Briefing on ISO 45001:2018(focus on key changes)Shibu DaviesGM Certification, TUV Middle East, (Member of TUV NORD Group), 17.03.2018IntroductionFinally, the long awaited occupational health andsafety management system standard fromInternational Organization for Standardization hasbeen issued on March 2018.This will replace the earlier standard on OSHAS18001 which was developed by a group of expertsfrom various HSE bodies, academic institutes andstandard bodies.OHSAS 18001 was considered as the most popularstandard on occupational health and safetymanagement across the industries. This wasimplemented and certified in many organizations asa part of their other management systems (like ISO9001, ISO 14001 etc) or stand alone. Statisticsshows that more than 150,000 organizations havebeen certified for OHSAS 18001 across the world.Organization who are certified for OHSAS 18001have a 3‐year transition period to migrate to ISO45001 from the issue date.All organizations who have already implementedOHSAS 18001, has to adopt this standard and aligntheir existing occupational health and safetymanagement system in line with the newrequirements.ISO 45001:2018 is developed based on the Annex SLframework which is the same framework used forother popular management systems like ISO 9001,ISO 14001 etc.As ISO 45001:2018 is in line with the Annex SL framework, the integration of this standard with otherpopular standards like ISO 9001, ISO 14001 etc willbe very comfortable.Annex SLAnnex SL harmonizes structure, text and terms anddefinitions, while leaving the standards developerswith the flexibility to integrate their specifictechnical topics and requirements.

ChangesThe key changes are: Frame work of ISO 45001:2018 is in line withAnnex SLContext of the organization (clause4)It is very critical for an organization to look itscontext while developing, implementing andmanaging occupational health & safety managementsystem in line with ISO 45001:2018. Context of the organization (clause 4) Leadership and worker participation (clause 5) Risk‐based thinking (clause 6)To understand the context of the organization, it isrequired to review in‐detail the internal and externalissues that are relevant to the organization’soccupational health & safety. Leadership and workerparticipation (clause 5)To impart this, the organization shall: for the consultation and participationLeadership and commitmentIt is very critical for the top management to showtheir leadership to this occupational health & safetymanagement system. This should address allelements relevant to all workers in the organizationand the relevant interested parties.This includes (but not limited to) the below in linewith occupational health & safety: Overall responsibility and accountability Establishment of policy and objectives Resource provision Communication Continual improvement OH&S culture Protection Consultation and worker (all level) participation Full‐fledged support in all relevant aspectsProvide mechanism, training, resources etc Timely access to the occupational health &safety management system Management of obstacles and barriers Emphasis on the consultation and participationof all levels of staff on:oDetermination of needs & expectationsoEstablishment of policy & objectivesoAssignment of roles, responsibilities etcoDetermination of legal & otherrequirementsoRisk managementoDetermination of controlsoDetermination of monitoring &measurement mechanismoThis is a key emphasis as a strong occupationalhealth & safety management system cannot beestablished and maintained without the activeparticipation of the top management.Consultation and participation of workersIt is very critical to have consultation and activeparticipation of all workers from all levels for thesuccess of the occupational health & safetymanagement system.The consultation and active participation should bedone at all levels of development, implementationand maintenance of the occupational health &safety management system.Implementation of internal auditAll these are to ensure the active consultation andparticipation of all levels of workers of theorganization, which will ensure a fruitfulimplementation of occupational health & safetymanagement system.

Risk based thinking (clause 6)RiskLike other popular management systems ISO 9001,ISO 14001 etc the organization must be aligned torisk based approach.“Risk comes from not knowingwhat you are doing”While planning for risk and opportunities theorganization should consider: *** Warren BuffetContext of the organization (both internal andexternal)Communication (clause 7) Needs and expectations of interested parties Scope of the OH&S management systemIt is very important to take care about the entirecommunication mechanism (internal & external) inthe organization in relevant to the occupationalhealth and safety management system.While determining the risk and opportunities theorganization should consider: Hazards Risks Opportunities Legal and other requirementsThis should be done for: Activities / products / services Routine and non‐routine activities / products /servicesThe process will be to identify hazards, related risks,evaluation of risk, evaluation of existing control anddetermination of additional controls.Control should be established for normal andemergency situations.Strong communication mechanism should beestablished considering: What to communicate How to communicate When to communicate Whom to communicate Who will communicate What records to maintainCommunication mechanism shall cover all interestedparties according to their involvement. ISO 45001 (45001) is the new global framework Standard, for organisations to build their work health and safety management systems around.
