OUR M ISSIONPheasantland Industries is an enterprise fund withinthe South Dakota Department of Corrections thatoffers more than just great products and exceptionalservice. We take pride in our workforce by supportingpathways to instill marketable job skills by providingthe training, development and dedication required increating unique products for our customers.

This report provides a general overviewof Pheasantland Industries as well as summaries of activities and notableproduction numbers for the year. UTakotDathndheHSCPasantlaI N D U ST RI EABOUT USH YearsSouI S O N PRS I N S ODA1890STRIEKO TA130IUND2020SPheasantland Industries can trace itsroots back to 1890, when funds were appropriated toestablish the first permanent correctional industry inSouth Dakota, a knitting shop.At the close of Fiscal Year 2020,our team consisted of 19 full-time employees,an inmate workforce of 219, nine traditionalprison industries, and three private industrypartnerships at the South Dakota StatePenitentiary in Sioux Falls, Mike Durfee StatePrison in Springfield, and the South DakotaWomen’s Prison in Pierre.Even though Pheasantland operates as abusiness within a secure environment, we arecommitted to supporting a diverse workforcewith marketable job skills and a solid workethic learned here that will prove useful forsuccessful reentry into their communities, andto producing high-quality products andservices for our customers.INDUSTRIESToday, Pheasantland Industries oversees thefollowing shops: Braille, Cabinets, CustomCarpentry, Garment and Embroidery, LicensePlates, Metal, Print, Sign and Upholstery.Except for the Garment shop in Springfield andthe embroidery operation in Pierre, all of ourtraditional industries and the main office arebased at the State Penitentiary campus inSioux Falls.Our hours of operation are Mondaythrough Friday, 7:30 am to 3:30 pm.CUSTOMERSBy policy, products and services of Pheasantland Industires are availablefor sale only to government entities, state employees, schools, churches,and other non-profit organizations operating in South Dakota.1 PHEASANTLAND INDUSTRIES

PRIVATE INDUSTRYPrivate Industry EnhancementThere is always a demand for more work opportunities for inmates. Traditional industries alsohave a very limited market in which to sell their goods. These two facts prompted the decisionto explore private sector industry possibilities. In June of 1989, the Department of Correctionsapplied for certification in the Private Sector/Prison Industries Enhancement Program(PS/PIE). This application was forwarded to the United States Bureau of Justice Assistanceafter the South Dakota Legislature passed legislation permitting private sector involvement inprison industries. South Dakota was granted certification in 1990.Federal law requires that inmates working for private industry must be paid prevailing, localmarket wages for the type of work performed. Payroll deductions for inmates working atprivate industry jobs include social security, federal income taxes, incarceration fees, victimcompensation and family support. A percentage of their wage is also retained in an inmateaccount for use upon release or parole.In addition to the State's certification, each privatesector enterprise must be approved by the federalgovernment. Private Industry FY 2020 ActivitiesInmate wages paid in the private sector for FY2020 was 819,101. Forty-nine inmates employedin these industries paid out of their wages 49,146to the South Dakota Crime Victims' CompensationFund, 327,641 for incarceration costs, 49,146 ina family support account, 60,619 in federal taxesand 62,472 in social security.Private sector businesses operating during FY2020included Metalcraft Industries, which has weldingand machine tool operations at the JamesonAnnex and a window component assembly line atthe Penitentiary and Badlands Quilting, whichdoes quilting operations at the Women’s Prison inPierre, SD.Both Metalcraft Industries and Badlands Quiltingare a Prison Industries Enhanced Program so theymust pay their inmate employees wages that arecomparable to local industry.OUTSIDE CONTRACTSIn FY20 Pheasantland Industries contracted with: Metalcraft Industries for the PS/PIE program Hope Haven Ministries for the Wheelchair RestorationProgram (Community Service Program) Badlands Quilting for the PS/PIE programBADLANDS QUILTING ATTHE WOMEN’S PRISONBadlands Quilting wasapproved as a PS/PIEprogram in December2017.
