License TypeCharter Principal ratorRestrictedAdministratorPurposeThe Charter School Administrator Registration is issued tonon-licensed people who are employed as administrators in acharter school.The Emergency Administrator License is issued toindividuals who have demonstrated adequatequalifications to receive an administrator license on anemergency basis. The Emergency Administrator Licenseis designed for short-term licensure only and may notcontinue once the emergency situation has beenremedied.The Principal License is issued to educators who havecompleted a principal licensure preparation programand hold a master’s degree. The Principal Licensequalifies its holder to serve as a principal, vice-principal,associate principal, or an equivalent position thatserves as the administrator of a public school in aprekindergarten through grade 12 Oregon public schooldistrict or education service district. The PrincipalLicense is the preliminary administrative license for thestate of Oregon and signifies that the holder isprepared for leadership in the school-level contextThe Professional Administrator License is issued toeducators who have completed a Principal Licenseprogram and have advanced preparation beyond amaster’s degree. It is valid for prekindergarten to grade12 school administration in any administrator position.The Reciprocal Administrator License is issued toeducators who have completed an out-of-stateadministrator preparation program and are licensed asa school administrator in another state. It is valid forbuilding-level or district-level administrativeassignments, as determined at the time of application,dependent on the level of preparation and license inthe other state.The Restricted Administrator License is issued toqualified individuals who have at least a bachelor'sdegree and are enrolled or are pending enrollment inan administrative preparation program. TSPC may already have some of thesedocuments on file. There is no need to resubmit items already on file.Fingerprinting: Fingerprints are generally required for first-time Oregon licensees only. If you holdanother Oregon license, or were fingerprinted for TSPC purposes within three (3) years of submitting yourapplication for an Administrator license, you are not required to complete this process.Transcripts: TSPC only needs transcripts not already on file or for academic work completed since your lastapplication to TSPC. License for Conditional Assignment-[Professional Administrator License]The LCA is issued only upon request from an employing Oregon School district and an application and feesubmitted through eLicensing. A district-level administrator holding the Principal License may be required tohold the LCA. Because of the Administrator Licensure Redesign implementation process, this requirement willbe fully enforced effective with the 2022/2023 school year.The LCA is not a ‘stand-alone’ license. It is only valid with a current active and valid Principal, Reciprocal,Restricted, or Legacy Administrator license.
