1.0INTRODUCTIONThe Industry Accepted Standard outlinedherein is viewed as a means of protecting thehealth and safety of the individual bysignificantly reducing the risk of injuryassociated with “rule confusion” betweendifferent companies by focusing on criticalhazards and work activities.The intent of this document is to establish aset of Life Saving Rules that will be usedacross the industry and implemented atrespective sites.Companies that use these rules agree toimplement the rules in accordance with theguiding principles and terms and conditionsoutlined in this Industry Accepted Standard(and as may be amended from time to time byEnergy Safety Canada).Each company shall develop and regularlyaudit its own specific standards to ensure thatsuch standards meet the needs of theirspecific work place and comply with thisIndustry Accepted Standard and all itsapplicable requirements.Council member companies at the time thisstandard was endorsed and any othercompanies that subsequently use these rules.This Industry Accepted Standard has beendeveloped with support, information andguidance from the IOGP.ACCOUNTABILITIESIn accordance with occupational health andsafety legislation all workers are responsiblefor protecting the health and safety ofthemselves and other workers.Each company implementing these rules shallensure no changes to the symbols ordefinitions occur.2.0GUIDING PRINCIPLESThe life saving rules are based on thefollowing Guiding Principles:»Standardization: companies agree toadopt and not alter the rule’s logos ordescriptionsTo establish a common approach and set ofLife Saving Rules which are recognized andenforced by companies.»Support: companies will support workersand supervisors in the adoption, use andon-going management of the rulesThese Life Saving Rules are intended tosupplement and/or support existing companymanagement systems, programs and policies.»Accountability: companies acknowledgethat any breach of the rules isunacceptable and will investigateinfractions and take appropriate actionwhen rules are violated»Continuous Improvement: companies willmonitor, report and evaluate theirprograms for improvement in safetyperformance»Shared Learning: companies will report,share lessons learned and best practicesthrough Energy Safety CanadaPURPOSEThese Life Saving Rules are based upon theInternational Association of Oil and GasProducers (IOGP) Life Saving Rules tomaximize industry alignment.Any changes to this Industry AcceptedStandard must be approved by Energy SafetyCanada and the Safety Standards Council.SCOPEThis Industry Accepted Standard applies to allemployees, contractors, subcontractors andon-site vendors for companies within Canada.Companies will include the Safety StandardsPage 1SETTING THE STANDARD IN OIL AND GAS SAFETY

3.0REQUIREMENTS ANDENFORCEMENTPREREQUISITESCompanies implementing these rules musthave a Health and Safety Management Systemin place to ensure the effectiveimplementation of the Life Saving Rules. Inaddition, but not limited to, companies shouldensure the following:»»Personnel on their worksites areauthorized and required to intervene ifthey are in doubt about the safety of anactivity.Systems and processes are in place tocollect data related to Life Saving Rulenon-compliances and other safety relateddata (e.g. incident near misses) tomonitor the effectiveness of theimplementation of these Life SavingRules.ENFORCEMENTAll companies will have adequate systems andprocesses in place to ensure rules areenforced and to manage non-compliances.4.0LIFE SAVING RULESThese Life Saving Rules have been endorsedand implemented to improve safetyperformance and/or mitigating risks toworkers where we have seen a history ofsignificant injuries or fatalities in theindustry. These rules will be recognized andcommonly enforced across all company siteswithin Canada. The 10 Life Saving Rulesoutlined below represent the comprehensivelist of rules.All Life Saving Rules must be preserved intheir entirety. Changes are not permitted tothe symbols or definitions of any of the LifeSaving Rules.The following ten Life Saving Rules (AppendixI) will be enforced at all company sites:1. Obtain authorization before entering aconfined space2. Protect yourself against a fall whenworking at height3. Work with a valid permit when required4. Verify isolation and zero energy beforework beginsA breach or non-compliance to any Life SavingRule is unacceptable.5. Keep yourself and others out of the line offireAll users of these rules and their respectiveemployees, agents, contractors,subcontractors and on-site vendors will havean investigation process that ensures that allinfractions are investigated in a timelymanner and root causes determined.6. Obtain authorization before disabling oroverriding safety controlsAll companies will have a consequence modelthat ensures that any infraction is dealt withconsistently, timely and fairly.7. Follow safe driving rules8. Control flammables and ignition sources9. Plan lifting operations and control thearea10.
