Many areas of the new standard are already regulatedin the previous standard. However, there are some fundamental changesthat are summarized below.

“WORKERS” REDEFINEDISO 45001 contains a number ofnew or newly defined terms thathave far-reaching implications for theconformity of occupational health &safety management systems. One ofthe most significant changes is themore specific definition of the term“worker.” Workers are all personswho work for the company - whetherpaid or unpaid, full-time, seasonal,or externally-contracted support.This increases the focus on placingorders with subcontractors and theoutsourcing of services: permanentworkers as well as externalemployees must be integrated intoOHS measures. The newISO 45001 places special emphasis on this context. Thatmeans: Organizations need to understand in a structuredway how they work and identify both internal and externalissues that may impact their occupational health & safetymanagement. Internal topics can be, for example, theorganizational structure, company working conditions orthe introduction of new products and services. Externallyrelevant issues include legal and political frameworkconditions, new technologies, competitors, customersor suppliers.There are more demands on top management. Companymanagement must ensure that OHS is integrated asa key point in the corporate strategy and proactivelycontribute to the development, implementation andcontinuous improvement of the occupational health &safety management system.ISO 45001 requires management to develop andmaintain a health and safety culture that includes theinvolvement and consultation of workers in all phasesof planning and implementation. Involving employeesin decisions is considered a key success factor foroccupational health & safety management systems:The greater workers’ awareness of occupational healthand safety, the better and more efficient preventionmeasures can be put into practice.

In contrast to the OHSASstandard, ISO 45001 requires organizations to identify anddocument the necessary competencies of all workers intheir area of responsibility. The basic question is: Whatdoes an employee have to know or be able to do to assessdangers and risks and to act accordingly? All stakeholders workers as well as visitors or contractors - must be madeaware of possible risks and corresponding rules of conduct.Accordingly, internal and external communication routesand events must be defined.Planning in the context of an occupational health &safety management system is a continuous process. Inorder to achieve the desired goals, to avoid undesirabledevelopments and to improve their processes as a whole,ISO 45001 requires organizations to continuously identifyoccupational safety-related risks as well as opportunitiesand develop corresponding measures. ISO 45001 explicitly demands that work mustbe adapted to the workers. Responsible persons arerequired to proactively identify and evaluate emerging risksand opportunities - for example through new products,processes or legal requirements - and to integrate themin the overall process. In addition to protecting one'sown workers, this also involves outsourced processesand working conditions along the value chain. Whereverpossible and meaningful, organizations must ensure thatcontractors meet the requirements of the occupationalhealth & safety management system to the same levelas themselves - through direct influence or throughappropriate procurement guidelines and contracts. Themethods and scope of control can be defined individually.MONITORING, MEASUREMENTAND PERFORMANCE ASSESSMENTestablish one or more monitoring, measurement andassessment processes. Adequate documented informationmust be kept as proof. Internal audits are carried out atfixed intervals - so that the responsible persons can checkwhether the legal requirements, the requirements of ISO45001 as well as self-set targets are met. To avoid timepressure, the changeover should be planned and carriedout in good time.Companies already certified to BSOHSAS 18001 can benefit from aGAP analysis which may be offeredby the certifier.
