Section AIntroductionEngineers Australia is the designated assessing authorityfor most engineering occupations.1. Occupational Categories in EngineeringEngineers Australia recognises three occupationalcategories within the engineering practice in Australia: Professional Engineer Engineering Technologist Engineering AssociateFor migration purposes, the additional category ofEngineering Manager is also recognised.The Engineering Associate: Focuses on specific elements of the system Operates within codes and applies establishedpractices and procedures Provides technical support to construction managersand engineering professionals in research, design,manufacture, assembly, construction, operation andmaintenance of machines and equipment, facilities,distribution systems and installations Assists in resource estimation and site inspection Prepares, interprets, inspects and revises drawings,plans, diagrams, designs, maps and chartsProfessional Engineer(Please refer to Appendix page 42 for more information)The required academic qualification is an Australian4 year bachelor degree in engineering at a Universityfollowing 12 years of schooling or equivalent.Engineering ManagerThe Professional Engineer: Focuses on overall systems Pursues engineering opportunities in a holistic way,taking environmental, community & social issues intoaccount Applies systematic approaches to the conduct andmanagement of engineering projects Applies systematic engineering synthesis and designprocessesThe required academic qualification is generally abachelor degree or higher in engineering or in anengineering related field following 12 years of schoolingor equivalent.The Engineering Manager: Formulates engineering strategies, policies and plansand their direction Administrates and reviews engineering operations foran organisation. Consequently, a positiveoutcome will not allow automatic membership withEngineers Australia.(Please refer to Appendix page 33 for more information)(Please refer to Appendix page 47 for more information) Applies established engineering methods to complexengineering problemsEngineering TechnologistThe required academic qualification is an Australian3 year bachelor of technology degree in engineeringfollowing 12 years of schooling or equivalent.The Engineering Technologist: Focuses on interactions within the system Applies established engineering methods, techniques,tools and resources within the technology domain Advances engineering technology(Please refer to Appendix page 37 for more information)Engineering AssociateThe required academic qualification is an Australian2 year Advanced Diploma or Associate Degreein engineering following 12 years of schoolingor equivalent.2. English Language RequirementsAll applicants applying to have their skills assessed byEngineers Australia are required to provide evidence oftheir English language competency through either of thefollowing tests:IELTSApplicants who provide an IELTS test result must havea minimum score of 6.0 in each of the four modulesof speaking, listening, reading and writing. EngineersAustralia accepts both the General and Academicversions of the test.TOEFL iBT From the 1st January 2016, Engineers Australiawill be accepting the TOEFL iBT as an alternativeEnglish language test to address the English languagecompetency element of the Skills Assessment. Applicantswill need a TOEFL iBT result with the following minimalscores for each module:Listening: 12 Reading: 13 Writing: 21 Speaking: 186

Section AApplicants will need to upload their test results as well asenter their reference number.IELTS and TOEFL iBT results must not be morethan 2 years old at the time your application issubmitted.The following applicants may be exempt from therequirement to provide an English language test: Applicants who have completed an Australianundergraduate engineering qualification or a 2 yearMasters degree or PhD program at an Australianuniversity. Documentary evidence of successfulcompletion of the Australian qualification is requiredfor exemption on this basis; Applicants who are native English speakers.A native English speaker is a person who lived and waseducated (primary, secondary and tertiary education)in the country where the official language is English:Australia, New Zealand, the United States of America,the United Kingdom, Ireland and Canada (excludingQuebec). Applicants under the Accord pathway that hold aminimum academic level of a Bachelor degree fromany of the above listed countries may also be eligiblefor exemption.Please note, exemptions are determined on a case bycase basis and Engineers Australia reserves the right torequest an English language test result at any stage ofthe assessment.For further information on English language tests, pleaserefer to the following websites:IELTSTOEFL7

Section A4. Applying OnlineApplicants are required to submit an online application.Please refer to the MSA Online Application User’s Guide toensure applications are submitted correctly. If you areunable to apply online, please contact us.To initiate an online application you must have anindividual EA ID number. Note that your EA ID numberis the same as your CID number or your membershipnumber.If you do not have an EA ID/CID/Membership number,you will need to register for an EA ID number throughmyPortal. If you already have an EA ID/CID/Membershipnumber you will need to register for a password inmyPortal.Log on to Engineers Australia’s myPortal to access theonline services, select Migration Skills Assessment fromthe menu. You will then be able to start, save, resumeand submit your application.An email notification including your EA ID number andapplication number will be sent confirming successfulsubmission of your application. Your application will beplaced in the processing queue upon payment of the fee.If you are using a credit card, the fee will be processedimmediately and a receipt will be sent to you by email. Ifyou are paying an invoice, a receipt will be sent to youonce the payment has been processed.All required documents must be colour scans oforiginal documents and must have a resolution of atleast 300 dpi.Where documents are not in the English language,you must upload colour scans of the documents in theoriginal language as well as English language translations.All translations must be carried out by an authorisedtranslator. Section A5. Using a Migration Agent7. The Assessment ProcessIf you are using an agent, you must provide your agentwith your EA ID/CID/membership number. If you do notyet have a number, your agent will be able to create onefor you. Your agent will then initiate an application onyour behalf.You will be able to check the status of your applicationonline by logging into Engineers Australia’s myPortal.Note that your agent does not need to register fora password on your behalf and you do not need toprovide details of your password to them.6. Assessment fees and paymentsCurrent Assessment fees are available on our website.Note: Extra fees apply for the additional services. Adiscount is applicable when standard assessment andadditional service applications are submitted at the sametime. If an application for additional services is submittedafter the standard assessment application, the full fee ofeach additional service applies.The following methods of payment are acceptable: Credit Card (Visa, MasterCard, American Express) BPAY- You must request an invoice for the BPAYdetails (Biller code and reference number)Alternative methods of payment may be available uponrequest.The assessment fee is not refundable and may be subjectto change without notice.Goods and Service Tax (GST): Applicants who are living in Australia MUST pay 10%GST on the application fee Applicants living overseas, who lodge their applicationfrom overseas, are NOT required to pay the GST Applicants living overseas, who lodge an applicationfor assessment through an agent in Australia(Migration Agent, relative or friend living in Australia)are NOT required to pay the GST.Assessment Turnaround TimeThe turnaround time for processing assessmentscan vary, depending on the numbers of incomingapplications. Refer to the website for regularupdates.Please DO NOT contact Engineers Australia withinthis time frame as this will delay processing time forall applications.Should your assessor require further information, anotification will be sent to you by email informing youthat you have a task to complete in the system. Youwill need to log into Engineers Australia’s myPortalfor details of the request and to submit any additionaldocumentation.Your response to any request from this office mustbe actioned within the specified time frame toavoid cancellation of your application.8. Assessment OutcomeIf the assessment is successful, an assessment outcomeletter suitable for migration purposes will be sent to youby email.The outcome letter can be verified online by entering theapplication details here.Assessment outcome letters that cannot be issuedelectronically will be sent by ordinary post. You may becharged a fee for this service.Please note that from the perspective of EngineersAustralia, the assessment letter has no expiry date.However, we are aware that the Department ofImmigration and Border Protection validity policymay vary from this. As such, if the Department ofImmigration and Border Protection requests an updatedletter, please contact Engineers Australia for instructions.10

Section A9. Appealing the Assessment OutcomeIf you are not satisfied with the assessment outcome youcan proceed with the review process.Option 1: Apply for an Informal Review. This mustbe made within 3 months of the date of the originalassessment outcome letter. To lodge an informal reviewyou must submit the form Application for Informal Reviewof Assessment Outcome and pay the Informal Review fee.You may include a cover letter explaining your reasons forappealing the assessment outcome. No new informationcan be presented. Applicants that are not satisfied withthe outcome may apply for a formal appeal.Option 2: Apply for a Formal Appeal. This must bemade within 6 months of the date of the originalassessment outcome letter. To lodge a formal appeal youmust submit the form Application for Formal Appeal ofAssessment Outcome and pay the Formal Appeal Fee. Theoutcome of the Formal Appeal is FINAL in the reviewprocess. Applications and fees for the review process can befound here. The Informal Review may take 6 weeks and theFormal Appeals may take about 3 months to process. The review and appeal fees can be refunded if theprocess yields the outcome originally sought by theapplicant and no additional document was provided.10. Ethical StandardsInformation you provide to Engineers Australia may beused for data matching with Australian Governmentagencies. Engineers Australia reserves the right to usesoftware applications to screen your submitted workfor matches either to published sources or to othersubmitted applications.Misleading and false information is viewed as a majorbreach of ethical behaviour. We refer applicants to theEngineers Australia Code of Ethics, in particular thedemonstration of integrity, available here.The sanctions regarding misleading applications includenotification to the Department of Immigration and BorderProtection and up to 12 months ban from applying for askills assessment with Engineers Australia.11

Section BAssessment ofAccredited Qualifications

Section BIntroductionAccredited qualifications are Australian and overseasengineering qualifications which are recognised throughformal international agreements.Engineers Australia is a signatory to three internationalagreements — the Washington Accord, the SydneyAccord and the Dublin Accord.The assessment of Australian and Accord accreditedqualifications is primarily based upon undergraduatequalifications. However, some postgraduatequalifications have been accredited as standalonequalifications. If your postgraduate qualification is notindependently accredited and you do not have anaccredited undergraduate qualification, you will needto submit a Competency Demonstration Report (CDR)assessment. The CDR assessment will be based on yourcombined qualifications so both the undergraduate andpostgraduate qualifications must be submitted.The minimum academic requirement for assessmentwith Engineers Australia is an Australian AdvancedDiploma or equivalent.Occupational OutcomeThe occupational outcome of your assessment generallyreflects the title and/or content of your degree. Ifyou have completed a double major, the outcomewill reflect the dominant major. Only one outcome isgiven per assessment. If you have a double major andyou have a preference as to which one is recognised,please upload a cover letter to explain your nomination.Please note that this does not guarantee an outcomein the occupation requested but rather notifies us ofyour preference. If you are seeking assessment in anoccupation that is not the same as the title of yourdegree, you will need to submit a CDR for assessment.Recognition of Prior LearningIf you have received credit/recognition of prior learning(RPL) for prior studies towards your qualification, you willalso need to upload your original academic documentsfrom the tertiary institution where those subjects wereoriginally completed.Accords Accredited QualificationsPlease note:Only qualifications based in a signatory country can berecognised under the Accords.Only qualifications completed in or after the year inwhich the country gained full signatory status to theAccord are accredited.1. Australian QualificationsGraduates of accredited Australian engineeringprograms are eligible for migration skills assessment viathe Australian Engineering Qualifications applicationpathway.Current listings of accredited programs at the level ofProfessional Engineer, Engineering Technologist andEngineering Associate are available here.The year shown after each program is the year inwhich that program was first accredited by EngineersAustralia. Students are deemed to have graduatedfrom an accredited program provided that they havecommenced their studies within the period that full,ongoing accreditation applies. This is denoted by a (F)after the commencement date of an accredited program.Provisional accreditation is denoted by a (P) after thecommencement date and indicates that full accreditationis expected but not guaranteed. Applicants withprovisionally accredited qualifications will be requiredto submit a Competency Demonstration Report forassessment.Engineers Australia has accredited several engineeringprograms delivered by Australian universities offshore.Please refer to our published list of accredited Australianqualifications for information on the accreditation ofoffshore programs. Applicants with accredited Australianqualifications obtained offshore are required to providean IELTS or TOEFL iBT test result (see Section A).2. The Washington AccordOnly qualifications publicly listed as accredited by therelevant signatory will be considered for recognition viathe Washington Accord. The title of your qualificationmust be the same as the title on the published list ofaccredited qualifications for the relevant signatory.Accreditation applies for qualifications completed in orafter the year in which the relevant organisation gainedfull signatory status to the Washington Accord.Please follow this link for relevant dates and signatorydetails. Click on the relevant signatory web link for thepublished list of accredited programs for that country.The minimum academic requirements for an assessmentvia the Washington Accord are qualifications which arebroadly comparable to an Australian 4 year bachelordegree in engineering.14

Section BThe Washington Accord applies only to engineeringdegrees accredited by the representative body ofthe signatory country. (e.g. A Turkish qualificationaccredited by ABET will not fall under the WashingtonAccord as MUDEK is the representative body forTurkey).Applicants with qualifications from the UKPlease pay attention to the Public Notes on theaccredited course list.Some qualifications are listed with a FurtherLearning Requirement for recognition as aProfessional Engineer via the Washington Accord.Where further learning is required and has not beenobtained, the qualification is not accredited via theWashington Accord.For applicants who have not undertaken furtherlearning but have completed an Honours degree,there is a dual Accreditation provision (see rch/acad,under the heading Honours degrees and IEng (dualaccreditation).All Honours degrees accredited from the intake yearof 1999 are eligible for recognition via the SydneyAccord. Applicants with ordinary bachelor degreesand no further learning will be required to submit aCompetency Demonstration Report for assessment.Programs that are ‘accredited for further learningfor CEng’ require an accredited undergraduatequalification to apply via the Washington Accordpathway.broadly comparable to an Australian 3 year Bachelor ofTechnology degree in engineering.The Sydney Accord applies only to engineering degreesaccredited by the representative body of the signatorycountry.4. The Dublin AccordOnly qualifications publicly listed as accredited bythe relevant signatory body will be considered forrecognition via the Dublin Accord. The title of yourqualification must be the same as the title appearingon the published list of accredited qualifications for therelevant signatory body.Accreditation applies for qualifications completed in orafter the year in which the relevant organisation gainedfull signatory status to the Dublin Accord.Please follow this link for relevant dates and signatorydetails. The Sydney AccordOnly qualifications publicly listed as accredited by therelevant signatory will be considered for recognition viathe Sydney Accord. Section CIntroductionThis section provides instructions for compiling aCompetency Demonstration Report (CDR). The CDRassessment is based primarily upon the undergraduatequalification and demonstrated graduate competencies(refer to Appendix).Applicants need to provide documentary evidenceof BOTH: The core technical engineering knowledge supportingthe nominated occupation AND; The demonstrated application of that knowledge inthe nominated occupation.The CDR must be all your own work. All typedcomponents of the CDR must be done using a wordprocessor and you are strongly advised to keep a copy.Your CDR will be assessed against the graduatecompetency standards and the ANZSCO definition ofthe occupational category nominated by you.1. Steps in Preparing a CDRThe flow chart below shows the steps you need to takein preparing your CDR.Personal InformationPrepare your personal documentation: A passportstyle photo, prime ID, name change documents,CV/Resume and English language test resultsComponents of the CDR assessment1. Personal Information1.1 Passport style photo: You are required to provide aclear and current passport-style photograph of yourself.1.2 Prime ID: You will need to provide your currentpassport bio-data page (not the entire passport) andEnglish language translation where applicable. Wherethis is not available a scan of your Birth Certificate and/or National Identify Card may be acceptable in lieu.1.3 Name change documentation: If your current nameis not the same as that on your academic documents,you must provide evidence of your name change. Thismay include a gazette publication, an official letter/certificate issued by registry.1.4 Curriculum Vitae (CV)/ Résumé: A full summaryof your engineering education and work experience isrequired. Your CV must be a complete record of youractivities and must even include any periods of inactivity.The CV is to be a chronological listing of employment,not projects. Your CV should be no more than three A4pages.For each workplace provide: organisation name and location, including contactdetails dates and duration of employment title of position occupied by youApplicationNominate your prefered occupational category your defined role (provide a duty or appointmentstatement where available) and/or a brief description ofyour activitiesEducationPrepare academic certificates, transcripts and anyother relevent academic documentation1.5 English Language Competency: Applicants applyingto have their skills assessed by Engineers Australia arerequired to provide evidence of their English languagecompetency. Please note, an outcome is not guaranteedin the nominated occupation and will be determinedupon assessing.
