They havelost 1 employee through attrition,leaving 4 to be excessed. They arecurrently going through bidrealignment which may reduce theirOT and work hours and possiblytheir impact. PTFs hours need tobe reduced significantly formanagement to be able to excessany employee.Sarasota - Original impact of 7clerks. They have lost 3 throughattrition, leaving 4 to be excessed.The have a couple of residualswithin the installation. If anyLakeland - Finished on 4/11/09. Sam Wood went toTampa last week to attend a meetingon excessing. Tampa excessed 54people and did it wrong. St. Peteexcessed 10 then got anotherexcessing letter for 40. Manasotagot another letter for 41 clerks.Lakeland excessed 10 or 11 clerksand just got a letter for another 40.Punta Gorda got a letter for 5 clerksto be excessed but there probablywon’t be any due to PTF overtime.Naples started off with 9 clerks tobe excessed; now it is down to 2.There are over 2 grievances filed outof Naples due to supervisors andinjured letter carriers doing clerkwork so we hope to get theexcessing number down to 0.There are three offices that have bidsthat need filling, Labelle, Lehigh andEstero, possibly by excessing.At the prior meeting in Tampa, theP&DC was the 3rd on the list forexcessing. This time we weren’teven mentioned in the top five.To preserve our jobs, we need to filegrievances every time mailhandlersspread mail by zones because that isconsidered distribution work.Mailhandlers are also not supposedSecretary-Treasurer’s Report:Joyce Kelly made a motion toaccept the secretary-treasurer’sreport as printed in last month’sEagle’s Eye. Felicia Gluhareff readthe treasurer’s report. I was alsovery impressed with the amount ofVOE surveys we received. Contraryto Dorinda’s speech, the union ISNOT on board with filling out theVOE survey. Management hasALWAYS turned those around andused them against us. Even thoughmanagement tries intimidation tactics,you ARE NOT required to fill themout. Give them to your unionsteward and we will send you acheck for 5 or better yet, donateyour 5 to COPA.Report / Selection ofCommittees:NoneReport of ConventionDelegates:NoneReport of Trustees:NoneCommunications:Sam Wood read through thismonth’s correspondence. Excessing andredoing bids all over Florida.Tom Hervey from AFLAC came inand spoke about a cancer and anaccident insurance policy that isoffered to the members.Theresa from Costco came in andtalked about a special deal for unionmembers. You can get 2membership cards, one for yourselfand one for someone in yourhousehold for 50 a year. The dealthey are making for us is that we geta 10 gift card back when we signup. There is also an offer that if yousign up a friend, you and your friendboth get a 10 gift card. Sherequests that you call the store andask for her before you come in tosign up. Sam has the phone numberto reach her.Grievances are being filed on level 7jobs being abolished.The union feels that the use ofclickers at the station to countpackages is a good idea and mayhelp to save our jobs.If you are a window clerk andforced to rate a fellow clerk, givethem 100%, why not?Dawn Hofer would like to submit aresolution to national in the name ofour local for the upcoming contractnegotiations. Her idea is that if youwork overtime you are given thechoice of overtime pay or annual.Just like we do when we workholidays. Sam asked if anyone hasideas, let him know and he will helpwrite a resolution to be presented tothe membership to be voted on.Labor / Management:Management wants to meet with theunion about bid abolishments.RI-399 meeting on Wednesday.Good and Welfare:The winner of the COPA 50/50drawing was Joe Fracek who won 56. Themotion passed.In a recent comparison ofthe cost for the VMF mechanics todo transmission or enginereplacements, the contractorproved cheaper for enginereplacement and the VMF barelyproved cheaper for transmissionreplacement for both the LLV andthe FFV. Why, you ask? Howcould this happen when our laborrate is lower than the contractor?These are the facts. Sometechnicians are claiming more timeon the jobs than what isauthorized.Management allows thispractice to continue because itgoes with their agenda. Prove thatthe technicians are more expensiveand contract as much work as theywant with the blessing of an honestevaluation. Some technicians feelthey have a secure paycheck forthe rest of their life. I do not.What I have learnedthrough 22 years in the military isthat congress makes the laws andthey come back and change them.So what you think you have today,you may not have tomorrow. Isuggest that all workers look insidethemselves and ask if they aredoing everything they could tosecure everyone’s jobs, not justtheir own.Adjournment:Joyce Kelly moved to adjourn at11:12 a.m.James M. Apparently,management had told them thatthe union was turning around onthe issue.Let me make it perfectlyclear that the union’s position hasnot changed. We voted at thenational and local level toboycott the employee surveys.Don’t let management tell youdifferently.If management tells you thatthe union has changed theirposition, ask them to show youthis in writing. Of course they willnot have anything in writingbecause we have not changedour position.The local still pays a 5.00bounty for the surveys. You havethe option of donating the 5.00to COPA in your name, orhaving it sent directly to you. Ifyou decide to donate to COPA,your name will be added to theweb page under members whohave donated to COPA.We are approaching theslow season. With that,management seems to take moredisciplinary actions. Watch yourattendance closely asmanagement will be. I cannotstress enough how important it isto check your 3971s prior tosigning them. If you requestedFMLA, make sure that it isannotated on the 3971.If you find an error on your3971, you have 2 options. Thefirst option is to insist thatmanagement correct it. Thesecond option is that you createyour own 3971. You are notrequired to sign the slip theygenerated. You have every rightto create your own.If you call in sick for morethan one day, make sure your3971 reflects this. The only daythat would be unscheduledwould be the first day. Theremaining days should bemarked scheduled. Ifmanagement refuses to correctthem, don’t sign the 3971. Askto see your steward.I hope all of you have hadthe opportunity to check out ourweb site. Write astatement.For those of you who workin the stations, this is animportant issue for you as well.Don’t let other craft employeesperform our duties. Don’t letmanagement perform our duties.Write a statement and the unionwill take care of the rest.We need to know whatwork they were performing andthe amount of time theyperformed the task. This is notlimited to the clerk craft.Maintenance as well as motorvehicle are affected.Management should not beperforming craft work. Protectour work. It is up to every oneof us to protect our work andour jobs. Please do your part.Document the incident andreport it to the union so we canfile the necessary grievances.The job you save may be yourown.During these uncertaintimes, it is more important thanever that we stand together. Weare in for some changes that aregoing to affect all of us. Don’tbelieve everything managementtells you. Sam did an excellent jobwith the website. He spent dayslearning how to create it and wasvery successful in the end.The website was up andrunning April 25, 2009. The firstmonth it had 17,069 hits. We arehalfway through the month ofMay, and May has had 27,882hits. The website has had a totalof 44,951 hits as of May 17th.Not too bad for a new site.If you haven’t visited thiswebsite, I encourage you to doso. The web address iswww.swfloridaapwu.org. On thiswebsite, you can see who yourstewards are in your station orbranch, find out your benefits as aunion member, print out FMLAforms, learn how to file an EEO,get information on the APWUhealth plan, read up on the latestpostal news and much, muchmore.It you have any questionsabout your job, this is the firstplace you should look. I can’tthink of a question that can’t beanswered with the information onthis site. It is user friendly and haslinks to everything you need. Youcan find links to the CBA,handbooks and manuals and theJCIM.Most clerks do not haveaccess to this information. Withthis website, it is at the tip of yourfingers. If you click on the link forthe CBA, it sends you to thenational APWU website. Click onthe CBA and you can findanswers to any contractual issuesyou might have.It is so easy to use. Forinstance, if you have a question onovertime, hold the control key andthe “f” key. It brings up a searchbox. In the box type in“overtime.” It will stop at theword “overtime” every time itappears in the document. Thiswebsite allows everyone tobecome knowledgeable on issuesin our contract.Many of our unionmembers are being threatenedwith the National ReassessmentProcess (NRP) and excessing.On the front page of the website,both of these issues have links togive you more information. Thereare 3 separate links for the NRPprogram.The information providedon these links is very useful foranyone who is affected by NRP.Excessing is the topic ofconversation in all post officesnationwide. Everyone wonders ifexcessing will affect their facilityand how it will affect them asindividuals if it does. Theexcessing link on the front pagewill offer answers to the top 29questions involving excessing.I use this website on adaily basis. It is nice to have thecontracts available at anytime. If Iget an email or a phone call withcontract questions, I can easilyfind the answers at home. Visitthis website.
