S&C Manual PME Pad-Mounted GearOutdoor Distribution (14.4 kV and 25 kV)SpecificationConditions of SaleSTANDARD: The seller’s standard conditions of sale setforth in Price Sheet 150 apply, except as modified under the“Warranty Qualifications” section on page 3.SPECIAL TO THIS PRODUCT:NOTE: S&C Manual PME Pad-Mounted Gear accommodatesseparable insulated connectors and accessories. This gearmust be operated by qualified persons who are thoroughlytrained in, and who understand any hazards that may beinvolved with, the operation of separable insulated connectorsand related accessories.INCLUSIONS: S&C Manual PME Pad-Mounted Gear featureselbow-connected encased components. Manual PME modelsare of freestanding, self-supporting construction—not forbolting directly to transformers—with provisions for cableentrance and exit through the bottom. Enclosures meet therequirements of ANSI C57.12.28 (enclosure integrity).Access to termination compartments is controlled by theS&C Penta-Latch Mechanism, which provides automaticdoor latching and permits padlocking only when the door issecurely latched. The door can be opened only with a pentahead socket wrench or tool.The enclosure roof is undercoated with an insulating “nodrip” compound. A resilient closed-cell gasket on the enclosure bottom flange protects the finish from being scratchedduring installation and isolates it from the alkalinity of aconcrete foundation. Enclosures are protected from corrosionby S&C’s olive green Ultradur Finishing System.Switch terminals are equipped with 600-ampere-ratedbushings, and fuse terminals are equipped with 200-ampererated bushing-wells. Bushing and bushing-well interfaces arein accordance with ANSI/IEEE Standard 386 to accept allstandard separable insulated connectors and inserts. Parkingstands are provided adjacent to each bushing and bushingwell. Grounding provisions suitable for use with separableinsulated connectors and related accessories are locatedin each termination compartment. Full-length steel barriers separate adjoining termination compartments (whereDecember 11, 2017 S&C Electric Company 1990-2017, all rights reservedapplicable). PME models are provided with an instructionmanual holder and storage racks on each fuse terminationcompartment door for spare S&C Fuse Units, Refill Units, orInterrupting Modules.All medium-voltage switch and fuse components are completely encased in an inner grounded steel compartment. Thecomponent compartment floor of 22-gauge galvanized steelsheet excludes foliage and animals. Fiberglass-reinforcedpolyester barriers are provided where required to achievepublished BIL ratings.Roof sections over the cable compartments are hinged toallow easy cable pulling during installation.External handle-operated 600-ampere S&C Mini-Rupter Switches provide three-pole live switching of three-phasesource circuits. A folding switch-operating handle, securedinside the switch-operating-hub pocket, is provided with eachMini-Rupter Switch.These PME models offer a choice of S&C Power Fuses—Types SME-20 and SME-4Z, or S&C Fault Fiter ElectronicPower Fuses. SME-20 Power Fuses use the S&C SMU-20 Fuse Unit, and SME-4Z Power Fuses use the S&C SM-4 Refill Unit. Fault Fiter Electronic Power Fuse Mountings alsoaccommodate a variety of single-barrel current-limiting fuses,as listed in Tables 12 and 13 on pages 13 and 14. Fuses providefault protection of the tap circuits, and loadbreak inserts andseparable insulated connectors supplied by the user permitsingle-pole switching of the taps. These units feature S&CTransFuser Mountings—fuse-handling mechanisms witha mechanical interlock that guards against gaining access tothe fuse before opening the loadbreak separable insulatedconnector at the fuse terminal. The fuse is accessible onlywhen de-energized and isolated—for full-view non-loadbreakdisconnection and removal with a shotgun stick.Individual ground rings are provided for each fusemounting to allow convenient grounding of cable concentricneutrals and elbow accessories. These ground rings are alsoequipped with cable guides to assist in cable training and toprevent cables from interfering with movement of the fuseaccess panel.Specification Bulletin 665-31

Inaddition to the load-dropping ratings shown, Mini-RupterSwitches are capable of interrupting transformer magnetizingcurrents associated with the applicable loads, as well as linecharging and cable-charging currents typical for distributionsystems of these voltage ratings. For applications on systemsrated higher than 7.2 kV and involving load current with highharmonic content (such as rectifier load currents), referto the nearest S&C Sales Office. The three-time duty-cyclefault-closing ratings shown for Mini-Rupter Switches definethe ability to close the switches three times against a threephase fault with asymmetrical current in at least one phaseequal to the rated value, with the switch remaining operableand able to carry and interrupt rated current.A Note on Single-Pole SwitchingIn using separable insulated connectors (elbows) for singlepole switching of three-phase transformers or transformerbanks (or single-phase transformers connected line-to-line)where the maximum system operating voltage exceeds 22kV, circuit connections or parameters may, in some cases,produce overvoltages that exceed the switching capabilityof the elbow. Therefore, follow the elbow manufacturer’srecommendations and the user’s operating and safetyprocedures for switching such transformers from other thanat the transformer location when they are unloaded or lightlyloaded.Recommended Voltage Ratings ofCurrent-Limiting Fuses for Use in S&CPad-Mounted GearIn general, current-limiting fuses should have a maximumvoltage rating equal to, but not greater than, 140% of thesystem line-to-line voltage because, for most applications,the fuses can be exposed to full system line-to-line voltagein clearing faults. Although there may be economic or spacesaving incentives for using current-limiting fuses with voltageratings “appropriate for system line-to-ground voltage” (i.e.,fuses with a voltage rating lower than line-to-line voltagebut greater than or equal to maximum system line-to-groundvoltage), S&C can recommend such use only in any of thefollowing applications: Protection of single-phase transformers serving singlephase loads Protection of three-phase lateral circuits fed by singleconductor shielded cable (provided each transformeron that lateral is individually fused so that the currentlimiting fuse serving the lateral will not be required toclear secondary faults) Protection of single-phase lateral circuits fed by singleconductor shielded cable where the load is line-to-groundconnectedTable 1. S&C Manual PME Pad-Mounted GearAchieving 25-kA Short-Circuit Rating in14.4-kV ModelsAs indicated in Table 3 on pages 4 through 6, specific 14.4-kVmodels have a short-circuit rating of 25,000 amperes, RMS,symmetrical and 620 MVA. They include: PME-4, PME-5, PME-6, PME-9, PME-11, and PME-12,furnished with Fault Fiter mountings, when certain nonS&C-manufactured current-limiting fuses are used, havinga rated maximum interrupting current of at least 25,000amperes, RMS, symmetrical and limiting the instantaneouspeak let-through current to less than 36,000 amperes (Referto Table 13 on page 14.) PME-10In each instance, separable connectors and cablesinstalled in the switch compartments must be rated 25,000amperes, RMS, symmetrical. In addition, the gear cannot be furnished with optional 200-ampere bushing wellsin lieu of 600-ampere bushings at the switch terminals,catalog number suffix “-M4,” or UL listing catalog numbersuffix “-X.”WARRANTY QUALIFICATIONS: The standard warrantycontained in the seller’s standard conditions of sale (as setforth in Price Sheet 150) does not apply to S&C ManualPME Pad-Mounted Gear where fuse units, fuse-unit endfittings, holders, refill units, or switch blades of other thanS&C manufacture are used in conjunction with S&C SMEMountings.
