The new unified conceptof validity interrelates these issues as fundamental aspects of a morecomprehensive theory of construct validity addressing both score meaning andsocial values in both test interpretation and test use. That is, unifiedvalidity integrates considerations of content, criteria, and consequences intoa construct framework for empirically testing rational hypotheses about scoremeaning and theoretically relevant relationships, including those of both anapplied and a scientific nature.Six distinguishable aspects of constructvalidity are highlighted as a means of addressing central issues implicit inthe notion of validity as a unified concept.These are content, substantive,structural, generalizability, external, and consequential aspects of constructvalidity.In effect, these six aspects function as general validity criteriaor standards for all educational and psychological measurement, includingperformance assessments, which are discussed in sone detail because of theirincreasing emphasis in educational and employment settings.

VALIDITY OF PSYCHOLOGICAL ASSESSMENT: VALIDATION OF INFERENCES FROMPERSONS' RESPONSES AND PERFORMANCES AS SCIENTIFIC INQUIRY INTO SCORE MEANINGSamuel Messick'Educational Testing ServiceValidity is an overall evaluative judgment of the degree to whichempirical evidence and theoretical rationales support the adequacy andappropriateness of interpretations and actions based on test scores or othermodes of assessment (Messick, 1989).Validity is not a property of the testor assessment as such, but rather of the meaning of the test scores.Thesescores are a function not only of the items or stimulus conditions, but alsoof the persons responding as well as the context of the assessment.Inparticular, what needs to ')e valid is the meaning or interpretation of thescores as well as any implications for action that this meaning entails(Cronbach, 19'11).The extent to which score meaning and action implicationshold across persons or population groups and across settings or contexts is apersistent and perennial empirical question.This is the main reason thatvalidity is an evolving property and validation a continuing process.THE VALUE OF VALIDITYThe principles of validity apply not just to interpretive and actioninferences derived from test scores as ordinarily conceived, but also toThis paper was presented as a Keynote Address at the Conference onContemporary Psychological Assessment, June 7-8, 1994, Stockholm,Sweden. - 2inferences based on any means of observing or documenting consistent behaviorsor attributes.Thus, the term "score" is used generically here in itsbroadest sense to mean any coding or summarization of observed consistenciesor performance regularities on a test, questionnaire, observation procedure,or other assessment device such as work samples, portfolios, and realisticproblem simulations.This general usage subsumes qualitative as well as quantitativesummaries.It applies, for example, to behavior protocols, to clinicalappraisals, to computerized verbal score reports, and to behavioral orperformance judgments or ratings.Nor are scores in this general senselimited to behavioral consistencies and attributes of persons, such aspersistence and verbal ability.Scores may refer as well to functionalconsistencies and attributes of groups, of situations or environments, and ofobjects or institutions, as in measures of group solidarity, situationalstress, quality of artistic product, and such social indicators as schooldrop-out rate.Hence, the principles.of validity apply to all assessments.Theseinclude performance assessments which, although long a staple of industrialand military applications, are now being touted as purported instruments ofstandards-based education reform because they promise positive consequencesfor teaching and learning.Indeed, it is precisely because of suchpolitically salient potential consequences that the validity of performanceassessment needs to be systematically addressed, as do other basic measurementissues such as reliability, comparability, and fairness.These issues are critical for performance assessment -- as for alleducational and psychological assessment -- because validity, reliability,

comparability, and fairness are not just measurement principles, they aresocial values that have meaning and force outside of measurement wheneverevaluative judgments and decisions are made.As a salient social value,validity assumes both a scientific and a political role that can by no meansbe fulfilled by a simple correlation coefficient between test scores and apurported criterion (i.e., classical criterion-related validity) or by expertjudgments that test content is relevant to the proposed test use (i.e.,traditional content validity).Indeed, broadly speaking, validity is nothing less than an evaluativesummary of both the evidence for and the actual as well as potentialconsequences of score interpretation and use (i.e., construct validityconceived comprehensively).This comprehensive view of validity integratesconsiderations of content, criteria, and consequences into a constructframework for empirically testing rational hypotheses about score meaning andutility.Fundamentally, then, score validation is empirical evaluation of themeaning and consequences of measurement.As such, validation combinesscientific inquiry with rational argument to justify (or nullify) scoreinterpretation and use.COMPREHENSIVENESS OF CONSTRUCT VALIDITYIn principle as well as in practice, construct validity is based on anintegration of any evidence that bears on the interpretation or meaning of thetest scoresincluding content- and criterion-related evidence, which arethus subsumed as part of construct validity.In construct validation, thetest score is not equated with the construct it attempts to tap, nor is it

considered to define the construct, as in strict operationism (Cronbach &Meehl, 1955).Rather, the measure is viewed as just one of an extensible setof indicators of the construct.Convergent empirical relationships reflectingcommunality among such indicators are taken to imply the operation of theconstruct to the degree that discriminant evidence discounts the intrusion ofalternative constructs as plausible rival hypotheses.A fundamental feature of construct validity is construct representation,whereby one attempts to identify through cognitive-process analysis orresearch on personality and motivation the theoretical mechanisms underlyingtask performance, primarily by decomposing the task into requisite componentprocesses and assembling them into a functional model or process theory(Embretson, 1983).Relying heavily on the cognitive psychology of informationprocessing, construct representation refers to the relative dependence of taskresponses on the processes, strategies, and knowledge (including metacognitiveor self-knowledge) that are implicated in task performance.Sources of InvalidityThere are two major threats to construct validity:In the one known as"construct underrepresentation," the assessment is too narrow and fails toinclude important dimensions or facets of the construct.In the threat tovalidity known as "construct-irrelevant variance," the assessment is toobroad, containing excess reliable variance associated with other distinctconstructs as well as method variance such as response sets or guessingpropensities that affects responses in a manner irrelevant to the interpretedconstruct.Both threats are operative in all assessment.Hence a primaryvalidation concern is the extent to which the same assessment might

underrepresent the focal construct while simultaneously contaminating thescores with construct-irrelevant variance.There are two basic kinds of construct-irrelevant variance.In thelanguage of ability and achievement testing, these might be called "constructirrelevant difficulty" and "construct-irrelevant easiness."In the former,aspects of the task that are extraneous to the focal construct make the taskirrelevantly difficult for some individuals or groups.An example is theintrusion of undue reading-comprehension requirements in a test of subjectmatter knowledge.In general, construct-irrelevant difficulty leads toconstruct scores that are invalidly lov. for those individuals adverselyaffected (e.g., knowledge scores of poor readers).Indeed, construct-irrelevant difficulty for individuals and groups is a major source of bias intest scoring and interpretation as well as of unfairness in test use.Differences in construct-irrelevant difficulty for groups, as distinct fromconstruct-relevant group differences, is the major culprit sought in analysesof differential item functioning (Holland & Wainer, 1993).In contrast, construct-irrelevant easiness occurs when extraneous cluesin item or task formats permit some individuals to respond correctly orappropriately in ways irrelevant to the construct being assessed.Anotherinstance occurs when the specific test material, either deliberately orinadvertently, is highly familiar to some respon,,nts, as when the text of areading comprehension passage is well-known to some readers or the musicalscore for a sight-reading exercise invokes a well-drilled rendition for someperformers.Construct-irrelevant easiness leads to scores that are invalidlyhigh for the affected individuals as reflections of the construct underscrutiny.

The concept of construct-irrelevant variance is important in alleducational and psychological measurement, including performance assessments.This is especially true of richly contextualized assessments and so-called"authentic" simulations of real-world tasks.This is the case because,"paradoxically, the complexity of context is made manageable by contextualclues" (Wiggins, 1993, p. 208).And it matters whether the contextual cluesthat are responded to are construct-relevant or represent construct-irrelevantdifficulty or easiness.However, what constitutes construct-irrelevant variance is a tricky andcontentious issue (Messick, 1994).This is especially true of performanceassessments, which typically invoke constructs that are higher-order andcomplex in the sense cf subsuming or organizing multiple processes.Forexample, skill in communicating mathematical ideas might well be consideredirrelevant variance in the assessment of mathematical knowledge (although notnecessarily vice versa).But both communication skill and mathematicalknowledge are considered relevant parts of the higher-order construct ofmathematical power according to the content standards delineated by the U.S.National Council of Teachers of Mathematics.It all depends on how compellingthe evidence and arguments are that the particular source of variance is arelevant part of the focal construct as opposed to affording a plausible rivalhypothesis to account for the observed performance regularities andrelationships with other variables.Sources of Evidence in Construct ValidityIn essence, construct validity comprises the evidence and rationalessupporting the trustworthiness of score interpretation in terms of explanatory

concepts that account for both test performance and score relationships withother variables.In its simplest terms, construct validity is the evidentialbasis for score interpretation.As an integration of evidence for scoremeaning, it applies to any score interpretation -- not just those involvingso-called "theoretical constructs."Almost any kind of information about atest can contribute to an understanding of score meaning, but the contributionbecomes stronger if the degree of fit of the information with the theoreticalrationale underlying score interpretation is explicitly evaluated (Cronbach,1988; Kane, 1992; Messick, 1989).Historically, primary emphasis in constructvalidation has been placed on internal and external test structures -- thatis, on the appraisal of theoretically expected patterns of relationships amongitem scores or between test scores and other measures.Probably even more illuminating of score meaning, however, are studies ofexpected performance differences over time, across groups and settings, and inresponse to experimental treatments and manipulations.For example, overtime, one might demonstrate the increased scores from childhood to youngadulthood expected for measures of impulse control.Across groups andsettings, one might contrast the solution strategies of novices versus expertsfor measures of domain problem-solving or, for measures of creativity,contrast the creative productions of individuals in self-determined as opposedto directive work environments.With respect to experimental treatments andmanipulations, one might seek increased knowledge scores as a function ofdomain instruction or increased achievement-motivation scores as a function ofgreater benefits and risks.Possibly most illuminating of all, however, aredirect probes and modeling of the processes underlying test responses, which

are becoming both more accessible and more powerful with continuingdevelopments in cognitive psychology (Snow & Lohman, 1989).At the simplestlevel, this might involve querying respondents about their solution processesor asking them to think aloud while responding to exercises during fieldtrials.In addition to reliance on these forms of evidence, constructvalidity, as previously indicated, also subsumes content relevance andrepresentativeness as well as criterion-relatedness.This is the case becausesuch information about the range and limits of content coverage and aboutspecific criterion behaviors predicted by the test scores clearly contributesto score interpretation.In the latter instance, correlations between testscores and criterion measures -- viewed in the broader context of otherevidence supportive of score meaning -- contribute to the joint constructvalidity of both predictor and criterion.In other words, empiricalrelationships between predictor scores and criterion measures should maketheoretical sense in terms of what the predictor test is interpreted tomeasure and what the criterion is presumed to embody (Gulliksen, 1950).An important form of validity evidence still remaining bears on thesocial consequences of test interpretation and use.It is ironic thatvalidity theory has paid so little attention over the years to theconsequential basis of test validity, because validation practice has longinvokea such notions as the functional worth of the testing -- that is, aconcern over how well the test does the job it is employed to do (Cureton,1951; Rulon, 1946).And to appraise how well a test does its job, one mustinquire whether the potential and actual social consequences of test

interpretation and use are not only supportive of the intended testingpurposes, but at the same time are consistent with other social values.However, this form of evidence should not be viewed in isolation as aseparate type of validity, say, of "consequential validity."Rather, becausethe values served in the intended and unintended outcomes of testinterpretation and use both derive from and contribute to the meaning of thetest scores, appraisal of social consequences of the testing is also seen tobe subsumed as an aspect of construct validity (Messick, 1964, 1975, 1980).In the language of the seminal Cronbach and Meehl (1955) manifesto onconstruct validity, the intended consequences of the testing are strands inthe construct's nomological network representing presumed action implicationsof score meaning.The central point here is that unintended consequences,when they occur, are also strands in the construct's nomological network thatneed to be taken into account in construct theory, score interpretation, andtest use.The main concern is to distinguish adverse consequences that stem fromvalid descriptions of individual and group differences from adverseconsequences that derive from sources of test invalidity such as constructunderrepresentation and construct-irrelevant variance.The latter adverseconsequences of test invalidity present measurement problems that need to beinvestigated in the validation process, whereas the former consequences ofvalid assessment represent problems of social policy.But more about thislater.Thus, the process of construct validation evolves from these multiplesources of evidence a mosaic of convergent and discriminant findings

supportive of score meaning.However, in anticipated applied uses of tests,this mosaic of general evidence may or may not include pertinent specificevidence of the relevance of the test to the particular applied purpose andthe utility of the test in the applied setting.Hence, the general constructvalidity evidence may need to be buttressed in applied instances by specificevidence of relevance and utility.In sum, the construct validity of score interpretation comes to undergirdall score-based inferencesnot just those related to interpretivemeaningfulness but including the content- and criterion-related inferencesspecific to applied decisions and actions based on test scores.From thediscussion thus far, it should also be clear that test validity cannot rely onany one of the supplementary forms of evidence just discussed.However,neither does validity require any one form, granted that there is defensibleconvergent and discriminant evidence supporting score meaning.To the extentthat some form of evidence cannot be developed -- as when criterion-relatedstudies must be forgone because of small sample sizes, unreliable orcontaminated criteria, and highly restricted score ranges -- heightenedemphasis can be placed on other evidence, especially on the construct validityof the predictor tests and the relevance of the construct to the criteriondomain (Guion, 1976; Messick, 1989).What is required is a compellingargument that the available evidence justifies the test interpretation anduse, even though some pertinent evidence had to be forgone.Hence, validitybecomes a unified concept and the unifying force is the meaningfulness ortrustworthy interpretability of the test scores and their action implications,namely, construct validity.

ASPECTS OF CONSTRUCT VALIDITYHowever, to speak of validity as a unified concept does not imply thatvalidity cannot be usefully diiterentiated into distinct aspects to underscoreissues and nuances that might otherwise be downplayed or overlooked, such asthe social consequences of performance assessments or the role of scoremeaning in applied use.The intent of these distinctions is to provide ameans of addressing functional aspects of validity that help disentangle someof the complexities inherent in appraising the appropriateness,meaningfulness, and usefulness of score inferences.In particular, six distinguishable aspects of construct validity arehighlig'ited as a means of addressing central issues implicit in the notion ofvalidity as a unified concept.These are content, substantive, structural,generalizability, external, and consequential aspects of construct validity.In effect, these six aspects function as general validity criteria orstandards for all educational and psychological measurement (Messick, 1989).Following a capsule description of these six aspects, we next highlight someof the validity issues and sources of evidence bearing on each:The content aspect of construct validity includes evidence ofcontent relevance, representativeness, and technical quality(Lennon, 1956; Messick, 1989).The substantive aspect refers to theoretical rationales for theobserved consistencies in test responses, including process modelsof task performance (Embretson, 1983), along with empirical evidencethat the theoretical processes are actually engaged by respondentsin the assessment tasks.The structural aspect appraises the fidelity of the scoringstructure to the structure of the construct domain at issue(Loevinger, 1957).The generalizability aspect examines the extent to which scoreproperties and interpretations generalize to and across population

groups, settings, and tasks (Cook & Campbell, 1979; Shulman, 1970),including validity generalization of test-criterion relationships(Hunter, Schmidt, & Jackson, 1982),The external aspect includes convergent and discriminant evidencefrom multitrait-multimethod comparisons (Campbell & Fiske, 1959), aswell as evidence of criterion relevance and applied utility(Cronbach & Gleser, 1965).The consequential aspect appraises the value implications of scoreinterpretation as a basis for action as well as the actual andpotential consequences of test use, especially in regard to sourcesof invalidity related to issues of bias, fairness, and distributivejustice (Messick, 1980, 1989).Content Relevance and RepresentativenessA key issue for the content aspect of construct validity is thespecification of the boundaries of the construct domain to be assessed -- thatis, determining the knowledge, skills, attitudes, motives, and otherattributes to be revealed by the assessment tasks.The boundaries andstructure of the construct domain can be addressed by means of job analysis,task analysis, curriculum analysis, and especially domain theory, that is,scientific inquiry into the nature of the domain processes and the ways inwhich they combine to produce effects or outcomes.A major goal of domaintheory is to understand the construct-relevant sources of task difficulty,which then serves as a guide to the rational development and scoring ofperformance tasks and other assessment formats.At whatever stage of itsdevelopment, then, domain theory is a primary basis for specifying theboundaries and structure of the construct to be assessed.However, it is not sufficient merely to select tasks that are relevant tothe construct domain.In addition, the assessment should assemble tasks thatare representative of the domain in some sense.The intent is to insure thatall important parts of the construct domain are covered, which is usually

described as selecting tasks that sample domain processes in terms of theirfunctional importance, or what Brunswik (1956) called ecological sampling.Functional importance can be considered in terms of what people actually do inthe performance domain, as in job analyses, but also in terms of whatcharacterizes and differentiates expertise in the domain, which would usually'amphasize different tasks and processes.Both the content relevance andrepresentativeness of assessment tasks are traditionally appraised by expertprofessional judgment, documentation of which serves to address the contentaspect of construct validity.Substantive Theories, Process Models, and Process EngagementThe substantive aspect of construct validity emphasizes the role ofsubstantive theories and process modeling in identifying the domain processesto be revealed in assessment tasks (Embretson, 1983; Messick, 1989).important points are involved:TwoOne is the need for tasks providingappropriate sampling of domain processes in addition to traditional coverageof domain content; the other is the need to move beyond traditionalprofessional judgment of content to accrue empirical evidence that theostensibly sampled processes are actually engaged by respondents in taskperformance.Thus, the substantive aspect adds to the content: aspect of constructvalidity the need for empirical evidence of response consistencies orperformance regularities reflective of domain processes (Loevinger, 1957).Such evidence may derive from a variety of sources, for example, from "thinkaloud" protocols or eye-movement records during task performance, fromcorrelation patterns among part scores, from consistencies in response times

for task segments, or from mathematical or computer modeling of task processes(Messick, 1989, pp. 53-55; Snow & Lohman, 1989).In sum, the issue of domaincoverage refers not just to the content representativeness of the constructmeasure but also to the process representation of the construct and the degreeto which these processes are reflected in construct measurement.The core concept bridging the content and substantive aspects ofconstruct validity is representativeness.This becomes clear once onerecognizes that the term "representative" has two distinct meanings, both ofwhich are applicable to performance assessment.One i8 in the cognitivepsychologist's sense of representation or modeling (Suppes, Pavel, & Falmagne,1994); the other is in the Brunswikian sense of ecological sampling (Brunswik,1956; Snow, 1974).The choice of tasks or contexts in assessment is arepresentative sampling issue.The comprehensiveness and fidelity ofsimulating the construct's realistic engagement in performance is arepresentation issue.Both issues are important in educational andpsychological measurement and especially in performance assessment.Scoring Models As Reflective of Task and Domain StructureAccording to the structural aspect of construct validity, scoring modelsshould be rationally consistent with what is known about the structuralrelations inherent in behavioral manifestations of the construct in question(Loevinger, 1957; Peak, 1953).That is, the theory of the construct domainshould guide not only the selection or construction of relevant assessment

tasks, but also the rational development of construct-based scoring criteriaand rubrics.Ideally, the manner in which behavioral instances are combined to producea score should rest on knowledge of how the processes underlying thosebehaviors combine dynamically to produce effects.Thus, the internalstructure of the assessment (i.e., interrelations among the scored aspects oftask and subtask performance) should be consistent with what is known aboutthe internal structure of the construct domain (Messick, 1989).This propertyof construct-based rational scoring models is called "structural fidelity"(Loevinger, 1957).Generalizability and the Boundaries of Score MeaningThe concern that a performance assessment should provide representativecoverage of the content and processes of the construct domain is meant toinsure that the score interpretation not be limited to the sample of assessedtasks but be generalizable to the construct domain more broadly.Evidence ofsuch generalizability depends on the degree of correlation of the assessedtasks with other tasks representing the construct or aspects of the construct.This issue of generalizability of score i
