DeKalb CountyDepartment of Purchasing and ContractingMaloof Administration Building, 1300 Commerce Drive, 2nd Floor, Decatur, Georgia 30030August 17, 2020REQUEST FOR PROPOSAL (RFP) NO. 20-500549FORDEKALB POLICE PROMOTIONAL SELECTION & TESTING PROCESS SERVICES(Multi-Year Contract)DEKALB COUNTY, GEORGIADeKalb County Government (the County) requests qualified individuals and firms with experience indeveloping employment examinations to submit proposals for DeKalb Police Promotional Selection &Testing Process Services.I.INTRODUCTIONDeKalb County Government (the County) requests qualified individuals and firms, withexperience in developing employment examinations, to submit proposals for promotionalselection and testing process services for sworn personnel in the Police Services Department,in accordance, with the Uniform Guidelines on Employee Selection Procedures (UniformGuidelines), which can be found at UND1. A complete round of promotional testing was completed in 2019 for the ranksof Sergeant, Lieutenant, and Captain.2. There are approximately 172 candidates (Sergeant 107, Lieutenant 43, andCaptain 2 2 ) eligible to compete for the various ranks.3. DeKalb County has about 95% of eligible candidates participate in theprocess.4. The County intends to conduct two (2) rounds of testing which consists oftesting for all three (3) ranks during the course of the contract period. The rankof order for testing will be Sergeant, Lieutenant and then Captain.5. The promotional testing process is expected to have a positive impact on theCounty's ability to fill sworn positions that will result in the following:RFP 20-500549 for DeKalb Police Promotional Selection & Testing Process ServicesPage 3 of 49

a) A qualified staff;b) A positive effect on morale by providingadvancement; andc) Filling vacant sworn supervisory positions.an opportunityfor career6. The purpose of this project is to produce legally defensible rank orderedpromotional lists for the ranks of Sergeant, Lieutenant and Captain.7. The County is responsible for recruiting and accommodating all assessors (e.g.meals, lodging, travel. etc.).8. Testing location and interview locations will be provided by County.9. The services shall commence from the execution date of the awarded contractand shall be completed within three (3) years with two rounds of testingconducted. Each round of testing will include the comprehensive testing of allthree (3) ranks in order as such (Sergeant, Lieutenant, and Captain). TheCounty is required to post promotional processes for two (2) weeks.10. There will be two (2) examinations given within a three (3) year period. Eachlist developed from those two (2) examinations will be good for two (2) years.11. Each examination will be administered based on the number of qualifiedcandidates for each tested rank. C.TERM OF AGREEMENTThe services shall commence within ten (10) calendar days after acknowledgement of receipt of awritten Notice to Proceed (NTP) and shall be completed within three (3) years. Any additional timethat may be required must be approved in writing by the County.D.SCOPE OF WORK1. The successful responder will provide a selection and testing process, as it applies tocandidates determined to be eligible, for promotion to specified Police Servicepositions.2. The successful responder will provide a statistician that will be responsible fordetermining cutoff scores and the number of candidates that complete each phase of thepromotional testing.3. The successful responder in conjunction with the Department of Police Services isresponsible for determining the weights and categories of each testing phase.4. The successful responder shall provide the following services:a) Hold initial orientation meeting with Department of Human Resources andMerit System ("HRMS'') and Police Services personnel responsible forcoordinating the test administration to explain the objectives, methods,timetables and roles of all personnel involved. Additional meetings are to beheld as necessary.b) Meet regularly with an Oversight Project Committee ("the Committee"),referenced in Section V Contract Administration, Item F. OversightProject Committee, to give updates on project progress and receivefeedback from the Committee.c) Develop valid selection procedures for each rank.d) Develop study materials for candidates and hold orientation sessions foreach rank.e) Administer all selection procedures for each rank.f) Develop and provide an appeals process for item review and challenge bycandidates.g) Score and perform statistical analysis on all test results.h) Produce rank ordered promotional lists.i) Produce validation reports for each test developed and administered.j) Provide on-site proctoring of the written examination.5. The Director of the Department of H R M S or designee will serve as programcoordinator for the County. The successful responder shall identify all work, in theproposal, that will be performed by the Department of HRMS's personnel. 6. Progress Reporting:a. The successful responder shall provide the County, within thirty days (30) of theconclusion of the test administration process, a rank ordered promotional list ofeach assessed police rank.b. The successful responder shall also provide the County, within two (2) months ofthe conclusion of the test administration process, a final validation report for eachrank for which a selection process is developed and administered. Responder mustidentify the specific tests and procedures used in making the reports. The reportsmust be provided to the Department of HRMS.c. The successful responder shall submit to the Director of the Department ofHRMS’s monthly status reports covering all services rendered to date, and yearend report summarizing services provided for the contract year. The Director ofthe Department of HRMS or designee will monitor the selection assessmentmethods and workload and maintain a record of any problems and issues that mayarise.II.PROPOSAL FORMATResponders are required to submit their proposals in the following format:A. Cost Proposal (10 points)1.The cost proposal must be submitted in a separate, sealed envelope with the responder’sname and “Cost Proposal for Request for Proposal No. 20-500549 for DeKalb PolicePromotional Selection & Testing Process Services” on the outside of the envelope.2.The sealed envelope containing the cost proposal is requested to be included in the sealedpackage containing the technical proposal.3.DO NOT INCLUDE FEES OR COSTS IN ANY AREA OUTSIDE OF THIS COSTPROPOSAL. Including fees in any area outside of the Cost Proposal in its separate, sealedenvelope shall result in Responder’s proposal being deemed non-responsive.4.Responders are required to submit their costs on Attachment A, Cost Proposal Form.Responder shall not alter the cost proposal form.B. Technical ProposalDO NOT INCLUDE ANY COSTS OF ANY KIND IN THE TECHNICAL PROPOSAL OR ONTHE DISCS CONTAINING THE TECHNICAL PROPOSAL.Technical Proposals must be submitted in a sealed envelope(s) or box(es) with the responder’s nameand “Request for Proposals No. 20-500549 for DeKalb Police Promotional Selection & TestingProcess Services” on the outside of each envelope or box.Responder shall complete Attachment B, Proposal Cover Sheet, and include this as the first page ofthe technical proposal.RFP 20-500549 for DeKalb Police Promotional Selection & Testing Process ServicesPage 6 of 49

1.Technical Approach: (30 Points)a) Responders are required to describe the procedures and methods that willachieve the required outcome of the services as specified herein.b) Include a listing of the County's responsibilities and the responder'sresponsibilities required to complete the services.c) Provide a project schedule at the task level starting with the execution of thecontract and ending with project completion.2.Project Management: (20 Points)a) Responders are required to describe how the services will be organized andmanaged to demonstrate the responders' capability of successfully managing theproject from start to completion.b) Responders are required to describe progress reporting procedures for the servicesthat will sufficiently keep the County informed of the progress of the project.c) Responders are required to detail the anticipated use of subcontractors, or vendorsto demonstrate that the responder is performing the majority of the scope of work,while effectively using qualified subcontractors.d) Describe the resources necessary to accomplish the purpose of the project whichevidences the responder is knowledgeable of the resources required tosuccessfully accomplish the project as specified in the RFP.3.Personnel: (10 Points)a) Responders are required to identify all individual(s) that will serve as projectmanager(s), the individuals who will be part of the project team, and anyoutside personnel, such as subcontractors.b) Responders must provide resumes with evidence that the selectedteam members have the experience necessary to perform the scope of work of theRFP.4.Organizational Qualifications: (15 Points)a) Responders must provide a description of responders' experience, capabilities andother qualifications, for this project, that displays the ability to perform thescope of work required by the RFP.b) Responder must provide financial statements (balance sheet, income statement andcash flow statement) for the last three 3 years that evidences that the responder hasthe financial capacity to perform the scope of work.c) Responders shall provide three (3) years of previous experience working withpolice agencies and describe in detail the development of employmentexaminations for promotional selection and testing processes for police agencies.d) Responders shall describe test instruments including job analyses, validationreports, and final ranked lists.e) Responder shall identify all proposed subcontracts that will be performing workunder the proposed contract, using the Letter of Intent to Perform as aSubcontractor attached hereto as Exhibit B.f) Responder must list any recent (in the last five years) or pending business-relatedlitigation, including the outcome of such litigation.g) Responders must submit all documentation of ever being debarred, suspended,proposed for debarment, and declared ineligible or voluntarily excluded by anyfederal department or agency from doing business with the federal government.RFP 20-500549 for DeKalb Police Promotional Selection & Testing Process ServicesPage 7 of 49

5.References: (5 Points)a) Responders must provide three (3) references for projects similar in size and scopeto the project specified herein using the Reference and Release Form (Responder)attached hereto as Attachment C; and, the references must provide informationregarding responder's successful completion of similar projects.b) Responder must provide three (3) references for each proposed subcontractor(LSBE and non-LSBE) for the type of work the subcontractor will beperforming under the proposed subcontract using the Reference and Release Form(Subcontractor) attached hereto as Attachment D.6.Cost: (10 Points)7.Provide the following information: Are you a DeKalb County Firm? Yes/No.DeKalb First LSBE (Local Small Business Enterprise) Ordinance (10 points)1.It is the objective of the Chief Executive Officer and Board of Commissioners of DeKalbCounty to provide maximum practicable opportunity for all businesses to participate in theperformance of government contracts. The current DeKalb County List of CertifiedVendors may be found on the County website cting/dekalb-first-lsbe-program2.It is required that all responding Bidders attend the mandatory LSBE meeting within twoweeks of the solicitation’s advertisement, and comply, complete and submit all LSBE formswith the Bidder’s response in order to remain responsive. Attendance can be via videoconference and teleconference. Video conferencing is availablethrough Skype/Lync. Instructions for attendance via video conference can be found on theCounty’s website at ing/dekalb-firstlsbe-program3.For further details regarding the DeKalb First Local Small Business Enterprise Ordinance,contact the LSBE Program representative at DeKalbFirstLSBE@dekalbcountyga.gov or404-371-4770.C. Federal Work Authorization Program Contractor and Subcontractor Evidence ofComplianceAll qualifying contractors and subcontractors performing work with DeKalb County, Georgiamust register and participate in the federal work authorization program to verify the workeligibility information of new employees. Successful responder(s) shall be required to register andparticipate in the federal work authorization program which is a part of Attachment F, SampleCounty Contract. Standard County ContractThe attached sample contract is the County’s standard contract document (see Attachment I),which specifically outlines the contractual responsibilities. All responders should thoroughlyreview the document prior to submitting a proposal. Any proposed revisions to the terms orlanguage of this document must be submitted in writing with the responder’s response to therequest for proposals. Since proposed revisions may result in a proposal being rejected if therevisions are unacceptable to the County, responders should review any proposed revisions withan officer of the firm having authority to execute the contract. No alterations can be made in thecontract after award by the Board of Commissioners.B. First Source Jobs OrdinanceThe DeKalb County First Source Jobs Ordinance requires contractors or beneficiaries entering intoany type of agreement with the County, including purchase orders, regardless of what they may becalled, for the procurement or disposal of supplies, services, construction projects, professional orconsultant services, which is funded in whole or part with County funds or County administeredfunds in which the contractor is to receive 50,000 or more in County expenditures or committedexpenditures and recipient of urban redevelopment action grants or community development blockfunds administered in the amount of 50,000 or more make a good faith effort to hire DeKalbCounty residents for at least 50% of jobs using the First Source Registry (candidate database). Thework to be performed under this contract is subject to the provisions of the DeKalb County FirstSource Jobs Ordinance. Ethics RulesBidders are subject to the Ethics provision within the DeKalb County Purchasing Policy; theOrganizational Act, Section 22A, the Code of DeKalb County; and the rules of ExecutiveOrder 2014-4. Any violations will be addressed, pursuant to these policies and rules.To the extent that the Organizational Act, Section 22A, the Code of DeKalb County, and the rulesof Executive Order 2014-4 allow a gift, meal, travel expense, ticket, or anything else of valueto be purchased for a CEO employee by a contractor doing business with the County, thecontractor must provide written disclosure, quarterly, of the exact nature and value of thepurchase to the Chief Integrity Officer, if created, or the Finance Director or his/her designee.Every contractor conducting business with the County will receive a copy of these ethicalrules at the time of execution of the contract.M. of the Contractor, including but not limited to those kept by the Contractor's employees, agents,assigns, successors and subcontractors. The County also has the right to communicate withContractor's employees related to the audited records.The Contractor shall maintain such books and records, together with such supporting orunderlying documents and materials, for the duration of this contract and for seven (7) years aftertermination or expiration, including any and all renewals thereof. The books and records, togetherwith supporting documents and materials shall be made available, upon request to the County orits designee, during normal business hours at the Contractor's office or place of business. In theevent that no such location is available, then the books, records, and supporting documents shallbe made available for audit at a time and location which is convenient for the County.N. Cooperative ProcurementThe County through P&C may permit piggybacks to this contract from other city, county, localauthority, agency, or board of education if the vendor will extend the same prices, terms, andconditions to the city. Piggybacking shall only be available where competition was used to securethe contract and only for a period of 12-months following entry, renewal or extension of thecontract.
