1MSME-DI, CHENNAIAnnual Progress Report – 2012-13INTRODUCTIONMicro,SmallandMediumEnterprises (MSMEs) are important growthpropeller and stabilizer of nationaleconomy.It is also a breeder ofemployment next to agriculture. Thissector produces a wide range of items vizemploying traditional to state-of-the-arttechnology.Promotion of this sectorcreates strong linkages besides acting asan accelerator to reduce the regionalimbalance.Though the Indian MSME sector isvibrant and has strong in-built capabilities,they are yet to fully utilize the localpotentialities and to be measured enoughto face the changed Global BusinessEnvironment.Expansion and changingstructures of MSMEs are primary attractionof many stakeholders to rejuvenate thesector through proactive measures.Under the Core programmeactivities, this Institute has taken due careto execute the target assigned by theHd.Qtrs. by giving special thrust on qualityand effective implementation of theprogrammes to transform the MSMEsector in its jurisdiction.UnderNon- coreProgrammeactivities, this office has made a newbeginning by accomplishingspecialtask under the caption of ‘New Initiatives’with the avowed objective of revitalizingt h e MSME sector as per the felt need ofthe present ‘Business Environment’.It is an attempt to make t h i sCentre as a‘ one-stop-businesssolution a n d service centre’ for offeringumbrella service to the existing industrialfraternityandalsoto prospectiveentrepreneurs.Highlights of the Achievement of MSMEDI Chennai1. Our prime task isto conduct need-based modular trainingprogrammes for the benefit of the targetgroups across the State with an avowedobjective of creating more enterprises andemployable skills in the rural, tribal andsemi-urban areas for ensuring contendedinclusive growth.Underthecoreprogrammeactivities, this Institute has conductedvarious short term training programmeslike EDPs,ESDPs, BSDPs, MDPs, IMCand awarenessprogrammes for thetargeted groups of educated unemployedyouth/ industrial fraternity.This institute is able to achieve1 0 0 % r e s u l t i n fulfilling the target withthe avowed objective of creating selfemployment and wage employment inthe State of Tamilnadu and UT ofPuducherry.Training on cell phone servicing andrepairing was imparted to thesetargeted groups. 5in Jamunamaruthurto enhance thelivelihood option of the Tribal peoplewithout damaging their eco system.ESDPs were conducted on Honeyprocessing, Food processing, MushroomCultivation, Herbal extraction etc. duringthe reference year 2012-13.products micro enterprises in the tribalregion with the message of “save forestand save future”. This is a sustainableand harmonious development model fortotal transition of eco-friendly tribaleconomy.This institute has promoted morethan 100 enterprises in the Jawadhiregion falling in the EasternGhats byconductingresultorientedESDPS.Marketing support was also created fortheir products. Each beneficiary is ableto earn about Rs.200 per day under thisinitiatives.Similarly,with the support ofRAMCO, this institute has also adoptedPailyar Tribal in the Western Ghats andconductedresultorientedtrainingprogrammes in the tribalsettlementareas ofAtthikal, Senbagapothu,Ayyanar koil, Pilavakkal Dam, RamNagar etc.Exclusive Brand was developedfor the tribal products.Common Raw material Bank hasbeen created for their forest collection.This community enterprise drive hascreated awareness among the tribal andalso started to fetch decent revenue tothe tribal.Exclusive web site wascreated for both the tribal communitiesso as to strengthen their Tribal economy.Marketing linkages have beenestablished with private players.Tribalproduce are being marketed throughChennai Marketing Centre.Web sites dedicated to both arketing initiativesProgrammesunderESDPCommon brand is also developedfor the jawadhi tribal.MSME-DI and RAMCO haveadoptedPaliyar Tribal with an objective ofcreatingCommunity based multiBrand, Cover and products developed for theTribal under ESDP programmesAttempt was made to replicate thedevelopmental model of Jawadhi hillswith modified strategy suitable to thePaliyar community as the later isvulnerable society and more prone toexploitation.As part of ESDP training, a smallbio diversity herbal garden was createdin each settlement area so as topreserves the bio diversity and to protectthe rare medicinal plants from the verythreat of complete extinct.The tribal are in the threshhold oftraders for converting the minor forestproduce collection in to cash in ashortest period of time. Such anunscrupulousparade on nature hasposed problem to the tribal economy.Keeping this view in mind, an attempt ismade to trainthe tribal people inscientific method of collecting andplucking the forest produce. The salientperformance of this Institute under theNMCP programme for the year 2012-13is highlighted in the Table -2.IV. Cluster Initiative ProgrammesTamil Nadu is one of the mostsuccessful States effectively implementingthe MSE-CDP schemebycreatingvisible benefits to the micro playersunder group initiatives.Withinashort span of nearly half-a-decade,MSME-DI, Chennai with the active supportof the Government of Tamil Nadu wasa b l e to map 173 MSE clusters across theState.It has already started supportingmore than 80 micro and small productspecific MSE clusters to establish CFCunder the vibrant programme of MSECDP scheme with the active support ofother stakeholders.The cluster initiatives in Tamilnaduis a movementto build zation,marketopening,andreducing the costs of doing business under
