Tenders are invited by E-Tendering system so the ‘Technical Bid & Price Bid’ will besubmitted online through E-procurement. Bidder shall upload scanned documents as perAnnexure – II (Technical Bid) provided herewith. The ‘Financial Bid’ shall have to beapplied online.2. The Rates quoted should be for free delivery at F.O.R. Dr. APJ Abdul Kalam Govt.College, Dokmardi (DNH) and should be valid one year from the date of opening oftenders.3. The rates quoted should be inclusive of all taxes, duties, royalties, octroi etc. payable onthe sales or transport within and /or outside the State including installation charges shallbe payable by the supplier.4. No extra charges for packaging, forwarding and insurance etc., will be paid on andabove the rates quoted.5. Only ‘New books and not used books’ must be delivered.6. Pirated books must not be supplied and if found any pirated book the supplier will beresponsible for the same and payment for the same will not be released.7. A price certificate should be incorporated in the bill stating that price quoted is correct.In case there are special price offers by the publisher, the same should becommunicated to the College and billed accordingly.8. Bidder shall quote the basic rates (Column No. 13) after deduction of discounts (overMRP of each books) and considering all taxes and transportation cost. Any amountbeyond quoted rate will NOT be paid in any case.9. Books of the latest edition should be supplied, with intimation to that effect to theCollege, even though the purchase order may have specified an older edition.10. If a supplied book by the successful bidder doesn’t confirm to specifications or if thepages are torn, missing, the copy is old or is not in good condition, the supplier willhave to be replaced on his cost within one month failing which order will be treated ascancelled. Dr. APJ Abdul Kalam Govt. College, Silvassa will not be responsible forsuch books if not taken back.11. If this supply order does not executed within one month from the date of issue of supplyorder same will be treated as cancelled.12. The supplier has to provide his Bank Details with bill for payment throughNEFT/RTGS i.e. Bank name, Branch, Bank A/c. No. and Bank IFSC code.13. The bidder should be member of FPBAI (Federation of Publisher and Book SellerAssociation in India), copy of the membership certificate shall be accompanied.14. Minimum Annual Average Turnover for supply of books only of Rs.11,00,000/(Rupees Eleven Lakhs). Copy of certificate issued by Chartered Accountant shall beenclosed.Page 2 of 8

15. In first instance, Technical Bid of all the bidders shall be opened. Financial Bids of theEligible Tenderers only shall be opened for the said Tender.16. Tenders received after due date and time mentioned in E-Tender Notice shall not beconsidered.17. Tenderer shall have to deposit Rs. 1000/- (Rupees One Thousand only) towards Tenderfees (non-refundable) by Demand Draft in favour of “Dr.APJ Abdul Kalam Govt.College” payable at Silvassa. The Tender fees submitted in any form other thanmentioned above will not be accepted. Tender received without Tender fees shall besummarily rejected.18. Demand Draft/FDR of any Nationalised Bank should accompany Tender applicationduly completed in all respect for Rs. 35,000/- (Rupees Thirty Five Thousand only) asEarnest Money Deposit (EMD) in favour of “Dr.APJ Abdul Kalam Govt. College”payable at Silvassa. The EMD submitted in any form other than mentioned above willnot be accepted. The Tenders received without EMD will be summarily rejected.19. The tenderer will be bound by the details furnished by him / her to this office, whilesubmitting the tender or at subsequent stage. In case, any of such documents furnishedby him/her is found to be false at any stage, it would be deemed to be a breach of termsof contract making him / her liable for legal action besides termination ofcontract/supply order.20. The received tenders which do not confirm with the terms and conditions of this officewill be summarily rejected.21. No separate agreement will be required to be signed by the successful tenderer (s) forthe supply. Rates offered in the response to the concerned Tender shall be considered asacceptance of all terms and conditions for supply for all legal purposes.22. No advance payment will be made and no request for increase in the rates will beentertained during the period of supply.23. All bills should be in duplicate and should invariably mention all taxes i.e. GST alongwith date and number of supply order.24. The tendering firm must be registered with GST and a copy of registration has tosubmit.25. If the supply of Books are not satisfactory or not as per specification given in thetender, the same will be rejected by the Tender Inviting Authority and same will have tobe replaced by the supplier at his own cost & risk.26. In case of the failure to replace the unaccepted & rejected books from supplies made asmentioned above in the conditions, the loss undergone by the Institution will berecovered from the suppliers Earnest Money Deposit or payment due of any bill (s) tothe extent required.27. In case the supplier does not execute the supply order in the full, placed with him orwithin the stipulated time limit, the E.M.D. of the supplier will be forfeited by thePage 3 of 8

Institution and the contract for the supply shall stand terminated with no furtherliabilities on either party to the contract.28. Bidders will be not allowed to withdraw from tenders after submission of bids/openingof the tender.29. In the interest of institute, the Tender Inviting Authority reserved the right torelax/withdraw any of the terms and conditions mentioned above so as to overcome anyproblem encountered by the contracting parties30. The right to accept or reject without assigning any reason any or all tenders in part orwhole is reserved with the Tender Inviting Authority and his decision (s) on all mattersrelating to acceptance or rejection of the tenders as a whole or in part will be final andbinding to all.31.
