Foreword from the DepartmentThe Department of Environmental Affairs and Development Planninginitiated a strategy tothe recycling Economy in 2007 with theaim of contributing towards economic growth and job creation in theWestern Cape.The “Buy Recycled“forms an integral part of the strategyaimed at diverting waste from our overfilled landfills in the province.The campaign also serves as reminder that we are discardingvaluable resources, which can have tremendous economic benefitsfor our society if the waste material is recycled and introduced into thevalue chain again.Furthermore, t he manufacture of products with recycled contentrequires less energy than products made strictly with virgin material.It t herefore reduces t he amount o f green house gas emissions andhas less impact on climate change.A Recycled Products Catalogue was developed and launched in 2008as part of a marketing campaign to stimulate the demand for recycledmaterial. This catalogue was well received by the public and recyclingindustry. To build on the success of the 2008 catalogue the Department has updated the catalogue, which will be marketed and distributed throughout the Western Cape.This 2009 catalogue will make it easier to find and buy products,which will do the least harm to the environment when they areproduced. 2Wise2WasteThe “ Buy recycled “ Campaign is about stimulating the RecyclingEconomy and forms part of the Department’s 2Wise2Waste ecoef ciency programme which promotes resource ef ciency byreducing our impact o n natural resources, energy ef ciency andclimate change.The programme has the following objectives: To promote the ef cient use of raw materials, water and energywhich will reduce the carbon footprint; To change behaviour through knowledge sharing, education andawareness.The programme has both an internal and external focus and comprises of the following: Recycling Economy Programme which focus on securing of thesupply of recovered waste material and to promote the demand forproducts made from recycled material; Town Competition which promotes and celebratessustainable waste management practices within municipalities; Waste Management in Education which focus on the training ofeducators to bring about to the learners via the curriculum how tomanage their waste sustainably; Development of a Green Procurement Policy for provincial government will ensure that goods and services which are procuredwill be more environmentally friendly and therefore have a lesserimpact on the environment; and Internal focus on the Departments of the Provincial Governmentto reduce the environmental impacts of operations by promoting ef cient resource use through behaviour change, recovering of wastematerial and the retro tting of buildings.Disclaimers1.
