Welcome to Morning Star Child Care!We are delighted that you have chosen our center to provide for the needs of your child. You and yourfamily are encouraged to visit our center prior to the first day of enrollment to give our teachers, and yourchild, an opportunity to meet and become better acquainted. It will make separating on the first day a bit easier.The Parent Handbook has been written to describe our program, philosophy, policies, and all thepractical details that go into making each day as happy and successful as possible. Please carefully read thishandbook and keep it for future reference. The staff at Morning Star would be glad to address any of yourquestions or concerns. Once again, welcome!Our PhilosophyWe believe That children are precious and must receive care from adults who are capable and caring--whosevalues enable them to be excellent role models.That children should experience numerous positive learning milestones, leading to an increasedsense of competence and independence.That children's play is extremely vital to healthy physical development, acceptable social skills, andcognitive growth.That teachers, drawing upon their training and experience, must create an appropriate educationalenvironment which carefully guides children from one developmental level to another.That parents contribute to, and enhance the quality of care offered at Morning Star Child Care.Morning Star welcomes those of diverse faiths, ethnic origins, and race.While diversity may include different faiths, gender roles, socioeconomic status, and ethnicity it isnot limited to just these areas. We believe that diversity also includes the different physical, cognitive,and social abilities that one possesses. We strive to create a developmentally appropriate classroom environment that not only reflects each child’s unique abilities but also encompasses their home culture andexperiences as well.One of the most important things that we can do to teach our children about diversity is throughrole modeling that all people are treated with kindness and respect. While it is impossible to list all thethings we do to encourage diversity, listed below are some of the ways we incorporate diversity into ourcurriculum at Morning Star Child Care: Our CHILD ENROLLMENT form encourages families to share their home traditions with us.We collaborate with Child Care Network and the State of Michigan to ensure that families can receive tuition assistance and participate in a high-quality, nationally accredited preschool program.We collaborate with Early-On and Good Start to ensure that children with varying abilities havethe best resources available to them to meet their needs.We encourage families and members of our community to visit with us throughout the year, notjust special occasions, about their traditions and customs.Our teachers incorporate props and materials into the different learning environments that reflectdiversity in the above mentioned areas.1

Enrollment and Tuitionmum 3% processing fee (higher depending on typeof credit card company) charged by MSCC for every transaction. Electronic Checking Withdrawalsare a fee free option.Children between the ages 6 weeks and twelveyears are eligible for enrollment at Morning StarChild Care. Children may attend the center for a 10hour block between 7:00 a.m. and 6:00 p.m., Mondaythrough Friday.If paying by check is your standard form of payment, and it is not paid by the 10th of the month,funds will be transferred electronically on the 11th,including a 15 late payment fee, of the month using the electronic withdrawal option, unless arrangements are made with the director ahead oftime.Documents to be completed and returned beforeenrollment are: Child Enrollment Form Tuition Express Electronic Funds TransferForm* Child Information Record (4x6 card) Health Appraisal Policy Contract Non-Prescription Release Infant/Toddler Supplemental InformationForm (if applicable)School-age TuitionThe School-age tuition is computed according tothe first day of enrollment until the last scheduledday for the school year. The total is then divided bynine months, Sept. through May (June is dividedinto the previous months). The “Set Monthly Payment” is due the first day of each month and considered late after the tenth day. Tuition expectedaccording to the child schedule, not according to theactual days attended.A 7% discount is offered to families with more thanone child enrolled. This applies to full-time enrollment only. (School-age full time AM, PM, No schooldays)FeesA registration fee of 85 is due once the director hasassigned a start date. This is a one-time, nonrefundable charge. If a child is withdrawn then reenrolls at a later date, a second enrollment fee will beexpected.Tuition for full or part time child care is based onone of the two following options: Monthly Payment-due the 1st day of eachmonth. Late after the 10th day.Tuition X 50 weeks 12 months Rate dueA 15 fee is charged for late tuition payment on the10th of the month. Special payment arrangements maybe made in advance with the director.Any child who is in our care for more than 10 hoursin one day will be charged an additional 20 fee foreach day.A service fee of 25 will be charged for any returnedchecks. Weekly Payment-due by 6 p.m. child's firstscheduled day. Late after 6 p.m. secondday.Tuition is based on 52 weeks.Two-week notice required for any schedule change.The first schedule or payment change is free. Additional changes will require a 25 Schedule ChangeFee.*Tuition Express Forms must be filled out, and kepton file, at MSCC at enrollment regardless of payment method being used (check or online creditcard). If tuition is not paid by the 10th of the monththen tuition will be processed through the TuitionExpress system, along with a 15 late fee.Tuition is expected for days your child may be absentdue to illness, family emergencies, doctor visits, hospitalizations, vacations, or any other reason. Pleasenote that tuition rates do not change in the event of aweek including a holiday. After extensive research,we have found our policy to be consistent with otherCredit Card Processing Fee: There will be a mini2

schools and child day care centers. Because our costsremain the same throughout the year, we rely on thespecified tuition to be paid each week in order to meetour expenses. Consequently, as much as we mightlike to, we cannot make allowance for any daysmissed in your regular attendance schedule.MyProcareYour child’s records are located at a secure site onMyprocare.com. The best way to access this link isfrom the home page of our website (morningstarchildcare.net). Parents are encouraged to checktheir child’s site frequently to view tuition status. It isthe parent’s responsibility to check MyProcare.com for their current tuition amount. Contactthe office to receive your Welcome Letter. You willlog on to MyProcare.com to receive you confirmationcode and login information. Parents without Internetconnection will receive “hard copies” of tuitionstatements and center communications. Inform theoffice if you need to be placed on our Parent PrintOut List.For other fees see:Drop off and Pick up & Enrollment and TuitionSectionsWe do not trade a scheduled day for another day.Parents may request an added day or extended hoursto a day. We will check our schedule and will let youknow if an opening is available.Parents who are receiving DHS child care assistance must pay the full regular tuition rate until theauthorizing paperwork is delivered to us for DHS billing. Upon our receipt of DHS payment, your accountwill be credited towards the following month. You areresponsible to directly pay us your DHS co-pay eachmonth. Rate may varyaccording to DHS disbursement. If DHS billing lapsesit is your responsibility to pay the full tuition amountuntil DHS notifies us otherwise.CommunicationProper communication between our parents and theteachers and staff of Morning Star is extremely important. Teachers will be sending home informationon a regular basis. Infant and toddler parents will receive daily reports. You are welcome to call to arrange a meeting with your child's teacher--even just tobecome better acquainted! Concerns about any aspectof our program, or your child's care, may be expressedto the center director. Each child is provided with amailbox and/or cubby. Families with two householdswill be provided two mailboxes. Please check thesedaily for notes, newsletters and daily reports.Remember to communicate in writing any changesin your child's schedule. We must be informed, inwriting, regarding any changes in the person picking up your child. You may add or delete names ofauthorized adults allowed to pick-up your child on theChild Information Record.Withdrawal & Dismissal PolicyA two-week notice is required before withdrawinga child from our center. Account must be paid infull before withdrawing—including your child'stuition for that two-week period. Any account pastdue at time of disenrollment will be paid thru ourelectronic withdrawal option.The director at Morning Star reserves the right tocancel the enrollment of a child at his/her discretion,or for the following possible reasons: Non-payment or excessive late payments of tuition and fees. Not observing the rules of the center as outlined inthe parent agreement. Child has special needs that we cannot adequatelymeet with our current staffing patterns. Physical and/or verbal abuse of staff or children byparent or child. Expired or non-immunizations and/or physical.Our main office must be informed of any of thefollowing changes: address and/or phone numbers, or e-mail address parent/guardian employment, health/immunizations up-dates, or; other pertinent information related to your child. In addition, if you are a family that uses English as asecond language we will make an effort to communicate to you in your chosen language if requested.3

Confidentialitythe agreed time, or past closing (6:00 p.m.), will becharged 1 per minute. Families who pick up latemore than 3x, in a one year period, will pay 5 perminute after 6pm. All late fees are expected by 6:00p.m. the following day. This fee applies per family.Payment should be given directly to the staff member.Excessive abuse of late pickup times can result indisenrollment.Each family has the right to confidentiality. MSCCkeeps certain information on file regarding childrenand families that may be considered personal in nature. We maintain this information in confidence anddo not discuss or release it to persons outside ofMSCC unless written permission has been obtainedfrom the parent(s).We discourage leaving your idling vehicle in theparking lot during drop off and pick up times. In cases of extreme cold or heat please make your transitions brief so the vehicle is not left unattended for along period of time. NEVER leave a child in anidling vehicle unattended.Drop-off and Pick-up PoliciesParents are expected to accompany their child intothe center. The teachers are glad to assist you andyour child at your drop-off time. Teachers, howeverwill not assume direct responsibility for your childuntil you are ready to walk out of the building. It isimportant for the teacher to keep a watchful eye on allthe children in his or her care. You are welcome tostay for a short while and assist your child throughthis transition. Simply notify the classroom teacherwhen you are ready to leave and the teacher will assist.Building Security and Access:Our buildings are open for business from 7am to 6pmand can be accessed by using the 3 digit code given toyou at the time of enrollment. Due to security reasonswe ask that this code be used only by immediate family. If someone is picking up your child that doesn’tnormally pick up, but who is listed on your emergency contact information, please have them ring the bellor knock on the door.Only the individuals listed on the Child Information Record, or on a written permission notefrom the parent, will be allowed to leave with achild. The staff is expected to request a pictureI.D. from any unfamiliar person (including grandparents). If there is any concern, the staff ofMorning Star reserves the right to deny a person'srequest to pick-up a child.For your child’s safety please do not allow your childto touch the exit door handles or open the doorsand/or play yard gates. This includes entering in thecode to unlock the door. We work very hard at teaching the children not to touch the exit doors/gates.Your child’s classroom teacher may be available atpick-up time for short questions. For longer discussions or particular concerns please schedule an appointment.Custody OrdersUntil custody has been established by a court action, one parent may not limit the other from pickingup a child in our care. The center must be notifiedimmediately of any changes in custody orders. Certified custody orders must be given to the center director.Parents are expected to assume full responsibilityof their child once they enter the classroom.Your child has waited all day to see you and is excited when you walk in the door. At pick up pleaseput away your cell phone and give your full attentionto your child.HolidaysMorning Star Child Care will be closed on the following holidays: New Year's Day, Memorial Day,Independence Day, Labor Day, Thanksgiving Day,the Friday after Thanksgiving, Christmas Eve Day,Christmas Day and New Year’s Eve Day. If any ofChildren enrolled on a part-time basis are expectedto be picked-up at the agreed upon daily time. Theparent or guardian of a child not picked-up until after4

the above holidays fall on a weekend, the closest Friday or Monday will be selected. Regular tuition isexpected as our teachers are paid for these days.Each child will need a blanket to use at naptime. Azippered pillowcase is also requested for storing theblanket. Your child's name must be clearly written onthe pillowcase and blanket. The pillowcase and blanket are taken home each Friday to be washed and returned the following Monday. A small pillow orsmall stuffed toy is permissible.Sometimes children need to bring special toys ornewfound treasures to use as a "bridge" betweenhome and school. On these occasions we will workwith you and your child to make it a positive sharingexperience. Past experience has shown us that oftentoys from home create problems at school. We encourage you to keep personal belongings and toys athome unless the teacher has scheduled a "show-n'tell" day. Videos brought in to share with the classmust be ‘G’ rated. Morning Star will not be responsible for any lost items.In-service DayIt is important for the staff to have time to preparelessons, gather information from a guest speaker, orattend a conference. To accomplish this we includetwo in-service days per year. At the end ofMarch/beg. of April our teachers attend the MiAEYCconference in Grand Rapids and at the end of Augustwe have a staff training/ in-service day (the Fridaybefore Labor Day). The center will be closed to children. Tuition is expected.Unexpected ClosingsMorning Star will be open on public school designated "snow days"--we may open late if necessary.On a rare occasion our center may be forced to closedue to a situation beyond our control (e.g., ice storm,electrical outage, no water service). Every attemptwill be made to inform parents of an emergency closing. In cases where MSCC is told we must closetemporarily, and it is beyond our control, tuition isstill due. MSCC will make every effort to pro-rate,discount, or credit accounts as necessary.Important there are four things we feel stronglymust remain at home: toy guns, gum, money, andcandy.ClothingBecause of the wide range of activities it is recommended that children be dressed in washable, comfortable clothing. Plastic aprons will be provided bythe center for art and water activities.Tornado and Disaster ProcedureWater activities, sand play, and occasional bathroom accidents necessitate that an extra set of clothing be kept at the center at all times. All extra clothingshould be marked with the child's name and placed ina labeled plastic bag. Clothing should include underwear, socks, pants, and shirt. If wet or dirty clothesare sent home, please return a clean extra set ofclothes the next morning.In the event of a tornado or disaster warning, thechildren located at the “house” will be taken to thebasement. Students from “west” will also be taken tothe “house” basement if time and safety allows. Otherwise, they will shelter in place. Students will remain sheltered until the all-clear signal is sounded.MSCC posts evacuation and Critical ManagementPlans at each door.Licensing requires that children be taken outdoorseach day. The children will play outdoors if the temperature is 20 or warmer. Children should bedressed accordingly: light jacket, cap, rain boots (fordamp days) in fall and spring; heavy winter jacket,mittens, scarf, hat, and snow boots in winter. An extrasweater or sweatshirt at school is recommended forsudden changes in temperature. All clothing, including coats and boots, must be labeled clearly withyour child's name.Child Abuse and NeglectStaff members are required by law to report anysuspected child abuse or neglect.Treasures and Possessions5

Your permission for your child to participate in walking excursions is part of this agreement.You will be notified of all field trips.Diapers & Toilet TrainingParents supply all diapers at Morning Star. Wipeswill be provided by the center unless the parent makesalternate arrangements.Our teachers are experienced in training youngchildren in how to use the bathroom. It is essentialthat the parent and teacher communicate about theneeds of the child and work together to make this developmental milestone positive and successful.We will occasionally take classroom field trips tomuseums, parks, apple orchards, and other community places. Families will be notified prior to any tripsinvolving transportation. A permission slip must besigned and returned--including emergency phonenumbers for that day. Parent volunteers are welcometo assist with field trips (and other special events). Achild may be excluded from participation in a fieldtrip for safety, health, or disciplinary reasons.We recommend that when in training, your child bedressed in "user-friendly" clothing. Overalls, zippers,and snaps are difficult for small children to manage-especially in a hurry! While toilet training, parents areto provide lots of thick training underwear, plasticpants, socks, and outer clothing. We do not allow theuse of “pull-ups” at Morning Star. They seem to only delay the toilet training process plus require extratime to change.Birthday CelebrationsParents are welcome to send in a treat to share withtheir child's classmates on birthdays or special occasions. Some classrooms have strict allergy guidelines.Inform your child's teacher in advance about whatkind of treat you plan on bringing. This is for the safety of all of the children. Ask your child’s teacher forsuggestions. Parents are always welcome at theirchild's birthday celebration.If a birthday is to be celebrated away from schooland the entire class is not invited, please mail the invitations. If the entire class is invited, you may distribute the invitations into the cubbies. Our center willnot distribute mailing lists or phone numbers.Bodies and BoundariesThere is a natural curiosity among children withregards to their bodies. When situations arise wherewe have to speak to children about body parts, we usethe anatomically correct terms. We also teach children that every person has boundaries and that ourbodies are private and should be respected. Parentswill be notified if situations occur in the classroomthat directly affects their child(ren).Photographs and PublicityBottles, Blankets and PacifiersPhotographs of the children in our programs maybe taken from time to time and may appear in newspapers, magazines, brochures, publicity materialsand/or educational trainings. Your permission forphotographs of your child, to be used without compensation, is part of this agreement.You may send extra bottles (infant room), a smallsecurity blanket and/or a pacifier for your child. Staffwill make every effort to keep track of these items butwill not be held responsible if lost. When you areready to wean your child, please communicate withyour child's teacher so a consistent strategy betweenhome and our center may be established.Field TripsYour child’s photo will also be displayed on theirclassroom’s Shutterfly site.Meals, Snacks and Food AllergiesField trips and nature walks are considered an important part of the educational program and will betaken periodically. The center will provide the sameadequate responsible adult supervision for these excursions as is provided children while in attendance atThe center will provide milk for lunch and twosnacks with water for each day. Parents will provideformula or breast milk for children up to the age of 12months. MSCC will provide whole vitamin D milkfor children between the ages of 12 and 24 months.6

1% milk will be provided for children from 25 monthsto 12 years of age. If there are dietary needs, or allergies, it is the parent’s responsibility to notify both thecenter director and the classroom teacher. Parents willneed to supply any special foods required. An AllergyAction Plan and a Medical Action Plan are availablein the main office and must be filled out if a child hasan allergy or medical need.Nonmedical Waiver Form for delayed vaccines. AHealth Appraisal form is required prior to enrollment.This form requests a record of your child's immunizations and date of last physical examination.*Important: It is your responsibility as parentor guardian, to maintain up-to-date immunizationsand physicals for your child (ren). Updates mustbe reported to the center director in writing.The Michigan Department of Health requires the following immunizations:Parents need to send a lunch with their child eachday. Lunches sent from home should be self-servingor easy to serve and clearly labeled. A microwavewill be available. Lunch boxes that have a frozenpack inside are recommended. Check with the director for options.Hot lunch is purchased by the month according to aset weekly schedule. No refunds for missed days unless 24 hour notice is given directly to the office.Parents may bring breakfast for their children provided the arrival time is before 8:30 a.m. Food mustbe simple and self-serving (e.g., yogurt, breakfast bar,dry cereal, fruit). We ask that you set out your child’sbreakfast before leaving. The teachers are not responsible for preparing breakfast but will help with theclean-up process.Healthy ChoicesWhile the occasional donut, chocolate milk, andfruit snacks make for a good treat they do not necessarily make a healthy meal. We ask that parents reserve these items for special occasions. Bringing inthese items on a daily basis for their child does notencourage healthy eating patterns. We are happy toprovide parents with a list of healthy, fun, alternativesupon request.Immunizations and PhysicalsA Health Appraisal record of your child's physicalexam must be submitted and is also a requirement bythe Michigan Department of Health. A medical examiner must sign and date this form. Physical regulations are as follows: Children younger than 2 ½ years must have aphysical within 3 months proceeding enroll-All children who attend childcare programs inMichigan are required by law to be fully vaccinated.Morning Star requires all children enrolled in the program to be immunized. Families must contact theirlocal health department to obtain a signed certified7

ment and repeated yearly. Children 2 ½ years to kindergarten-- a physicalmust be within the previous year (before enrollment) and repeated every 2 years. Kindergarten children and older--parents mustsign the Physical Health/Immunizations Parental Acknowledgement for School-AgePrograms letter, plus submit a copy of thechild's immunization record to the office. Anew letter must be signed yearly.or allergy medication. Crying and irritable for a long time, or not eating ordrinking normally. Anytime a child is not themselves, cannot be soothed by a teacher, requiresone-on-one care, complaining about discomfort,or not interacting with the class is reason to take aWellness Day and spend time in the comfort oftheir own parent(s) arms. Highly contagious condition such as: Head lice: suggested treatments available uponrequest. Child must be nit free to return toschool. Chicken pox and Hand Food Mouth: Childmust be fever free and sores scabbed over. Strep throat: Child must have 24 hours of antibiotics in his/her system. Mumps, pin worm, impetigo, conjunctivitis(pink eye), etc: Follow doctor’s recommendations or WCHD method of treatment. Information from our main office is available uponrequest.Wellness PolicyYou are the best judge of your child's health and wetrust you will not bring a sick child to the center.However, if while in our care your child becomes ill,displays an unknown rash, or acts out-of-characteryour child's teacher will consult the director and youmay be called to come take your child home. Whencalled, you (or an alternate emergency person) are expected to come within the hour. This is to protect thehealth of your child and his/her classmates. Your cooperation is greatly appreciated.The following criteria will be considered in determining if your child must go home: Unknown rash will need to be seen by a physicianand the child can return to school by the writtenrecommendation made by the doctor. A doctornote is required. Fever of 100.5 or higher. For a mild fever, muscleaches, toothache, or headache Tylenol (suppliedfrom home) may be administered. *See Medicinebelow. The child must be fever-free for 24 hourswithout the aid of Tylenol, or other fever reducingmedications. Diarrhea (more than two loose, watery stools), orvomiting. Consideration will be taken if yourchild is allergic to certain food/drink products oron medication. The child may return when bowelmovements are normal, and no other symptoms ofillness are present. The child may return 24 hoursafter the last time he/she vomited, and no othersymptoms of illness are present. Persistent cough or runny nose for an extended period of time (cough suppressants and/or allergymedications are not recommended unless prescribed by a doctor). Child may return 24 hourscough free without the aid of cough suppressant,If your child is too ill to play outside with his orher class, or participate in regular classroom activities, then your child is too ill to attend the center.*If questions arise to the appropriateness of achild's return to the center, the final decision willbe that of the Center Director or Assistant Director.MedicineNon-prescriptive medication (Tylenol, nose drops,etc.) as well as prescription medication will only beadministered after a parent signs, and dates a formentitled, Medication Permission. The parent mustprovide all medications.Prescription medication must be in the originalcontainer and labeled with the child's name. Aparent or guardian must administer the first dosage under their supervision; never the center staff.We will not administer cold medications to anychild.8

Staff cannot administer medication (prescription orover the counter) without the proper dosage for thatchild listed on the container. If the container reads,“Consult/see Doctor” then a note from the doctor withthe child’s weight, and the dosage recommended,must be provided.If an issue should arise between a family and a staffmember, or between two families, we encourage theconcerned party speak directly to the staff member, orfamily, prior to coming to the directors. If the problem remains unresolved, or the parent wants to makesure the administration is aware, our door is alwaysopen. Administration will act as a moderator in situations that require more attention or are reoccurring.We will make every effort to remain fair, with ourmain priority being the safety and quality of care, ofthe children at Morning Star.Medication will be stored per the manufacturer’s recommendations.
