REGISTRATION REQUIREMENTSCHECKLISTOPERATING PROCEDURES ASSESSMENTTHE COMPANY MUST OPERATE ROBUST MANAGEMENT SYSTEMS AND PROCESSES. THE COMPANY WILL BEASSESSED AGAINST THE RELEVANT REQUIREMENTS OF PAS 2030. YOUR COMPANY MUST:Have an individual responsible for the company’s certificationand all activities relating to PAS 2030 (usually a businessowner or director)Have a health and safety policy that identifies risks associatedwith the installation of energy efficiency measuresHave a process for identifying and resolving product andprocess non-conformitiesMaintain records of activities relating to PAS 2030Operate a complaints process that manages issues relating tothe PAS 2030Have a process for ensuring and recording all equipment iscalibrated and maintainedEnsure all product storage and transportation is conductedsafely and in accordance to manufacturer’s instructionsHave a process for assigning work to the appropriate staffand supervising their work (including subcontractors)Demonstrate management of subcontractors if applicableEnsure work is inspected and verified by the appropriatecompetent personHave a process that details the work specific tasks whichshould be undertaken for each installationHave a process for managing any changes in specificationthat will change the installation processHave a process for declaring that installations meet therequirements of PAS 2030Ensure work is undertaken by competent persons and incompliance with the Building Regulations relevant to thecountry(ies) in which the company operatesEnsure and record all employees and subcontractorscompetence and trainingON-SITE ASSESSMENTTHE COMPANY NEEDS TO DEMONSTRATE IT CAN INSTALL ENERGY EFFICIENCY MEASURES. THIS IS ESTABLISHEDTHROUGH AN ON-SITE ASSESSMENT. THE ON-SITE ASSESSMENT SHOULD:Be within reasonable driving distance from the office ofthe company (30 minutes drive)Be accompanied by the operative that was responsible for theinstallation workHave been pre-arranged with the customer to ensure accessand permissionView one example of each measure; it is preferable if morethan one measure is located at the same siteHave a risk assessment to ensure the safety of all personnel6

STEP BY STEPGUIDE TO REGISTRATIONSTEP 1: APPLICATIONThere are a number of different ways to apply to registerwith NICEIC:Call our team on 0333 015 6626. We will take all of yourdetails and initial application fee over the phone and getyour application startedApply online at niceic.comComplete an application form and return to our salesteam along with a cheque to cover the initialapplication feeWhen we receive your application we undertake somebackground checks to verify the information provided.We will then schedule an assessment date as soon as possible.The length of assessment is dependent on the size andgeographical spread of your work as well as the number andtype of measures applied for.STEP 2: THE ASSESSMENTThis consists of two parts.Office assessmentTo assess the management system used by the company iscompliant to the requirements of PAS 2030.On-site assessmentTo assess an installation for each type of measure applied for.STEP 3: OUTCOME OF ASSESSMENTAt the end of your assessment, the assessor will make one ofthe following recommendations:Recommended – Your company will be recommended forregistration if your management system and installation workare compliant.Recommended on submission of evidence – Your companydid not fulfill all the assessment requirements, howeveridentified issues are minor and can be addressed through thesubmission of evidence.Not Recommended – Your company did not comply withthe requirements of the scheme on either the office oron-site assessment. The results of your assessment will thenbe reviewed by a different assessor who will grant certificationif you have been successful.ALREADY AN APPROVED MCS INSTALLER?Approved Installers on the Microgeneration CertificationScheme (MCS) have already shown that they have metmany of the quality system and competency requirementsof the PAS 2030 scheme and can therefore streamlineentry into PAS 2030 using the MCS 023 route.To find out how you can use this route to becomea PAS 2030 Installer please see page 10 formore information.7

WHAT IS THEGREEN DEAL?THE GREEN DEAL WAS INTRODUCED BY THE DEPARTMENT OF ENERGY AND CLIMATE CHANGE TO HELPCONSUMERS AND COMPANIES REDUCE THEIR ENERGY CONSUMPTION THROUGH THE INSTALLATION OFENERGY EFFICIENCY MEASURES ON EXISTING BUILDINGS.A Green Deal plan allows for the installation of energy efficiency measures without any upfront cost. Instead the costs arecollected through the energy bill, and are paid for by the energy savings that are generated from their use. How the GreenDeal works can be broken down into 5 simple steps. Please see the flow chart below to understand the processes involved inundertaking a Green Deal Plan.PROPERTY ASSESSMENTThe Energy Assessor undertakes an assessment of the property to identify its potential for energy efficiencyimprovement through the installation of measures.MEASURE RECOMMENDATIONSThe report provided by the Energy Assessor recommends which energy efficiency measures would be mostsuitable and identifies if grants are available under schemes such as the Energy Company Obligation (ECO).LOW INTEREST LOANSThe customer receives an attractive finance solution for the installation of energy efficiency measures bycontacting the Green Deal finance company.INSTALLATIONA PAS 2030 Installer will install the energy efficiency measures. The measures span from insulation and boilerreplacement to microgeneration and efficient lighting.ENERGY SAVINGSEnergy savings will start as soon as a measure is installed. The measures will help to protect consumers fromfuture energy bill rises, especially those in fuel poverty.8

THE OPPORTUNITIESIN PAS 2030?THERE ARE TWO KEY FUNCTIONS WHICH CREATEOPPORTUNITIES TO ENABLE YOUR BUSINESS TOOPERATE IN PAS 2030.PAS 2030 INSTALLER UNDER GREEN DEAL FINANCEThe PAS 2030 Installer is the installation company at theforefront of delivering the energy efficiency measures.It is likely the Green Deal Installer already installs some ofthe measures available under the Green Deal and thereforelittle or no additional training will be required to meet thecompetency criteria as an Installer.The Green Deal Installer will be certified against thePAS 2030 standard, which also enables your customers toaccess ECO funding.ACCESS TO ECOOur PAS 2030 Installer certification demonstrates complianceagainst the standard PAS 2030 and enables you to takeadvantage of the business opportunities thatPAS 2030 presents.In addition to this, certification also enables you to accessfunding for your customers under the Energy CompaniesObligation (ECO) such as Affordable Warmth and CERO.WHAT IS ECO?ECO is a requirement placed on the energy companies toimprove the energy efficiency of the UK and reducefuel poverty. Funding is available to vulnerable householdsin priority areas and can be used for insulation andheating upgrades.EACH HOME COUNTSAlso known as Bonfield review, the Review proposes a Qualityand Standards Framework for home energy efficiency andrenewable energy measures which includes:Creation of a Quality Mark against which all thoseengaged in design and installation of measures will beassessed and certified against;Establishing a Consumer Charter to ensure consumersreceive excellent customer service, and access to redressprocedures when things go wrong;Establishing a Code of Conduct for companies operating inthe home renewable energy and energy efficiency sector;Establishing technical Codes of Practice and standards forthe installation of home renewable energy and energyefficiency measures (PAS2030 is the first)9

MCS 023ROUTE TO REGISTRATIONAFTERYOU ARE REGISTEREDAPPROVED INSTALLERS ON THE MICROGENERATIONCERTIFICATION SCHEME (MCS) HAVE ALREADYSHOWN THAT THEY HAVE MET MANY OF THEPROCESSES AND COMPETENCY REQUIREMENTS OFTHE PAS 2030 SCHEME.As a PAS 2030 Installer you must demonstrate that you arecontinuing to comply with NICEIC Scheme Rules and thattechnical standards are being maintained.To streamline the process of entry into PAS 2030 for existingMCS registrants, the standard MCS 023 was released. Thisexplains specific requirements a company must demonstrateit has implemented to become a PAS 2030 Installer formicrogeneration technologies.You can be assessed to become a PAS 2030 Installer usingthe MCS 023 route in two different ways:ROUTE 1 - REMOTE ASSESSMENTSend in supporting evidence that demonstrates your businesshas incorporated the requirements of MCS 023 into youroffice systems. An NICEIC Assessor will then review thesubmitted documentation remotely. If the outcome issuccessful, you will be registered as an MCS 023 Installer.This option does incur an administration charge, but enablesyou to achieve registration as soon as possible.The MCS 023 standard which details the requirementsyou need to meet, can be found on the officialMicrogeneration Certification Scheme website under theInstaller standards section.microgenerationcertification.org/ mcs-standards/installer-standardsROUTE 2 - ANNUAL ASSESSMENTYou may choose to be assessed against MCS 023 at your nextannual MCS visit. Your MCS Assessor will cover the MCS 023requirements in your quality system and if successful, you willbe registered as an MCS 023 Installer.This option will not incur any charge, but you will have to waituntil your MCS annual assessment is scheduled.PLEASE NOTE:This route will only provide certification for the MCStechnologies that you are already approved to install.If you wish to be registered for additional PAS 2030measures, you will be required to have an on-siteassessment to cover all of the additional measuresyou wish to install and an office assessment againstPAS 2030.10We ensure this by undertaking a periodic assessment with youon a regular basis, normally every year.
