Chapter 530Parking530.03 Design Considerations(1)AccessibilityWherever pedestrian facilities are intended to be a part of a transportation facility,28 CFR Part 35 requires that those pedestrian facilities meet ADA guidelines. Federalregulations require that all new construction, reconstruction, or alteration of existingtransportation facilities be designed and constructed to be accessible and useable bythose with disabilities and that existing facilities be retrofitted to be accessible. Designpedestrian facilities to accommodate all types of pedestrians, including children,adults, the elderly, and persons with mobility, sensory, or cognitive disabilities. Referto Chapter 300 for accessibility requirements. Note that ADA requirements for parkingmay vary by parking use (employee/vendor verses public).(2)SecurityChapter 310 includes a general discussion of the United States Coast Guard(USCG) three-tiered system of Maritime Security (MARSEC) levels, vessel securityrequirements, and additional information pertaining to terminal design. Coordinatewith the WSF Company Security Officer (CSO) regarding design issues pertainingto security. In addition, coordinate with the USCG and Maritime Security for allterminals, the United States Customs and Border Protection (USCBP) for internationalterminals, and the Transportation Security Administration (TSA) for TWIC and SSI.(3)Environmental ConsiderationsRefer to Chapter 320 for general environmental requirements and design guidance.Refer to the project NEPA/SEPA documentation for project-specific environmentalimpacts and mitigation.(4)CivilRefer to Chapter 340 for general civil design criteria pertaining to parking. Chapter 530Parking530.06 Employee ParkingThe number of employee parking spaces provided is a negotiated union contract item.The minimum number of stalls which must be accessible is addressed in Chapter 300.Coordinate with the WSF Operations Liaison at the time of design to determinethe number of employee parking spaces to be used in design. Exhibit 530-4 givesan estimate of employee parking space requirements for the existing terminals perinput from WSF Operations. Additional parking may be provided for visiting agentsas required.To the extent feasible, locate employee parking in close proximity to the associatedwork areas. Chapter 530Parking530.08 Miscellaneous Parking(1)ADA Accessible ParkingRefer to Chapter 300 for requirements.(2)Vendor ParkingProvide parking for vendor staff per lease agreement or as otherwise negotiatedwith the vendor. Locate vendor parking as conveniently as feasible to the vendor’soperation. Accommodate service vehicles for vendor delivery and supply. This areamay be jointly used by service vehicles for other WSF operations.(3)Washington State Patrol ParkingParking spaces for Washington State Patrol (WSP) personnel are related to the numberof work stations provided in the VATS room. Provide between two and four parkingspaces based on terminal VATS requirements. Refer to Chapter 310 for additionalinformation regarding VATS requirements.(4)Covered Secure Bicycle StorageFor projects with a bicycle design element identified in the design matrices (seeChapter 210 for more information), provide a covered, secure bike storage area(typically bicycle storage racks) near the passenger terminal building. Size the bicyclestorage area based on bicycle ridership projections identified in the project-specificparking demand study. Note that WSF does not provide bicycle storage lockers at theirterminal facilities.
