While this year has been full of challenges and let downs, thereis a lot of positives we can be thankful for. Whether you are a coach or athletic director, you have impactedstudents more than you will ever know on how you persevered and navigated this year. The attached bulletincontains the guidelines, policies, by-laws, and changes that are critical for you, your student-athletes, and yourprogram. This resource is a tool that is meant to be used throughout the regular season and post season. Thisportion of the bulletin is only sport specific to spirit, for general information for all coaches regarding; eligibility,transfers, Sunday contact, etc., please refer to the CHSAA Bylaws.I look forward to serving as your spirit commissioner for the remainder of the 2020-21 season. The State SpiritChampionships will be held at Broadmoor World Arena March 25 & 26 25-27. The format and schedule areTBD. INTRODUCTIONThe CHSAA Constitution and Bylaws are the official rules of the association. This bulletin provides theregulations for spirit operations, but never supersedes the regulations found in the Constitution and Bylaws northe NFHS Rulebook.The By-laws should be read prior to the season and reviewed with your athletic director. You will receive yourNFHS Rulebook, Constitution and Bylaws, as well as other pertinent information in your school boxes and schoolmailings. All bulletins will be posted online in three sections. The GENERAL GUIDELINES, SPORT SPECIFIC, ANDSPORTS MEDICINE HANDBOOK. Please read all sections in their entirety. If any questions should arise orinterpretations are necessary, please contact Jenn Roberts-Uhlig, Assistant Commissioner at CHSAA.There have been several changes regarding the Spirit State Championship. More details will be provided whenthey become available. Masks must be worn the entire time. The only time masks may be removed are for their performance. Only disposablemasks will be allowed as they will be discarded after removal prior to performance. Coaches are responsible for providingreplacement masks when their athletes exit the competition floor. The expectation is that coaches and judges wear amask the entire time. More information will be provided as the state venue is finalized.ooInversions, twisting transitions that release, and tosses are still not permitted with a mask as of 1/7/21The state office continues to work with the NFHS and we will provide any updates as they become available There will be no finals showcase for the 2020-2021 state competition and finals will happen intermittently throughoutthe competition. Signs MAY be passed and megaphones may be used only by cheerleaders as a prop. Megaphones cannot be used toyell due to COVID restrictions. Signs must be sanitized prior to use and at the conclusion of their performance. REMINDER – You are placed in your respective classification based on your school’s enrollment numbers per thebasketball classification breakdown. Only two coach passes and wristbands will be provided at this time, barring any changes in restrictions. No extrapasses or wristbands will be available for purchase.000 scholarship will recognize the coach and be awarded to theprogram.Time schedule – TBD Schools will only be able to be represented once in the overarching cheer and dance disciplines. NO Technical judge in the warm-up area prior to state performance. Judging panels – 4 judges. All scores will be averaged. Teams will be pre-loaded on the mat or floor vs running onto the mat The cheer warm-up area will have 3 stations (tumble strips, stunt strip, full floor). Each team will have 4 minutes ateach station. The dance warm-up area will have 2 warm-up stations and will be given 4 minutes to warm-up perstation. THIS IS SUBJECT TO CHANGE BASED ON VENUE. Teams should prepare to enter as close to report time. Gathering and/or congregating will not be permitted. Flow of the competition will be TBD until venue is secured. MP3 players, iPods and iPhone (on airplane mode) only for music. No CD’s. Head coaches will be given a 15-minute window of opportunity to file a formal appeal if they choose to dispute anytechnical penalties regarding NFHS rules ONLY. This opportunity will take place after the technical sheets aredistributed, approximately 30 minutes after your performance, but no guarantees. No appeals will be accepted formusic violations. Teams making it to finals will be given their preliminary score sheets directly after the announcement of the finalists.The head coach will be emailed score sheets, so it is imperative you leave the head coaches email at check in. Due toCOVID hard copies will not be handed out. Final score sheets for all teams will be emailed to the head coach. You may contact Jenn the following Monday todiscuss any concerns.

CDPHE VARIANCE REQUIREMENTS: CHEER & DANCE*For all COVID-19 Requirements & Mandates, please click HERE*STUDENTS, COACHES & VOLUNTEERS SHOULD NOT GO TO PRACTICE/PARTICIPATE IF: Those who are exhibiting any symptoms of the coronavirus. According to the CDC, people with COVID-19 havehad a wide range of symptoms reported—ranging from mild symptoms to severe illness. These symptoms mayappear 2-14 days after exposure to the virus: fever, cough, shortness of breath or difficulty breathing, chills,repeated shaking with chills, muscle pain, headache, sore throat, new loss of taste or smell.Have been in contact with someone with COVID-19 in the last 14 days.WHEN PRACTICING/PREPARING FOR GAMES/COMPETITIONProtect against infection by: Contact and physical distancing should follow all local health guidelines.Limit contact between groups at entrances and exits by staggering arrival/departuresWash your hands with soap and water (for 20 seconds or longer) or use a hand sanitizer if soap and water arenot readily available prior to practice.Participants should clean and wipe down their equipment.Participants should not share any equipment such as pom pons, water bottles, make-up, hair etc.Mats and other common areas should be cleaned and disinfected.Bring a full water bottle to avoid touching a tap or water fountain handle.Face coverings/mask should be snug-fitting and not impede vision or move.Face covering/mask should be soft and pliable with no exposed metal and should provide adequate ventilationand protection from the spread of droplets.If you need to sneeze or cough, do so into a tissue or upper sleeve. Dispose of the tissue in a trash can. Use handsanitizer when soap and water is unavailable.Have participants arrive as close to the start time of practice and leave immediately after practice concludes.Avoid congregating before, during, and after practiceAvoid touching common areas such as doors, benches, handrails, etc., when possible.Avoid touching your face – especially nose and eyes.Do not share food and drinks.Masks will be required for all spirit participants throughout practices and games, per CDPHE.o Inversions, twisting transitions that release, and tosses are still not permitted with a mask as of 1/7/21.It is recommended that all indoor spaces with poor ventilation (i.e., locker rooms, weight rooms) be avoided.Improving ventilation has been shown to reduce spread in indoor environments; Administrative/Coach practicesshould be adopted to promote airflow (i.e., open windows, doors, etc.) when available.Ensuring proper ventilation including reduction of capacity limits will help to reduce the concentration ofairborne contaminants including viruses.Workers, spectators and all other personnel on site are required to wear a mask at all timesAll practices shall occur with no more than approved roster limits in the gym; 3 coaches and one athletic trainer.Modify activities to limit/reduce potential violations of social distancing requirements. Work within pods orsmall groups to limit the contact between participants. Pods of no more than 5-7 players are stronglyencouraged to limit exposure. (ex. Stunt group)AFTER PRACTICE/GAMES/COMPETITION Wash your hands thoroughly (avoid locker rooms/bathrooms all at once) or use a hand sanitizer until you areable to wash your hands.Do not use the locker room, bathroom or changing area. Shower at home.All competitors should leave the facility immediately after practice.All common areas and equipment should be cleaned and disinfected.

HOSTING A COMPETITION All National Federation and CHSAA rules will be followedJudges and workers will be required to wear a mask at all timesCompetitors will be required to wear a mask, unless performingIf spectators are allowed, they would be required to wear a mask at all timesDuring competition, social distancing should be easily monitored and spacing should always be maintainedbetween teams from different schoolsPerformance times should be scheduled to allow more time for competitors to leave performance areaAdequate spacing should be in place between competitors and judgesA contactless process for the overall operation of the evento Check-in and scoring should be of specific focus for contactless measuresRegular sanitizing of common areasEntrance and exits made available to eliminate risk of exposure or contact with those from outside schoolgroupsCDPHE approved sideline spirit variances in the fall that carry over to season B, C & D. The variance prohibited contact,stunt/kick lines etc. Therefore, the variances we used for sideline spirit in the fall will be in place for all sideline in seasonB. We are excited that these skills were approved for you to do in your competition routine’s including league and state.SIDELINE REQUIRMENTSGame Day/Sideline (indoor/outdoor) During the game, distancing can be easily monitored and spacing should always be maintained between allindividuals. Students must be 6 feet apart. Separate entrances should be usedSideline/Halftime for Cheer No Stunting or building No Megaphones should be used No sharing of equipment including, signs, poms, flags etc. Performances should be choreography routines that allow social distancing. No coming on to court for time outsSideline/Halftime for Dance Performances should be choreography routines that allow social distancing. No connected kick lines No sharing of props (Poms) No partner work or lifts No tight formations that do not honor the social distancing rule. No coming on to court for time outsCapacity Limits Capacity limits shall be determined by local county health department and your district(unless a statewide mandate is made) and subject to the restrictions each of thosejurisdictions have placed on public events. Spirit and band teams will fall under capacity limits and therefore these groups need to workwith your athletic director and local county health department to receive approval to be onthe sidelines at basketball, wrestling, ice hockey etc.

Roster Limitations – Practices/Games Current roster limits have been approved based on traditional numbers, If approved through the local county health department and your district to be present atgames/competitions of other sports, there should be no more than 8-10 athletes on the floorat one time, therefore a rotation plan for spirit athletes will be necessary. When notparticipating on the floor – spirit participants may cheer in the stands following socialdistancing guidelines and mask mandates etc. There should be no more than 8-10 athleteson the floor at one time.Away Games Spirit teams traveling to away games must have approval from other school and local countyhealth department. They must meet all local and state mandates including social distancing,masks, and local level requirements including capacity limitations.Until We Get to January 18 During the moratorium (out-of-season), a team may participate voluntarily in informalpractices in which a CHSAA registered coach and/or volunteer is in attendance. Recentdecisions by the state may allow your teams to have more time in the facilities. Again, youneed to work with your local county health department for approval. Schools should already have their teams set – a reminder your sideline is your competitionteam. During Season B, no scrimmages or foundation games are allowed. (For basketball, wrestlingetc.)Schools not participating in spirit this year should notify the CHSAA Office immediately.Important NotePlease note that if your team is in quarantined during the championship, your team willneed to pull themselves from the championship. This also applies for any leaguecompetitions.Participation is a privilege, not a rightWe need to protect opportunities for all students/programs with the many uncertainties. A failureto uphold all safety requirements for the season may result in the removal of an individual or teamfrom season participation.
