Annual Report for 2015/16 Financial YearVote 13: Department of KZN Social DevelopmentProvince of KwaZulu-Natal3.FOREWORD BY THE MINISTER/MECThe Department of Social Development in KwaZuluNatal began its operations for the financial year,2015/2016 fully aware of its obligation to addressissues of poverty, unemployement and equality.During the year under review the Departmentremained resolute in providing comprehensiveservices for the vulnerable groups – Children, OlderPersons, Persons with disabilities, Youth and Womenand those infected and affected with HIV and AIDS.The Department has, in particular, ensured that therights for children are promoted and cohesive familiesare built. This we have done throught establishmentof provincial intersectoral forums comprising ofDepartments and the NPO sector. The Departmenthas reached more than twenty thousand familiesthrough our family preservation and parentingprogrammes, we have alos piloted fatherhoodprogrammes in Ethekwini Metro, UThungulu andAmajuba Districts.For the children the Department has conductedawareness campaigns focusing on child abuse,neglect and exploitation. We commemorated theChild Protection Week and reviewed the Protocol forthe Management of Child Abuse Neglect andExploitation. We have ensured that Foster Careremains our priority by reviewing the Provinicial Foster Care Strategy and trained our staff on theelectronic Foster Care Monitoirng Sytems to improve the management of our foster care cases. TheDepartment has also ensured that our children are catered sufficiently under the Early ChildhoodDevelopment Programmes. In doing so we have continued Massification of the ECDs, in partnershipwith NPOs such as Ifa Labantwana and Abahambi. We have also began the implementation of theintergrated plan for children living and working of the streets.In 2015/2016 financial year, the Department continued the implementation and expansion of therestorative services, which includes Victim Empowerment, Crime Prevention and Prevention ofSubstance Abuse. We implemented the Victim Empowerment Programme by establishing GenderBased Violence Programme and piloted the White Door Centres of Hope. The Department has alsocontinued its management of secure care centres for children in conflict with the law. We have alsomanaged to increase the Substance Abuse Services in collaboration with the NPO Sector.During the year under review, the Department has strengthened the functioning of Youth DevelopmentAcademies such as Esicabazini and Vuma Youth Development Centres. The Department hassuccessfully partnered with NPOs in addressing the issues of Poverty and the Technical VocationalEducation and Training Colleges.The Department wishes to acknowledge and appreciate the role played by our non-profit organisationin rendering services to the people of KwaZulu-Natal. Annual Report for 2015/16 Financial YearVote 13: Department of KZN Social DevelopmentProvince of KwaZulu-Natal4.REPORT OF THE ACCOUNTING OFFICEROverview of the operations of the department:The Department derives its core mandate fromSection 27 (1) (c ) of the Constitution of the Republicof South Africa that provides for the right of access toappropriate social assistance to those who areunable to support themselves and their dependants.In addition, Section 28 (1) of the Constitution sets outthe rights of children with regard to appropriate care(basic nutrition, shelter, health care services andsocial services) and detention. Schedule 4 of theConstitution further identifies welfare services andpopulation development as functional areas ofconcurrent National and Provincial Legislativecompetence. In carrying out the core functions, theDepartment is governed by various acts and policies.The basic tenets of the Constitution, as embodied inChapter 2, contain the Bill of Rights, whichemphasizes equality, human dignity, freedom andsecurity of the person, health care, food, water andsocial security and the rights of the childServices to older personsIn 2015/16, capacity building sessions were conducted for social workers in the Zululand District and the eThekwiniMetro focusing on community based care, monitoring and evaluation. Social workers working in the NGO sectorwere capacitated on the Older Persons Act and elderly abuse management. The international Day Against ElderlyAbuse was commemorated in the Umkhanyakude District in June 2015. In rendering services to older personsthe department continued to work with various stakeholders including the NGO sector.The department has continued to fund 311 community based care and support service centres. The officialhandover of the Kwa-Swayimane Day Care Centre in uMshwathi Municipality was done in July 2015. The openingof this facility was an initiative to ensure that the expansion of community based care and support services isrealised. During the year under review and in preparation for the implementation of the Victim EmpowermentProgramme Older Persons Electronic Register (VEPOPAR), the department has trained all the Social Workers inthis regard.Services to persons with disabilitiesDuring the year under review, the International Albinism Awareness Day was held in Mandeni Municipality to ensurethe inclusion of people with albinism into mainstream society. Furthermore, capacity building was undertaken withdepartmental officials and NGOs in dealing with disabilities, as well as training on policy implementation. Parentsand care-givers of children with disabilities were also subjected to training. The Memorandum of Understanding(MOU) with regards to the proposed partnership between the department and uShaka Marine World is work inprogress.HIV and AIDS programmeDuring 2015/16, social behaviour change programmes were implemented in Ugu, Uthukela, Zululand andUmkhanyakude districts to decrease risky sexual behaviour amongst the youth. Partnerships with the Office of thePremier on the Global Fund prevention programmes for young women (10 – 24 years) were established. Capacitydevelopment for departmental and NGO officials was provided through the Government Capacity Building andSupport programme (GCBS). This capacity building included community care-givers who were trained in theIntegrated Community Care Givers Foundation course.In partnership with the German Development Bank, six community care centres (CCC) are under construction torender a package of services to orphans and vulnerable children and youth. The German Bank site hand-over ofCCCs and the introduction of contractors was attended during May 2015.The Isibindi Model (a community based programme that trains unemployed community members on youth careand vulnerable families) was implemented in 113 sites across the Province.Page 10 of 354

Training was conducted on theFoster Care Electronic Monitoring (FCEM) system. The department further initiated the development the FCEMsystem to improve management of foster care cases.Early childhood development (ECD) and partial careDuring the year, the department strengthened its activities in the monitoring of the Integrated ECD Action Plan withthe inclusion of the Department of Cooperative Governance and Traditional Affairs (COGTA) as an importantstakeholder. Furthermore, the department developed a framework for ECD Infrastructure Support and establishedfurther partnerships with Assupol and Ilifa Labantwana. The latter partnership is intended to massify ECD centresin Ugu, Umzinyathi, Umkhanyakude and Zululand districts.Child and youth care centres (CYCCs)During 2015/16, the depart
