SUMMARYNATO's public diplomacy efforts serve a vital function within the Alliance by communicating itspurpose and priorities to audiences worldwide. In fulfilling this role, the Public Diplomacy Division(PDD) actively strengthens NATO’s public image, thereby fostering awareness and understandingof NATO’s policies and activities, and ultimately enhances trust in and support for the Alliance.PDD’s digital outreach team enables PDD to take a landscape approach to digital communication,including the strategic conception, acquisition, production, management, marketing and distributionof multimedia content to engage the Alliance’s audiences in NATO missions, events, operationsand activities. The section is a two-tiered operation including: the content planning, creation andmarketing expertise from Editorial Services; and the Communications Technology Centre (CTC),which manages NATO’s communication infrastructure to include NATO’s broadcast operations andthe NATO website.The Digital Outreach Officer, who reports to the head of Editorial Services (the Principal Editor),working closely with the PDD Engagement Programme Officer for Russia, is responsible for thestrategic planning and execution of digital communication activities in Russian. The incumbentadditionally works closely with a cross-divisional team charged with engaging Russian-speakingaudiences within and outside the Alliance to ensure a holistic approach to communication inRussian.2. QUALIFICATIONS AND EXPERIENCEESSENTIALThe incumbent must: have a University degree , or equivalent, in communication, international affairs, security,defence or a related discipline; have at least 3 years’ experience in the digital communication field of work; have at least 2 years’ experience in integrated planning and execution of diversecommunications projects in Russian, for example press tours, briefings, multimedia (photo,video) storytelling; have at least 2 years’ experience in multichannel digital communication involving Russianspeaking audiences; have excellent communication skills, both orally and in writing, in Russian;1

have an excellent knowledge of international affairs and defence policy issues;be familiar with the political developments and public trends in the NATO countries concerned;demonstrate strong political judgment and analytical skills;possess the following minimum levels of NATO’s official languages (English/French): VI(“Proficiency”) in one; I (“Beginner”) in the other;DESIRABLEThe following would be considered an advantage: a Master’s degree in one of the above disciplines; experience working on all major social media channels relevant for Russian-languagecommunication; experience working at an international organisation; experience in analysis of basic quantitative and qualitative research and synthesis of data intoreports.3. MAIN ACCOUNTABILITIESExpertise DevelopmentWork closely with the PDD Engagements Programme Officer for Russia with a cross-divisionalteam in planning, executing and assessing NATO’s communication with Russian-speakingaudiences. Contribute to the monitoring and analysis of developments and public trends in thecountries concerned. Organise, manage and assess digital communication projects and cooperateon the strategic, integrated digital approach to such public diplomacy activities as press events,briefings or conferences. Conduct capacity-building activities among other Allied communicators.Project ManagementHelp arrange, conduct and contribute to communication projects in support of NATO priorities.Contribute to the administrative follow-up of projects, including impact analysis.Policy DevelopmentWork closely with colleagues, in particular the PDD Strategic Communications Unit, to provideregular analysis and inputs to the Division's senior management, related to key political and publicdevelopments and trends in the information space.Representation of the OrganizationPromote the understanding of and support for NATO policies and programmes as well asencourage discussion on security, defence and NATO-related issues in NATO or partner countries.Stakeholder ManagementDevelop and sustain contacts with Russian-language and other digital communication practitionersacross a range of relevant bodies, including from the Alliance and connected entities, IGOs, NGOs,academia, media and political institutions, with the aim of both knowledge-sharing and mutualexpansion of reach of activities. INTERRELATIONSHIPSThe incumbent reports to the head, Editorial Services (the Principal Editor), and works in closecooperation day to day with a variety of actors within the Digital Outreach team. S/he additionally ispart of a cross-divisional interdisciplinary team working closely on communication activities inRussian, and coordinates closely with the PDD Engagements Programme Officer for Russia, andwith the NATO Spokesperson and PDD Press and Media on all aspects related to mediamessaging.
