmergencyPhone. The device will detect that the phone line isnow inoperative. Depending on the manufacturer there may be adelay to minimize temporary interruptions bythe local phone company.Currently, ASME A17.1/A17.3 allows the audibleindicator to be silenced but the visual indicatormust remain lit until dial tone is restored.Reconnecting phone line should restore the deviceafter a few seconds to its normal state with noaudible or visual output.Test failure exposes building owner to unnecessary liability.

Elevator PhoneLine SharingTestPhone Line TestingAutomatic phone testing can identify dead phonelines through failure to receive programmedautomatic test calls. This provides an opportunity torepair the line before the phone is needed in anelevator entrapment.
