ALABAMA BOARD OF PHYSICAL THERAPY100 North Union Street, Suite 724Montgomery. Alabama 36130-5040Regular Board MeetingApril 26, 2019Meeting held on the campus of A labama State UniversityI.Call to Order - The meeting was called to order by Chair Wiley Christian at 12:06 PM.Board Members present were; Adams , Christian. Hemm, McGriff, Zecher. Matt Bledsoe,Assistant Attorney General, Sheila Wright, Executive Assistant III , Jeffrey Vinzant,Executive Director. Visitor was William Dennis Campbell. PTA.Chair Christian greeted everyone.quorum.Legal Counsel noted that the meeting did have aMs . Wright provided the devotional.Open Discussion - Executive Director reminded all members that their Statement ofEconomic Interest is due on Tuesday, April 301h. Member Adams inquired into the pendinglegislation of reserve funds being swept from board accounts. During discussion, Vinzantexplained how AARB is actively opposing the legislation. More than likely. it will not besuccessful this session. but it will come up again in the future.II.Minutes - The minutes of the February 2019 meeting were reviewed. Member Adamsrequested a change in the wording in the new business section of the minutes in regard toour response to Samford. After a change was agreed upon. motion to accept the amendedminutes was made by Adams. seconded by Zecher. All members voted to accept amendedminutes.III.ReportsNew Licensees Report -Presented by Sheila Wright. Ms. Wright reviewed new licenseactivity from February 151 to March 3 l5 1 , 2019. There were 59 new licensees. 52 PhysicalTherapists; 32 by exam and 20 by endorsement. There were 7 Physical TherapistAssistants. all by endorsement. We had one Temporary license issued, to a PhysicalTherapist. There were four FCCPT reports; two not substantial ly equivalent to CWT4, andtwo substantially equivalent to CWT5. Inquiry was made as to if we're still tracking testfailures. A recap of this information will be presented at next meeting.Violations Committee Report - The Executive Director presented the recommendationsfor the cases under review by the committee. Case #18-12-24. unprofessiona l conduct isrecommended to be held over due to pending court dates next month. Case # 19-03-11Licensee appeared before the violations committee prior to the meeting. Recommendationof committee is l 00 fine and professional boundaries course. Case # 19-05-04, substance

abuse with emergency suspension of license for 120 days in place. Licensee hassurrendered Iicense. Case # 19-05-12. Falsification of Records . Recommendation of 250fine. Case #19-06-01 Falsification of Records. Recommendation of 250 fine. Case# 1907-12 Unprofessional Conduct, verbal abuse. New case under investigation. Motion toaccept recommendations from committee by Adams, Seconded by Zecher.Adams ,McGriff, and Zecher voted yea, Christian and Hemm abstained.Executive Director Report- Vinzant noted monitoring the legislature with the three billsthat concerned us the most; direct access. collateral consequences , and board reserve funds .As of right now, direct access has failed. collateral consequences bill is still active, and theboard reserve funds bill is still being addressed by AARB.Before the next meeting, administrative staff will be visiting programs before their springgraduation. So far, Calhoun Community College, South University, and SamfordUniversity have been visited. The month of May will be Jefferson State CommunityCollege, University of South Alabama. and Wallace Community College in Dothan.Wallace in Hanceville and Bishop State will be scheduled for summer visits, more thanlikely in July.Communications Committee Report - presented by the Executive Director. Vinzantreviewed the activity since the last meeting. Two blast emails have been sent, one solicitingfor nominations and the other the newsletter. A review of Facebook activity for Februarythrough April 2nd shows a total of 8 posts made. 278 views of the site, 12 ·'likes'' and 3new followers. Spring newsletter was sent out April 15th. Postcards for the seminar weremailed on April 4th McGriffwas added to the committee to replace the vacancy of boardmember representation.Wellness Committee Report-presented by Member McGriff for Dr. Garver (AttachmentA). McGriff reviewed the most recent report with the membership. Ways of promotingmentorship was discussed. Vinzant reminded members it was time to renew the contract.All members voted to proceed with renewal of the contract with Dr. Garver. Adamsmentioned the Administrative Code appears lacking since it does not address the program.Counsel Bledsoe agreed to work on language and placement in the Administrative Code.Financial Report- presented by the Executive Director. Financial activity through March(attachment B).IV.Unfinished BusinessFSBPT meetings & dates-Executive Director mentioned the LIF deadline is near.Christian is the Voting Delegate and Vinzant is the Funded Administrator. LIF meeting isJuly 13th & 14th in Alexandria with the annual meeting in Oklahoma City, October 24th to27th. Zecher requested to be the Alternate Voting Delegate.All members voted inapproval. Vinzant reminded the membership that funds are available for other memberswho want to attend the annual meeting.

V.New BusinessMilitary Jobs Act- the Executive Director pointed out to the members the statute that wassigned into law last year that requires boards to find ways to streamline the licensingprocess for spouses of active military. Discussion focused on ways to eliminate items beingrequired for the application by endorsement process that may have become dated and mayno longer be necessary .
