Annexure-I to Notification No.F (Adop-B.Ed/LL.B Statutes) Acad/KU/16 Dated:- 20-04-20161.STATUTES & SCHEME FOR THE TWO YEAR B.ED PROGRAMME(2015 onwards)(As per NCTE Guidelines)SHORT TITLE AND COMMENCEMENTi)These Statutes shall be called B. Ed degree statute.ii)These statutes shall come into force from the date of their notification bythe University.2.DEFINITIONSApart of other general definitions used by the Act, Statutes and Regulations,following definitions are used:a) Credit: A credit means one hour of teaching work or two hours of practicalwork/tutorial per week for 16 weeks in a semester;b) Grade letter/Points: It indicates the performance/actual marks secured by astudents in a paper/course and designated by grade letters/points;c) Credit Points: Credit points are obtained by multiplying credits in a coursewith grade points i.e. Credit points Credits x Grade Points;d) Semester Grade Points Average (SGPA): SGPA indicates the performance of acandidate in a given semester.e) Cumulative Grade Point Average (CGPA): It is obtained by dividing the totalnumber of credit points obtained in all the semesters by the totalnumber of credit in all the semester. The final result is declared in the formof CGPA.f)Course: Every course offered will have three components associated withthe teaching-learning process of the course, namely – (i) Lectures “L” (ii)Tutorials “T” and Practicals “P”;“L”: stands for Lecture sessions;“T”: stands for Tutorial sessions consisting of participatory discussion/ selfstudy/ desk work/ brief seminar presentation by students and such othernovel methods;“P”: stands for Practice sessions and it consists of hands-on experience/laboratory experiments, fields studies/ case studies that equip students toacquire the much required skill component;g) “Internship” means a part of activity which include Teaching of Practice, etc.h) “Reflective Journal” is a compendium of all evidences of the activitiesperformed by the trainee during the B.Ed course completion;i) “Experimental School” means a school attached to the College to act as aexperimental school of the teacher trainees;j) “Practicing Schools” are the schools identified by the respective Colleges to actas institutions for purpose of practising by the teacher trainees.3.DURATION AND NATURE OF PROGRAMMEa) Notwithstanding anything contained in any Statutes or Regulations forthe time being in force, but subject to the Act and the general policy ofthe University, these Statutes shall govern the award of the Bachelor ofEducation (B.Ed) Degree;b) The duration of the Programme shall extend over a period of twoacademic years, having four semesters. Thus Programme is designed1

c) variously under theory lectures, methodology lessons, school internshipand reflection journal.d) There shall be an examination at the end of the each semester;4.ADMISSIONSubject to the provisions of the Act, Statutes & Regulations for the time being inforce vis-à-vis procedure and other preferences for selection, reservations forreserved categories and the policy of the University as laid down from time to time,the admission to the Degree shall be open to candidates who:a) as would have passed/obtained Bachelor’s degree in any discipline from thisUniversity or any other recognized University as holds equivalent thereto bythe University. Candidates with BCA/BBA degree & B.Sc Agricultural,B.Tech/B.E of any other degree equivalent thereto are also eligible foradmission to B. Ed degree programme.b) Provided the candidate(s) has/have secured at least 50% at graduationlevel in respect of general category and 45% marks in respect of reservedcategories, except Government deputees;Provided any person in employment or self-employment or engaged in abusiness or profession is not eligible for admission to B.Ed. course in NonGovernment colleges. Such a person may, however, be considered foradmission, provideda. he/she produces a certificate from his/her employer that the employer has noobjection to his/her employee pursuing whole time B.Ed course and that theemployee is on authorised leave for the purpose;b. in the case of self-employed-person or a person engaged in business or aprofession, the person concerned gives an undertaking on the prescribedproforma in writing that he/she will devote his/her whole time for studiesas a student during the period he/she remains on roll of the College for thecourse and shall not engage in any business or profession or vacationduring this period or engage in any other activity which is likely to interferewith his/her studies in the college.5.INTAKE CAPACITYThe intake capacity shall be determined and notified by the University on thebasis of standard inspection conducted by the University keeping in view theNCTE guidelines.Keeping in view the infrastructure available, each college can have a maximum ofthree Sections with an intake capacity of 50 students in each section, excluding thein-service candidates for Govt. College of Education and Directorate of DistanceEducation. For Directorate of Distance Education, intake capacity shall be fixedkeeping in view the each Unit/Study Centres.The Programme shall be run in the institutions mentioned herein as under:a) Govt. College of Education, MA Road, Srinagar;b) Private Colleges not maintained by the University but affiliated to theUniversity;c) Directorate of Distance Education, University of Kashmir;d) PG Department of Education, University of Kashmir.MODE OF ADMISSIONThe admission in each constituent of B.Ed. Programme shall be made on EntranceTest / Merit basis of the qualifying examination, through online Form submissionprocess immediately after declaration of 3rd year UG result of the University ofKashmir and will be completed within one month.6.2

7.8.9.MEDIUM OF INSTRUCTIONEnglish shall be the medium of instruction and examination in all papersexcept in Modern Indian Languages, where the medium of instruction andexamination shall be the language concerned.FEE STRUCTUREAs may be prescribed by the University of Kashmir/Government of J&K for anysegment of the Programme, from time to time.COURSE STRUCTUREa) Programme shall consist of96 credits spread over to four semesters. Thedistribution of the creditsfor each Semester, courses and individualcomponents is given in the Table below:Semester I1.Five Theory Papers of 4 credits each20 credits2.Internship04 credits24 creditsSemes ter II3.Five Theory Papers of 4 credits each20 credits4.Internship04 credits5.Microteaching04 credits28 creditsSemes ter III6.Three Theory papers of 4 credits each12 credits7.Internship02 credits8.Practice of Teaching08 credits22 creditsSemes ter IV9.Three Theory Papers of 4 credits each12 credits10.Internship02 credits11.Practice of Teaching08 credits22 creditsTotal credits96 creditsb) The syllabi and courses of study for individual components shall be asprescribed by Board of Studies and approved by the Academic Council fromtime to time. Same syllabi shall be used for each segment ofB.Ed.Programme.10.ATTENDANCEThe Principal/Head/Director of the Institution shall be competent to cancel theadmission of a student enrolled in B.Ed program in any college/Department/Directorate affiliated with the University of Kashmir, if;The student teacher/trainee/intern remains absent without the permission of thePrincipal/Head/Director for a period of one month continuously ; orii) The student fails to attend at least 75% of the total lectures delivered in thei)each semester after an opportunity has been given to him/her to explain asto why such an action be not taken against him/herAll these actions if taken shall be vetted by the Competent Body of theUniversity.In case if the student teacher/trainee/intern has some shortage than that required forthe eligibility, the Principal/Head/Director may condone shortages3

11.of a student in attendance in a semester for special reasons, to be recorded inwriting, up to 5% of the lectures delivered. Provided that the Vice-Chancellor mayon the recommendations of the Principal/HOD concerned authorize condonation inattendance by 5% more in special circumstances. However, for the internship partto be done by the student, no condonation is effective.A student, whose deficiency in lectures in a course is not condoned by thePrincipal/Head/Director or is not condonable, shall not be eligible to appear inthe semester examination in the B.Ed course.SHORTAGE OF ATTENDANCEProvide that a student who participates in games, cultural and other cocurricular activities, as defined below, with the prior approval of the Head ofInstitution concerned. Such student for the purpose of condoning deficiency inattendances incurred by him/her on account of the participation in the interuniversity /interstate/regional Meet/National Meet, be treated as present on allthe working days during the days of his/her absence on such account for aperiod not exceeding 08 working days in a semester for the theory papers butnot for the internship:1. State representation in International/All India Competitions organised byagencies which are recognised by the Board of Sports and Youth Welfare /any other co-curricular meet.2. Participation in Inter-University Competitions held under the auspices of aUniversity or any other recognised institution as a member of the Universityteam;3. Participation in Inter-Collegiate Competitions organised by the University asa member of the teams of participating institutions;4. Participation in the N.C.C., N.S.S. and National Integration Campusas amember of the recognised institutions;5. Participation in the Coaching Camps/Rehearsals prior to participation as amember of State or University team in the National/All India/InterUniversity Competitions; and6. Participation in the Mountaineering/Hiking/Trekking/Skiing/Rock climbing eStateGovernment/University as a member of the Institution affiliated/recognised12.by the University.Provided further that the Vice-Chancellor on genuine grounds shall becompetent to condone shortage in attendance on such account in such caseswhere the period exceeds the limit.EXAMINATIONSThe Examination is a continuous process and the formative and summativetechniques would be used to complete the process of examinations. Thesemester end or the term end examination would be held in the followingcomponents:a. Theory Papersb. Internship cum teaching practice.Theory examination.The Theory comprises of the Core subjects and the Content cum Methodologypapers irrespective of the weightage of the credits for it. The theory examinationwill be held as per the University Date-sheet at the designated centers andstudents need to write the examination as per rules and regulations of theUniversity. Candidates will require a minimum of 40% marks for passing thetheory examination.4

Internship cum Teaching Practice ExaminationIt is continuous assessment of the student teacher performance in the classroomand outside the classrooms. In the school internship, 4 weeks are to be devoted toschool based related activities and 16 weeks are to be devoted to practice teachingand the other activities of the school like all the routine work of the full teacher.The trainees are expected to work as full time teachers during this period. Theinternship taken up in schools would be fully recorded in the form of ReflectiveJournal (RJ). The Reflective Journal is to be a compendium of all the activities ofthe student teacher which he/she would perform/enact in the classroom in thepracticing school/on a field trip/performing any community service etc.In case of the non sufficient time in completing the internship, the internshipactivities including the teaching practice may be taken up in the Inter semesterbreak. Reflective Journal is to be properly recorded and preserved by thestudent teacher.All the activities performed need to be authenticated by the Principal and the Teacherin-charge of the Group/ individual student. All the activities performed during theInternship program from Semester 1 to Semester IV would be documented in theReflective Journal. The activities which can’t be documented in writing must bephotographed through timed videography (CD/DVD evidence to be appended). On theproper completion and its authentication by the concerned Faculty member, theExternal Examiners cum Observers would undertake the external evaluation of thestudents. All the activities performed under internship need to evaluated and awardedwith marks.13.ELIGIBILITY FOR EXAMINATIONAt the end of every semester, Semester/Term end examination would be held by theUniversity as per the academic calendar schedule. All the candidates who havefulfilled the conditions of attendance, internals as well as internship-cum-TeachingPractice, shall be allowed to take examination. A person, so long as he/she is astudent of the Programme, shall not be eligible to attend any other course ofinstruction or appear in any other examination of the University. The concernedPrincipal/Head/Director of the College/Institution shall issue a certificate withregard of the fulfilment of the conditions laid out for students and completion ofsyllabus.A semester examination for the B.Ed Degree Programme shall be open to thefollowing categories of persons:i)ii)iii)iv)v)A regular student i.e. a person who has undergone a regular course of study inan affiliating college of education or in and the offsite campuses/DDE for the period specified for that course of study by having been onthe rolls of the College/Department/DDE immediately preceding theexamination and has his/her name submitted to the Controller ofExaminations by the Principal/Head/Director where he/she has pursuedthe course for the examination and has fulfilled the conditions to becertified by the principal concerned:he/she has been a person of good conduct;he/she has attended not less than 75% of the lectures deliveredincluding seminars, tutorials etc., in each course offered by him in thatsemester;In the case of internship, he/she has attended not less than 90% of theinternship sessions;He/she has appeared and qualified internal assessment.5

14.15.16.LATE COLLEGE STUDENTCandidates after having undergone a regular course of study and having completedall conditions of eligibility for appearance in a course or courses in a semesterexamination including minimum attendance requirement and having secured 40%marks in sessional work and having either failed to pass the semester examinationin that course(s) or been unable to appear in the examination in that course(s) willbe eligible to appear as a private candidate in an examination by submitting his/her application on the prescribed form along with prescribed fees to reach thecontroller of examination within the dates fixed for this purpose. The said candidatehas to complete the Course with the all components (theory papers as well as theInternship) in maximum of the 6 years of the enrolment in the course.The exact date for the external examination as well as for the external Internshipshall be notified by the Controller of Examinations in consultation with thePrincipal/Head/Director of the College/Department/Directorate. The examinationshall be open to a student who:i. has been on the rolls of an affiliated (permanent /temporary) college forevery semester;ii. has passed the Bachelor’s Degree Examination In any Faculty of thisUniversity as recognized or an examination of any other Universityrecognised as equivalent there to.iii. produces the following certificate signed by the Principal of the College he/she:a. has a good conduct and character;b. of having put in a minimum of 90% attendance for school internship ineach semester;c. having completed school internship as per the norms laid down for thesame;PROMOTIONAdmission in the II, III and IV Semester courses in B.Ed Two year semesterprogram in operation shall be made on the prescribed forms to be filled up byevery student seeking continuation of admission to the next semester.Admission for the II & IV semesters shall be completed by the Principalconcerned within 15 days from the date of termination of the I and III semesterexamination. However, admission in the 4th Semester of B.Ed shall be subject tohaving passed at least 50% of the courses of the Ist and 2nd Semesters takentogether and subject to fulfilment of conditions for appearing in 3 rd SemesterExamination.SCHEME OF EVALUATIONInternal Assessment20 marks are meant for the Internals. The internals includes test/ tests and theTutorial/ seminar/on spot questions etc and shall carry 15 marks andattendance shall be 5 marks.Semester End EvaluationThe evaluation of the student teachers would be done continuously throughout stay inthe college. The theory papers would be evaluated out of 80 marks through externalevaluators as per the guidelines and value points set forth.Internship cum Teaching Practicea. Internship cum teaching Practice at the end of every semester, is to bereflected through Reflective Journal in each semester.6

b. The teaching Practice will take place in two semesters (3rd & 4th) for the twosubjects selected by the student teacher.c. The awarding of 60 teaching Practice component (40 lessons in each subject 20 lessons (10 On spot lessons 8 Observations lessons of the peers 2criticism lessons) is to be done out of 40 marks (internal) out of 100 marksallotted for each subject whereas the 60 Marks are to be awarded by theexternal Examiner.d. The External Examiner appointed by the Controller of Examinations is toaward 60 marks on the basis of :i.ii.iii.iv.Interviewing the student teacher on the basis of the Pedagogy teachingsubject opted by the student.20 MarksEvaluation of the RJ.20 MarksAny Innovation done while teaching for the learning among the students(authenticated in RJ by the respective teacher)10 marksUse of Cost effective /waste material products used as aids/ homemade aids(minimum 20 teaching aids)10 marksCompleted a course of Internship extending over four Semesters to thesatisfaction of the Principal/Head/Director of the College/ Department/Directorate in which the candidate is studying.Evaluation of Internship for Semester I and Internship & Microteaching forSemester II shall be done by the respective College/Institutions by an externalexaminer, from the list of approved examiners of the University.17.PRACTICE OF TEACHINGTeaching practice (a component of School Internship) of not less than 80lessons (40 in first and 40 in the second subject and 20 lessons (10 on spotlesson 8 observations lesson and 2 criticism lesson on each of the chosensubject ) taken up for the pedagogical mastery on the content basis in therecognized elementary/secondary/ higher secondary schools in the 3rd Semesterof the curriculum.I.II.III.IV.On spot lessons are the delivery of lessons which are not to be pre planned by thestudent teachers but are to be delivered as and when asked to be delivered by theconcerned teacher In charge of the Internship. It is to be planned on spot at ashort notice. The On spot Lessons are to be delivered by the trainees after havinga sufficient on hands experience of teaching in the real classroom situations. TheTeacher In charge is to be reasonably satisfied of the performance of the traineebefore inducting the trainee foron spot lesson delivery.The teacher In charge shall document the change reflected in the traineeon the attainment of the pedagogical skill from the time of the initiationinto the classroom to on spot delivery of the lesson.The Teacher In charge is /are to ensure the veracity of the content to bedelivered as well as the optimal performance of the trainee.Likewise in the Fourth Semester, the trainee would deliver teaching practice (Acomponent in the school Internship) 40 lessons for the two subjects each and20 lessons (10 on spot lesson 8 observations 2 criticism lessons) is to bedelivered separately in each of the two subjects selected) in the recognizedel
