SCRIPTURAL FOUNDATIONThe following Biblical texts set out the foundation for Vision2023 in its quest to possess the nations. The salvation of thenations is God’s ultimate purpose for His creation. This theChurch must avail itself to.All the ends of the earth will remember and turn to theLord and all the families of the nations will bow downbefore him, for dominion belongs to the Lord and herules over the nations (Ps. 22:27-28, NIV).May God be gracious to us and bless us and make his faceshine on us so that your ways may be known on earth,your salvation among all nations. May the nations be gladand sing for joy, for you rule the peoples with equity andguide the nations of the earth (Ps. 67:1-2, 4, NIV).The seventh angel sounded his trumpet, and there wereloud voices in heaven, which said: “The kingdoms ofthe world have become the kingdom of our Lord and ofhis Messiah, and he will reign for ever and ever” (Rev.11:15, NIV).I became a servant of this gospel by the gift of God’s gracegiven me through the working of his power. Although Iam less than the least of all the Lord’s people, this gracewas given me: to preach to the Gentiles the boundlessriches of Christ, and to make plain to everyone theadministration of this mystery, which for ages past waskept hidden in God, who created all things. His intent wasthat now, through the Church, the manifold wisdom ofGod should be made known to the rulers and authoritiesVISION 20235

in the heavenly realms, according to his eternal purposethat he accomplished in Christ Jesus our Lord (Eph. 3:7-11, NIV).For though we live in the world, we do not wage war asthe world does. The weapons we fight with are not theweapons of the world. On the contrary, they have divinepower to demolish strongholds. We demolish argumentsand every pretension that sets itself up against theknowledge of God, and we take captive every thoughtto make it obedient to Christ. And we will be ready topunish every act of disobedience, once your obedienceis complete (2 Co. 10:3-6, NIV).6VISION 2023

1.0INTRODUCTIONI am very grateful to the Lord for giving me the privilege toserve Him in this high office as the Chairman of The Church ofPentecost. I am also grateful to the church for the confidencereposed in me for this task.In the next five years covering the period from 2018 to 2023,The Church of Pentecost shall focus on the overarchingvision of ‘Possessing the Nations’. In this direction we shallconcentrate on equipping ministers, officers and members ofthe church to transform every sphere of society with the valuesand principles of the Kingdom of God. This vision document,dubbed “Vision 2023”, has been put together to spell out therationale, descriptions of the situations, clear-cut strategies andactions including well-defined implementation and monitoringframework that will help us achieve the vision.The process of completing this document involved personalretreats where I sought the Lord’s guidance and directionfor His church. It has also involved consultations with manystakeholders. I brainstormed with the members of theexecutive council and brought their inputs on board. I alsoconsulted all the ministry directors, heads of departments andinstitutions as well as former chairmen, general secretaries andinternational missions directors. Some members and officersof our church were also consulted for their views and technicalinputs and advice. Subsequently, the draft document wasthoroughly discussed with all Heads at the 2018 NovemberHeads’ Meeting and again, with all ministers at the 2019 GlobalMinisters’ Conference for further inputs.VISION 20237

These discussions and collaborative efforts were necessary togive all stakeholders including all ministers of the church theopportunity to own the vision. I am very grateful to all forcontributing in various forms from various angles to developthis document to this point. Since this is now what we all haveagreed to follow over the period, I appeal to all ministers,church officers and members to cooperate with us, as wepursue this noble cause of our Lord Jesus Christ.May we all be strong and courageous as we brace ourselves upto be deployed to take the nations for our God.May God continue to be with His church.ERIC NYAMEKYE (APOSTLE)CHAIRMAN8VISION 2023

2.0EXECUTIVE SUMMARYIn the next five years, we shall be guided by an overarchingtheme, “Possessing the Nations”, where we intend to equip thechurch to transform every sphere of society with values andprinciples of the Kingdom of God. Guided by our overall goaland strategic objectives, it is expected that the implementationof the vision strategy will have positive impacts on both thechurch itself and society as a whole within the next five yearsand beyond. We seek to contribute to a God-fearing society withhardworking and committed citizens; a society where there isthe display of Christ-like behaviour and the demonstration of ahigh level of integrity; a society with a considerable reductionin social injustice, corruption, crime rate and other socialvices; a society whose members are law-abiding citizens andwhere there is a reasonable reduction in wayward or deviantcharacters; a transformed society that is very concerned aboutthe environment, keeping it clean and prompting others withinthe society to do same and a society where citizens in deprivedcommunities have improved access to basic amenities.At the national level (with specific reference to Ghana), theimplementation of the vision strategy is expected to contributeto improvements in a number of socio-economic indicators.These include the following:a.Improvement in Ghana’s 2018 score of 41 and rankingof 78/180 countries on the global Corruption PerceptionIndex (CPI);b.A reduction in the incidence of physical violence againstwomen and men from the 2015 levels of 8.9% forwomen and 10.2% for men;VISION 20239

c.A reduction in the incidence of sexual violence againstwomen and men from the 2015 levels of 10.6% forwomen and 9.5% for men;d.A reduction in the incidence of domestic violence againstmen and women from the 2015 level of 28% for womenand 20% for men;e.A reduction in the rate of teenage pregnancy from the2014 level of 14%;f.A reduction in theft, robbery and burglary cases fromthe 2013 level of 27.9%;g.An increase in the proportion of residents who “feel verysafe” in their daily lives from the 2013 level of 66.2%;h.An increase in the percentage of households in ruralareas using potable water from the 2016/2017 level of73.6%;i.An increase in the percentage of households who disposeof their rubbish by taking it to a public dump site fromthe 2013 level of 52.4%; andj.A reduction in the percentage of adult population whothink that the government never takes their views intoaccount before changing laws from the 2013 level of46.3%;k.An improvement in the 2013 level of educationalattainment of: 44.6% of the population having belowBasic Education Certificate Examination (BECE); 21% ofthe population having MSLC/BECE; and 14.7% havingacquired Senior Secondary School (SSS) or Senior HighSchool (SHS) or a higher level of education; and10VISION 2023

l.An improvement in the level of access to health facilities(household members who reported suffering from aninjury or illness in the past two weeks and consulted ahealth practitioner for health care) from the 2013 levelof 66.2%At the level of the church, the implementation of the visionstrategy is expected to lead to the following specific outcomesby the end of December, 2023:a.At least 75% of adult members of the church worldwidewill be able to demonstrate understanding of the dualpurpose of the church;b.Consistent and systematic discipleship programme willbe effectively carried out in at least 75% of the localassemblies;c.At least 75% of adult members of the church in allspheres of life will play an active role as agents oftransformation in our societies;d.The operations of all (100%) functional departments,units, ministries, boards, committees and traininginstitutions within the church will have been aligned tothe overall goal of Vision 2023 – possessing the nations;e.Overall membership of the church will have increasedby at least 32% over the 2018 membership;f.At least 75% of members will have their homesrendered transformative arena for societal impact andtransformation;g.The frequency and number of both church and ministrymeetings will have been reduced by at least 70% toVISION 202311

enable members find more time to effectively ministerto God, to each other, to society and to the church;h.Annual and Half-year reports of all (100%) areas,districts, local assemblies, functional departments,ministries, boards, committees and training institutionswithin the church capture the expected results (outputsand intermediate outcomes) from the Vision 2023implementation process.In furtherance of the pursuit of our short, medium and longterm objectives,a.We shall be committed to building the local church asa measured-up strategy for equipping the church topossess the nations. A conscious effort will thereforebe made to make the local church an equipping centre,where members are oriented and equipped to possessthe nations.b.We shall be committed to instituting an intentionaldiscipleship programme to prepare our members forsocietal impact and transformation. This programmeshall take into consideration well-defined discipleshipinterventions such as family-based discipleship, personaloriented discipleship, and local church (assembly)discipleship.c.We shall be committed to realigning the activities of thevarious ministries of the church to feed into the Vision2023 agenda of the church. Efforts shall also be madeto review their mode of operation to reflect the currentspiritual and socio-economic needs and aspirations of thepeople they are called to minister to.12VISION 2023

d.We shall be committed to re-organising the church’scounselling services to be accessible to all membersat all levels. The Counselling Unit will also be made toexpand its scope to address mental health and otherrelated issues such as grief/depression/anxiety, suicidalcrisis; domestic violence and abuse; financial and socialproblems; chronic health problems; families strugglingwith transitions/crisis, etc.e.We shall be committed to rendering the homea transformative arena for societal impact andtransformation. This will be done with the understandingthat the relationship between husband and wife is morethan a commitment between two persons; it is a threesided relationship consisting of husband, wife and God.f.As God’s instruments for the Great Commission, we shallbe committed to intensifying evangelism, church plantingand discipleship at all levels of the church. Planting ofnew churches in unreached areas shall be pursued inall earnest.g.We shall be committed to rolling out programmesto strategically engage/disciple the nation’s existinggovernance structures (the Executive, Judiciary andLegislature) within the framework of fulfilling ourprophetic responsibility to the nation. Ministry topoliticians as well as raising leaders for the nation’sgovernance structures will therefore be given specialattention.h.We shall be committed to providing chaplaincy serviceswhich will include hospital/hospice chaplaincy, sportschaplaincy, first attender/emergency services chaplaincyVISION 202313

and chaplaincy to widows, widowers, the aged, orphansand refugees or migrants.i.We shall be committed to intensifying ministry to thepalace through the formation of working groups at alllevels to minister to the chieftaincy institution.j.We shall be committed to embarking on strategicpartnerships with government in developing thenation. We will as a result, refocus and restructureand reposition PENTSOS to work effectively as adevelopment-oriented organisation as well as acorporate organisation cast in the mode of other faithbased development organisations.k.We shall be committed to positioning the local churchas an agent for community transformation through itsactive involvement in community development.l.Considering the background that persons with disabilitiesremain a large neglected mission field, we shall becommitted to strengthening ministry to this neglectedmission field.m.We shall be committed to restructuring and empoweringthe media outlets of the church to propagate the gospel,disciple members of the church and contribute to thetransformation of society.n.We shall be committed to strengthening our missionfronts and exploring other strategies to enable usincrease our presence in the nations. Our target is notjust to be present in a nation but that our presencewould be felt as we impact the land with the values andprinciples of the Kingdom of God.14VISION 2023

o.The Pentecost University College will continue to beassisted to become a university of choice in Ghana,where excellent graduates will be produced to meet theneeds and challenges of the fast-changing world. It willbe considered a unique mission field of the church withthe aim of leading students to the Lord Jesus Christ,discipling and equipping them to possess the nations.p.The Pentecost Theological Seminary (PTS) will beassisted to strengthen ministerial formation, refreshercourses, higher theological education and missionarytraining for the church. This will help to provide ministerswith the needed opportunities to study, practise anddevelop capacities for effective ministry.q.The Pentecost Convention Centre (PCC) will continueto provide Christian-centered hospitality services withexcellence, while making efforts to expand the facilitiesat the Centre.r.The Regional Coordinating Committees shall continue tobe empowered and given more room to effectively carryout their constitutionally assigned mandate, especiallyin providing effective supervisory role at the grassrootslevel.s.We shall be committed to harnessing the resourcefulhuman capital of the PIWCs in order to extend theimpact of the Kingdom to all spheres of society and thenations.t.We shall be committed to enhancing the activities of thePension Board in fulfilling its constitutional mandate.VISION 202315

u.We shall be committed to deepening fraternalrelationships with other Christian churches and parachurch organisations across the globe. This is aimedat contributing to the call for a renewed community ofbelievers consumed with the zeal of the Lord to promotevalues and principles of the Kingdom of God within theglobal community.v.We shall be committed to accelerating the provisionof a conducive worship environment for all our localassemblies, as well as ensuring that all our buildingprojects meet the value for money requirement, and arecompliant with construction standards and local statutoryrequirements.w.We shall be committed to improving the administrationand finance functions of the church to a level that canwithstand contemporary challenges of organisationalstructures.x.The Executive Council shall be committed to serving thechurch wholeheartedly and with integrity in the fear ofthe Lord, as mandated. Again, efforts shall be made tomake the General Council more functional.y.We shall be committed to adopting both biblical and bestpractices to improve our finances in order to mobilisethe needed financial resources for the expected outputsof Vision 2023.16VISION 2023

3.0BACKGROUND OF VISION 2023The theme for Vision 2023 is “Possessing the Nations:Equipping the Church to Transform Every Sphere of Societywith Values and Principles of the Kingdom of God”. ‘Possessingor taking nations’ is an ancient military phrase, which meantreplacing the rule or reign of a nation with that of anotherthrough conquest. Relating this term to the Great Commissioninspires us to raise an army of Christians who, being filled withthe Holy Spirit and fully equipped with the knowledge of God’sword, will engage and transform their societies with Godlyvalues and principles, wherever they are and in whatever theydo, in order to win many for Christ and transform them intosalt and light of the world (Eph. 3:10; Col. 1:13; Mt. 5:13-16).The values and principles of the Kingdom of God in this contextentail teachings about Christ that define the Christian as thelight and salt of the world, imbued with Godly attributes suchas love, integrity, patience, hard work, honesty and faithfulness(Mt. 5:13-16; Php. 2:15; Ga. 5:22-24).This document seeks to throw light on the spirit and focus ofthe theme, highlighting the key elements embedded within thetheme as well as the implementation strategies for achievingthe vision. It highlights what we want to see both in thechurch and in society in five years’ time. It also explains thegap between our goal and the existing current situation as faras the church and society are concerned. Again, it shows whatwe need to do in order to bridge the gap between our goaland the status quo. The strategic positioning of The Churchof Pentecost, it’s human, material and spiritual endowmentshave all been stated to show how we plan to leverage ourVISION 202317

current strengths to take advantage of existing and futureopportunities in possessing the nations.The Church of Pentecost is an international church with aglobal coverage. We have one vision that must guide ouractivities around the world over this period. But it is impracticablein this document to list specific interventions that are relevantand appropriate for all societies and communities in the nationswhere we operate. Many of the specific community interventionsin this document relate to the activities of the mother church inGhana. In a similar manner, the churches in the Mission areasare expected to use the spirit of the vision to explore communityinterventions that are relevant in their respective societies toensure that we take the nations for Christ.3.1Overall GoalBuilding on what has been achieved by previous leadership, weforesee a refreshed church that equips and releases its membersinto ministry as agents of transformation wherever they may be.The overall goal is a church where members go to possess theirnations by transforming every worldview, thought and behaviourwith values, principles and lifestyles of the Kingdom of God andthereby turning many people to Christ.Guided by a very important statement made by Roger Hell andthat, “an unrestricted vision causes havoc and that churchesmust be strategic in what wars they fight and when they fightthem”, we have carefully examined this vision in the light ofour church’s overarching vision, mission, tenets, core valuesand practices. These have been outlined in the appendix.18VISION 2023

3.2The Gap AnalysisIn spite of our church’s impressive achievements over the years,there is a lot more to be done. Our societies are still influencedby worldviews, thoughts and arguments which contradict theknowledge of God. Taking Ghana for instance, according tothe 2010 Population and Housing Census, 71.2% of Ghanaiansclaim to be Christians. As evidence to this, churches includingThe Church of Pentecost are scattered along the length andbreadth of the nation. However, in spite of the presence of thesechurches in our societies, Christianity has not yet impacted thesociety adequately in a way that eliminates endemic corruptionand the rampant social mishaps to reflect the huge Christianpresence in the country. A quote from a columnist published inthe Daily Graphic (a Ghanaian newspaper) on 4th September,2018, page 49 gives some credence to this reality.Crime today in our society is on the ascendency, marriagesare collapsing, indiscipline in our society is at worryinglevels, glaring despair on the faces of many but most of theperpetrators of the crime and or the victims are in their homes,markets, ghettos etc. who are to be reached in their locationsin an effort to win souls for Christ.It is not that God does not have the power to accomplish theredemption of the nations. Indeed, His great love does not fallshort of this goal. Rather, many churches’ lack of understandingof God’s purpose for the Church keeps the nations bound indarkness to false religions, lust for power, greed and all formsof evil. False teachings confuse many Christians and thusfrustrate their witness.Faced with similar situations, Bible characters such as Mosesand Elijah as well as Church and social reformers includingVISION 202319

Martin Luther and John Wesley, had a national focus. Theywere purposed on bringing their nations under the rule ofGod. These preachers were considered as God’s divine agentsordained to reform the nations, and to spread Biblical holinessacross the nations.As a church, it is time for us to focus a lot more attentionon the practice of being God’s representative on earth. TheChurch has to focus on being salt and light in this perverseworld in order to transform the spiritual, social, economic andpolitical fabric of the nations. We believe that the destiny ofour nations is in the hands of the Churches.3.3Strategic ObjectivesThe transformation agenda of Vision 2023 demands the efficientand effective implementation of well-designed interventions inorder to fulfil the requirements of the Great Commission. Forthis reason, the broad strategic objectives in pursuit of ourgoal of possessing/taking the nations and turning many peopleto Christ include the following:a.To teach our members to understand the dual purposeof the Church (i.e. the church is called out of the worldto belong to God and sent back to the world to witnessand to serve).b.To equip our members with the knowledge of God’s wordfor ministry;c.To create the awareness that whatever a person doesin any aspect of life is an opportunity and a setting forministry;d.To deploy our members to transform their societies andtake the nations for Christ;20VISION 2023

e.To further strengthen existing institutions and structuresof our church and realign their activities to drive Vision2023;f.To undertake structural adjustments to get the churchsystem freed from crowded programmes in order torelease members to witness and to serve beyond thechurch;g.To strengthen existing institutions and structures tocontinually assess the effectiveness of interventionsaimed at achieving the objectives of Vision 2023(accountability).3.4Our Current StrengthsBy the grace of God, The Church of Pentecost has defied allodds and grown globally to become one of the major playersin world Christianity today. The church has a strong spiritualfoundation, governance structure and effective leadership. Ouradministrative structures have been strengthened over thepast years and are able to guide and guard us in possessingthe nations for Christ.The church is present in most communities in Ghana and inmany other countries. The majority of the church membershipis youth (below 36 years), energetic and poised to take thenations. We have growing human and material resources aroundthe world available to be harnessed for the Kingdom business.We also have very functional departments (ministries, boards,committees and training institutions) to facilitate the ministryof the church in every fabric of society.Moreover, there is evidence that God has given The Church ofPentecost a leadership role in Ghanaian Christianity as well asin the Ghanaian society.VISION 202321

Also, we are gaining respect in world Christianity; thanks to thegood leadership of our predecessors. The size of our churchand the resources we have been blessed with should becomethe means by which we can play a significant role to bring allnations under the influence of the values and principles of theKingdom of God.3.5Strategic ApproachVision 2023 is an attempt to challenge the church to leave thebuilding. We must move beyond seeing Sunday services asthe arena for serving God. If we hope to make a difference ina hopeless world, our church must send our people and thepeople must go and take the nations for Christ (Ro. 10:13-15;15:20, 21, Jn. 20:21).We do not mean to imply that it is wrong for ministries to takeplace inside church buildings. People teaching Sunday schools,leading Bible study or singing in the choir meet the needsof the body of Christ. However, these internal ministries arenot sufficient to fulfil the Great Commission completely. If thework of the Church is what is done within the institution (LocalChurch), only a small number of members will ever have theopportunity to do the work that God has birthed the Church todo on earth.We will, therefore, adopt a three-pronged approach as ourstrategy to take possession of the nations in the short, mediumand long term. The strategy includes:(i)22Equipping members of the Church with the requiredresources;VISION 2023

(ii)Sending our members out as channels through whichGod’s divine resources will flow to meet the needs andhelplessness of our society and transform it;(iii)Strengthening and re-aligning existing institutions andstructures to serve as implementation units and also toprovide the enabling environment for the achievementof Vision 2023.Details of our three-pronged strategy are describedbelow.3.5.1 Equipping the Church to take the nationsThe Church has never been the focus of the Great Commission.The Great Commission is expected to happen outside theChurch. But the Church has always been the most importanttool for carrying out the Great Commission (Mt. 28:18-20; Ro.10:13-15; 1 Ti. 3:14, 15). It is the primary vessel God uses totrain and equip His people for ministry (Eph. 4:11-16).The Church, is therefore, to train Christians to be Christ-likeand to embody Him and His principles, so that in everydaylife we may operate from a godly perspective. That is whywe preach, teach and worship. When Christians change thegoal of the Church and make it a place of conservation andescape rather than equipping and sending (Jn 20:21), we areworking against the Great Commission. We may be holdingGod’s workers instead of deploying them to transform thesociety and take nations for Christ. We have to equip themto join Jesus in the incredible mission of disciple making (Lk.4:18, 19; Eph. 2:10).The purpose of equipping the Church is for doing ministry. Trueministry is not limited to the five-fold ministry or pulpit ministry.VISION 202323

For example, in The Church of Pentecost with worldwide adultmembership of 2,226,488 and total clergy of 2,386 (accordingto our 2017 statistics), one can conclude that if the work ofthe ministry is left with the clergy alone, about 99.9% of ourchurch population will be rendered redundant. The purposeof pulpit ministry is to help people discover their God-givenabilities and be equipped to be effective in their own sphereof influence.We need to be intentional about the purpose of every believer being like yeast and influencing the contexts in which they findthemselves until they have transformed it to reflect the gloryof God (Mt. 13:33). Understanding the priority and purpose ofthe Church is necessary for equipping Christians and sendingthem to affect the spiritual and moral darkness in our societies.If our members are well-equipped and intentionally releasedinto the nations, the spiritual and social capital we haveinherited and the material resources we have at our disposalare likely to touch the communities of the world, bringing agreat multitude under the rule of the Kingdom of God.3.5.2 Transforming SocietyThe church has a dual purpose. On one hand, we
