UNCLASSIFIEDSerialization and UIT - Backup 1AR 710-3(5) All units/installations/geographical areas at both the national and tactical levels not accounting for CCI, RASTS, or SA/LWs on the property book unit supply enhanced (PBUSE), GlobalCombat Support System-Army (GCSS–Army) or the Logistics Modernization Program (LMP) will appoints a SA/LW serialization officer, a radioactive “source” serialization officer, and a CCIserialization officer for each installation file. PBUSE/GCSS–Army and LMP all interfaces directly with the LOGSA Army serial number tracker (ARSNT) which automatically reports to andupdates unique item tracking (UIT). Serialization officers can be the same person. A copy of the appointment orders will be sent to LOGSA.2–1. Program overviewa. UIT is a DOD program to maintain visibility of selected items uniquely identified by serial number. The Army accomplishes UIT through two subprograms: Web UIT (WEBUIT) and ARSNT.b. WEBUIT is a transactional database and will be used by all units not converted to PBUSE/GCSS–Army and LMP. Those units converted to PBUSE must also input transactions into the DODRASTS UIT for licensed radioactive material due to the accountability requirement of the licensee. ARSNT will receive direct feeds from PBUSE, GCSS–Army, and LMP. Unique sensitive itemsreported are SA/LW, RASTS, and CCI as designated by the NSA. To ensure appropriate visibility, WEBUIT requires transactional reporting to the UIT Central Registry from all elements inpossession of report-able items.c. ARSNT provides visibility of serial numbers within PBUSE, GCSS–Army, and LMP. There are no transactions generated. LOGSA executes the UIT Central Registry mission for both UITprograms. WEBUIT additionally requires an annual reconciliation of all reportable items. There is no requirement to reconcile items in ARSNT, because data is con-stantly being updatedfrom PBUSE, GCSS–Army, and LMP which will update UIT.d. Note that security risk Category I (nonnuclear missile and rocket serial number registration and reporting) are no longer reported to the UIT Central Registry and are not covered in thischapter. Functional requirements of the serialization officerAll reporting activities will keep an automated or manual active file of serial numbers of reportable items on hand in all supported accountable property records down to the propertybook/stock record account level. The UIT reporting is keyed to the DODAAC/unit identification code (UIC) of the activity accountable for the reportable item. Evacuation of a report-ableasset through maintenance channels for repair and return within the Army that does not entail a property book/ownership change will not require UIT reporting. However, the shipmentof a reportable asset to another service or contractor for maintenance purposes will be reported to the UIT Central Registry. This requirement will be included in any maintenance supportagreement. The serialization officer at each reporting activity will—a. Establish and maintain files as prescribed in paragraph 2–3b for all supported accountable property records. This includes satellite activities on the installation for support.b. Report receipts and shipments (gains or losses) into or out of the reporting activity responsible to the UIT Central Registry. The serialization officer will use the online WEBUIT openshipment report to follow-up on an inbound shipment not reported or received.c. Report changes to SA/LW, Category I, RASTS, and CCI status to the UIT Central Registry within 10 calendar days of the supply transaction.d. Resolve errors or rejects. WEBUIT rejects can be accessed and corrected online.e. Inform the UIT Central Registry of additions and deletions of DODAACs that are supported by the reporting activity.f. Resolve and correct all reconciliation discrepancies.2–8. Reconciliation proceduresa. An annual 100 percent reconciliation will be conducted between the UIT Central Registry and each of the reporting activities not converted to PBUSE/GCSS–Army/LMP. Property documents and records maintained for stock record accounts need not show the manufacturer’s serial numbers unless specifically required by Army policy. Serial numbers, forproperty in use, will be shown on property books and property book supporting documents under AR 710–2.2–15. Stock record account serial number a. The DODAAC is the SRA serial number. Logistics Support Activity assigns DODAACs (see AR 725–50). b. The commander appointing anaccountable officer will request the assignment of a DODAAC through channels when— (1) A new account is established. (2) A DODAAC has not been assigned to the present account. (3)A present DODAAC needs revision. c. The DODAAC represents the SRA; they do not represent the officer who maintains the account. d. A unique DODAAC will be assigned to accountsestablished to maintain records of Government property provided to contractors according to the DFARS. e. Requests to establish or cancel SRA serial numbers for Army libraries will besent through command channels to HQDA.
