Ang Pagtuturo ng Matematika Gamit ang Wikang FilipinoAng bagong General Education Curriculum(CHED, 2014a)4/27Pag-alis ng Filipino at mga guro sa Filipino sa bagong GEC(CHED, 2014a)[.] [T]wo main points were raised about the new GeneralEducation Curriculum (GEC): its alleged failure tointellectualize the Filipino language; and its supposeddisplacement of Filipino faculty.CHED Memorandum Order No. 20, s. 2013 [.] specificallyprovides that the entire curriculum or parts of it may be taughtin Filipino or English, in keeping with Art. XIV, Sec. 7 of theConstitution, which states: “For purposes of communicationand instruction, the official languages of the Philippines areFilipino and, until otherwise provided by law, English.” For thispurpose, the course descriptions approved by the CHED arewritten in both languages.

Ang Pagtuturo ng Matematika Gamit ang Wikang FilipinoAng bagong General Education Curriculum(CHED, 2014a)The CHED, moreover, has approved public consultations onthe new recommendation of the GE Technical Panel that atleast nine (9) units of GE courses must be taught in Filipino,with the choice of courses left to colleges and universities.After the consultations are completed, the Technical Panel willpresent the findings to the Commission, for final action.With regard to the displacement of Filipino faculty, the newcurriculum has been reduced from 63 units (for humanities andsocial science majors) or 51 units (for science, engineering andmath majors) to 36 units for all students. The 27/15 unitsremoved were not all in Filipino. They also include courses inEnglish, Literature, Math, Natural Sciences, Humanities andSocial Sciences. The new GEC, moreover, offers entirelydifferent courses from the old one.5/27

Ang Pagtuturo ng Matematika Gamit ang Wikang FilipinoAng bagong General Education Curriculum(CHED, 2014b)Pahayag ng CHED sa Filipino at ang Revised GEC(CHED, 2014b)The crafting of the revised GEC started in 2012 and tookalmost a year of public consultations and public hearingsbefore the CHED Commission En Banc (CEB) finallyapproved it in March 2013.A year later, however, college teachers of Filipino coursesprotested the exclusion of Filipino, raising largerphilosophical questions of language and its role in thehigher education curriculum vis-à-vis the goals of therevised GEC. The protest coincided with public discussionof real concerns with the potentially adverse impact of Kto 12 on the employment of teaching and non-teachingpersonnel.7/27

Ang Pagtuturo ng Matematika Gamit ang Wikang FilipinoAng bagong General Education Curriculum(CHED, 2014b)In response to the petitions and position papers ofteachers of Filipino, the CEB referred the matter to theTechnical Panel on General Education (TPGE) for carefulreview and recommendation.[.]The TPGE carefully considered and discussed at lengthall the positions taken by various individuals and groups,presented their recommendation to the CEB in October2014 and submitted their report on 17 November 2014.8/27

Ang Pagtuturo ng Matematika Gamit ang Wikang FilipinoAng bagong General Education Curriculum(CHED, 2014b)At its most basic, CHED believes in the fundamental roleplayed by language in education, as manifested in thereforms it has staunchly supported through K to 12, butalso of the role of education in the development oflanguage—i.e., the “intellectualization” of a language, inthis case Filipino, through its use in academic discourse.To be properly cultivated, Filipino cannot merely betaught as a subject, but must be used in oral and writtenforms, across academic domains. For this reason, theCommission urges the GE faculty as well as thoseteaching major courses—since the GEC constitutes only15% of the units taken by the typical college student—tocontribute to the intellectualization of our nationallanguage by using it.9/27

Ang Pagtuturo ng Matematika Gamit ang Wikang FilipinoAng bagong General Education Curriculum(CHED, 2014b)But while the use of Filipino across academic domains isdesirable, the Commission nevertheless recognizes thatthe process necessitates a broader effort encompassingdifferent domains and can only be taken gradually,considering the array of socio-cultural, economic andfinancial constraints related to a shift to the language asmedium of instruction. These include: the availability ofexperts with strong mastery in both the Filipino languageand specific domains, the wide use of English in academeand industry, and the possible impact of such move onour students’ access to global knowledge andconversations.10/27

Ang Pagtuturo ng Matematika Gamit ang Wikang FilipinoAng bagong General Education Curriculum(CHED, 2014b)To balance the constitutional provisions on developingthe national language vis-à-vis the academic freedomgranted by the Philippine Constitution to institutions ofhigher learning, the Commission proposes a two-prongedapproach that will ensure the availability of coursedescriptions and syllabi in Filipino, and more importantly,of instructional materials and of faculty capacity in theteaching of core GE courses in the Filipino language,while at the same time, provide higher educationinstitutions the freedom to respond freely to the needs oftheir students.11/27

Ang Pagtuturo ng Matematika Gamit ang Wikang FilipinoAng bagong General Education Curriculum(CHED, 2014b)Without changing the provisions of CMO 20, theCommission shall support such aims by providingincentives to HEIs that opt to use Filipino in the GEcourses or offer several sections of a given course inFilipino and other Philippine languages. It shall alsobegin discussions with the Komisyon ng Wikang Filipino(KWF) towards a partnership in developing a long-termplan that integrates said effort with the wider highereducation reform agenda. This includes, but is notlimited to, the provision of support and financialincentives for the development of materials inFilipino. [Ang mga diin ay akin.]12/27

Ang Pagtuturo ng Matematika Gamit ang Wikang FilipinoAng bagong General Education Curriculum(CHED, 2014b)Finally, the Commission recognizes that the current issue onintellectualization of the Filipino language is closely linked withthe very valid concern of Filipino professors regarding possibledisplacement, a fear equally shared by many faculty membersin other disciplines, and by the Commission itself, in light ofthe upcoming K to 12 transition.Apart from the support and incentives to be provided for thedevelopment of the Filipino language, the Commission assuresstakeholders concerned that a K to 12 Transition Plan forHigher Education Institutions is currently being prepared bythe Commission, in close coordination with DepEd, TESDA,DOLE and PRC, to mitigate its possible negative impacts,foremost on faculty, while also leveraging this period oftransition to upgrade the quality of higher education.13/27
