What is the TRANServe Debit Card? The TRANServe debit card is a Visa-branded debit card thatprovides your transit benefit electronically.TRANServe’s Counsel has been working closely with Counselfrom the U.S. Treasury Department, Financial ManagementServices and Internal Revenue Service to ensure regulatorycompliance of the debit card.The debit card uses restricted merchant category codes tosafeguard transit benefits from fraud, waste, and abuse.2

Why Change From Paper Fare Media? The US Department of Transportation TRANServe is shifting itsdistribution methodology away from paper fare media toelectronic fare media to tighten internal controls and supportGreen GovernmentTransit authorities across the nation are moving away frompaper fare media and are implementing electronic fare mediasuch as the Orca, “Q,” Breeze cardsThe primary goal of the transition to Electronic Fare Media(EFM) is to use a single fare media delivery system that offersenhanced internal controls to preserve the transit benefit bydeterring waste, fraud, and abuse3

The Monthly Debit Card Funding andUsage Schedule Participants should carefully coordinate any automaticcharges (such as “auto drafts”) to the debit card with thecard’s monthly funding cycle to ensure the card is fully fundedto pay scheduled charges8
