ForewordThe Association of State and Provincial Psychology Boards (ASPPB) is pleased to presentthe twenty-third edition of Psychology Licensing Exam Scores by Doctoral Program. Itincludes graduate training programs accredited by the American Psychological Associationor Canadian Psychological Association, or designated by the Association of State andProvincial Psychology Boards and the Council for the National Register of Health ServiceProviders in Psychology (ASPPB/NR Designated). Since 2015, this report has been presentedin a different format from previous editions in that only first time test takers are reportedinstead of all test events. The data includes all candidates who took the exam for the first timeduring the period from February 2015 to March 21, 2017. The start date coincides with thetransition to ASPPB’s new testing vendor and the data for future editions will include expandeddate ranges.The list of Doctoral Programs in Psychology is accompanied by statistical information on theperformance of candidates for licensure by graduate program on the Examination forProfessional Practice in Psychology (EPPP). ASPPB considers a passing point forindependent practice equal to a scaled score of 500. The statistical information forcandidates includes, where the number is five or greater, the number of candidates testingfrom the program, the pass rate, and percent scores by content area. Where the number ofcandidates tested per program is four or fewer, neither number tested nor pass rate isshown. This is done to protect the privacy of candidates who come from programs with lownumbers of graduates. Pass rate information in this report is presented on the basis of thenumber of candidates with a scaled score of 500 or more (e.g., an “ASPPB Pass Score”).Responsibility for actual pass/fail decisions rests with individual licensing jurisdictions.Please note that care should be exercised if comparisons across schools are made. Ifperformance on the EPPP is seen as an outcome measure of those objectives, it should beviewed as only one such measure.The program data presented are based solely on information supplied by candidateswhen they apply to sit for the EPPP. The Purposes of the ExaminationThe EPPP is intended to evaluate the knowledgethat the most recent practice analysis hasdetermined as foundational to the competentpractice of psychology. Most candidates takingthe EPPP have obtained a doctoral degree inpsychology, a year of supervised experience,and appropriate postdoctoral experience.Such candidates are expected to haveacquired a broad basic knowledge ofpsychology, regardless of individualspecialties. This knowledge and the candidate’sability to apply it are assessed through thecandidate’s responses to objective, multiple- ‐choice questions representative of the field atlarge. The average pass rate of doctoral levelcandidates who are taking the test for the firsttime exceeds 80% in the most recent sampleyears.The Examination for Professional Practice inPsychology (EPPP), developed and owned bythe Association of State and Provincial PsychologyBoards (ASPPB), is provided to state andprovincial boards of psychology to assist them intheir evaluation of the qualifications of applicantsfor licensure and certification. This standardizedexamination is administered continuously incomputerized delivery format through thePearson network of computer testing centerswith the support of state and provincialpsychology boards acting collectively throughASPPB.The resources of individual psychologists, ASPPB,and contracted test development professionalsare used in the ongoing development andimprovements to the Examination Program.These combined resources are greater than thoseavailable to any individual board. The EPPP is onlyone part of the evaluation procedure used bystate and provincial boards. In order todetermine candidates’ competence to practicethe profession of psychology, most boardssupplement the EPPP with other requirementsand/or assessment procedures.ASPPB and member boards cannot send copiesof past examinations to applicants.Test ConstructionThe ASPPB Examination Committee (ExC) isresponsible for the construction of the EPPP. ExCmembers are appointed by the Board of Directorsof ASPPB and are chosen for their outstandingcredentials and exceptional Association of State andProvincial Psychology Boardsachievements in their respective specialties.The examination development process isintended to maximize the content validity of42016 Psychology Licensing ExamScores by Doctoral Program

5. A draft examination is constructed onthe basis of a content outline derived from a jobanalysis and role delineation study of theprofession of psychology (see below). At ameeting of the ExC, the preliminary draft isreviewed item by item. Items are reviewed,validated, and/or replaced with bank items inaccordance with the test specifications and theExC’s expert judgment. This draft is made uponly of items with known psychometricproperties.the examination. The ASPPB Item DevelopmentCommittee (IDC) is also appointed by the ASPPBBoard of Directors and charged to oversee theitem writing process. Members of the IDC arechosen for their expertise and credentials in thespecific domains that comprise the content of theEPPP.A brief outline of the item development and testconstruction process follows:6. A final form of the examination is constructedon the basis of the ExC’s review andcomments. The final form of the examination isthen uploaded into the network for delivery atlocal test centers. The finalized form of theexamination is supplemented with 50 items forpre-testing. The purpose of the pre-testing istwo-fold: 1. To gather psychometric data onnewly developed items which ensures that theyare performing within acceptable statisticalparameters before the item is used as a scoreditem on an exam. 2. To collect statisticalinformation used to equate exams which ensuresthat every candidate receives an exam ofequitable difficulty. These pre-test items arerandomly distributed throughout theexamination and are not counted as part of acandidate’s score.1. Individuals with expertise in specific domains ofthe EPPP are selected as item writers. Membersof the IDC train item writers on how to writequestions for the EPPP and on how to use onlinetools for securely submitting questions to beconsidered for the EPPP item bank.2. Item writers develop questions and submitthem for review. A process of validationoccurs between the item writer and asubject- ‐matter expert on the IDC. Itemsare evaluated for style, format, subjectmatter accuracy, relevance to practice,professional level of mastery, contributionto public protection, and freedom frombias.3. Once judged by the IDC subject- matter expertto be of sufficient quality, items then receive anadditional level of editorial and psychometricreview by editorial staff to ensure conformity toestablished psychometric principles and EPPPStyle Guidelines.Members of ExC and the IDC are listed in the“EPPP Exam Information” section of the ASPPBwebsite at http://www.asppb.net.A flowchart of this process can be found inTable 14. Items that are approved by IDC subject- ‐ matterexperts and by editorial staff are then enteredinto the EPPP item bank. Test Content and Administrationcorrect response. There is no additional penalty forincorrect answers. The candidate should choosethe single best answer to each item.The examination covers eight content areas:biological bases of behavior; cognitive-affectivebases of behavior; social and cultural bases ofbehavior; growth and lifespan development;assessment and diagnosis; treatment, intervention,prevention and supervision; research methods andstatistics; and ethical, legal, and professionalissues. The percent of the examination devoted toeach of the topics and specific sub-areas to betested are provided in detail in Table 2(administrations from April 1, 1997 through JulyThe EPPP is administered under standardizedconditions ay Computer Based Test centers. Onlycandidates approved by a state or provincial boardas applicants for licensure are allowed to take theEPPP. EPPP scores are reported as scaled scores,with a range from 200 to 800. ASPPB considers thepassing point for independent practice equal to ascaled score of 500. The statistical information forcandidates includes:31, 2011) and Table 3 (administrations fromAugust 1, 2011 forward). The examination consistsof objective multiple choice questions coveringknowledge essential to the professional practice ofpsychology. Each form of the examination contains225 items, of which 175 are scored and 50 are pretest items. (The pre-test items do not count in acandidate’s final score.)Each item has four possible responses, only one ofwhich is the correct answer. The total number ofcorrect responses determines a candidate’s score.Therefore, it is to the candidate’s advantage toanswer every item even when uncertain of the Association of State andProvincial Psychology Boards Where the number is five or greater, the numberof candidates testing from the program, the passrate, and percent scores by content area. Content Outline of the EPPPFor EPPP Administrations through July 31, 2011the content areas and knowledge required inpractice. In keeping with changes incontemporary practice, special focus wasplaced on newer areas of the profession thathave received empirical support.At the completion of an extensive Practice Analysisstudy in 1995, the test specifications for the EPPPwere revised. These specifications, included hereinin Table 2, were implemented for the first timewith the development and administration of theApril 1997 EPPP. Eight, rather than five, contentdomains were identified as being related to currentpractice. In 2003, a Practice Analysis Update wasconducted to refine the delineation of roles andresponsibilities performed by psychologists andThe EPPP performance of students in the variousdoctoral programs through July 31,2011 has been summarized in Table 4 of thisreport, and is based on the test specificationsshown in Table 2.EPPP Administrations from August 1, 2011 ForwardIn 2010 at the completion of a 24 month longvalidation study entitled An Analysis of ProfessionalPractice with a Focus on the Validation andAssessment of Competencies, the testspecifications for the EPPP were again revised.These specifications, which are included herein asTable 3, were implemented for the first time withthe development and administration of the August2011 EPPP.Data provided in this version of this report isbased on the test specifications in Table 3.In 2015, ASPPB began testing with a newexamination vendor. The information presentedin this report includes only data collected sincethat vendor transition. Each year, additional datawill be added to the report until five years of dataare available. After five years of data arereported, each subsequent report will includeonly the most recent five year window ofcandidate score information.The practice analysis resulted in the identificationand validation of underlying professionalcompetencies; the identification ofAssessment methods to best measure underlyingprofessional competencies; and revised testspecifications for the Examination for ProfessionalPractice in Psychology (EPPP) updating theknowledge base and integrating additionalrelevant competencies. Psychology Licensing Exam Scores by Doctoral Program, February 1, 2015 - February 28, 2017This report includes first time test takers from February 1, 2015 - February 28, 2017NOTE: The table below contains self‐report information on EPPP candidates who were first time test takers between February 1, 2015 and February 28, 2017. Only doctoral programs that are APA/CPAaccredited or have met ASPPB/National Register Joint Designation criteria are listed individually by name in the table. Programs who lost their accreditation/designation status during the previous year will nolonger be available for selection in the online application. All data for individual programs are shown when there are 5 or more graduates who tested from February 1, 2015 to February 28, 2017. When thereare 4 or fewer candidates who tested, neither the exact number nor the passrates are shown. These omissions serve to protect the privacy of individual candidates. The data include first time test taker passrates for candidates who took the exam during that period, not all administrations.
