Background. On 24 April 2018, the Secretary of the Navyapproved the addition o f tw o Department of the Navy (DON )Civilian Honorary Medals in reference (a). The DON CivilianService Commendation Medal (CSCM) and Civilian ServiceAchievement Medal (CSAM } expanded the honorary medals availableto DON civilian workf orce and instituted medals equivalent tothe DON active duty awards: Navy Commendation Medal and NavyAchievement Medal.2. Purpose. This memo randum establishes Naval Sea SystemsCommand (NAVSEA) guidance required to implement these awards atNAVSEA activities and procure the necessary presentationmaterials associated with these awards. It addresses criteria,approval authority, nomination package r e quirements andtemplates, and materials procurement. Pe r reference (b),commands, activities, and individuals with responsibilities for

The fourth highest honorary award inDON. Recipients of the CSCM are recognized for performance atthe equivalent level of the Navy and Marine Corps CommendationMedal awarded to military personnel for similar achievement.(2) Criteria(a) The medal is awarded to DON civilians whodistinguish themselves by performing well above that which isusually expected for an individual commensurate with his or hergrade, or specialty, and above the degree of excellence whichcan be appropriately reflected in the individual's performanceevaluations or personnel records. The CSCM may be awarded aftera significant achievement (such as an invention or improvementin design, procedure, or organization) or after an extendedperiod of time (such as deployment or overseas tour).(b) Additionally, to evaluate CSCM nominations moreobjectively, commanders are encouraged to consider the criteriaused to evaluate DON Meritorious, Superior, and DistinguishedService awards as described in reference (c). These include:(!) Career achievements that are recognizedthroughout the nominee's command.(2) Indications of innovative leadership ofhighly successful programs or projects that have impacted beyondthe nominee's command.(ll Accomplishments and achievements that havehad, as a minimum, command-wide impact.(!) Scientific or technical advances orsuggestions of significant value.(1) Accomplishments that show unusual managementabilities, innovative thinking, and outstanding leadership thatbenefits DON.2

Commanders in the rank of 0-6and above and civilians in equivalent positions and above mayapprove this medal.b.CSAM(1) Description.The fifth highest honorary award inDON.(2) Criteria. The CSAM is awarded to DON civilians who,while serving in a capacity within the Navy or Marine Corps, areto be recognized for sustained performance or specificachievement of a superlative nature at the equivalent level ofthe Navy and Marine Corps Achievement Medal awarded to militarypersonnel. Commanders are encouraged to also consider thecriteria listed in paragraph 3a(2) (b).(3) Approval Authority. Commanders in the rank of 0-5and above and civilians in equivalent positions and above mayapprove this medal.4. Execution. Award nominations must be routed to theappropriate awarding authority through the chain of command.a. Nomination Package Requirements. A nomination packageconsists of the same documents that are required for theexisting DON Civilian Honorary Awards, to include:(1) Nomination form, comprised of:(a) One-page biography(b) Two-page justification(c) One-page citation (double-spaced)(2) Nominating letter (and endorsements as appropriate)(3) Congratulatory letter from awarding authority3

Templates.For fillable templates of CSCM nominationform, the CSAM nomination form, nominating letter, and honoraryaward congratulatory letter per enclosures (1) through (4).c.Presentation. These awards will be presented in anappropriate formal setting, as determined by the awardingauthority. The final presentation package consists of:(1} Award certificate, signed and date-stamped(2) Congratulatory letter, signed(3) Award medal(4) Award binder, containing the certificate andcongratulatory letterd.Materials Procurement. Awarding authorities willprocure all necessary materials to support implementation ofthese awards.(1) Award Medals.The designs of the medals for theseawards are described in reference (a).The medals can beordered through the Defense Logistics Agency FedMall.(2) Certificates. To support cost savings in DON andalign with Department of Defense components, CSCM and CSAMcertificates are being distributed in fillable portable documentformat templates for implementation per enclosures (5) and (6).The editable templates enable commands to print at theirconvenience and at a reduced cost to traditional gold embossedcertificates. Commands and activities should print CSCM andCSAM certificates with colored ink and high quality paper stockto ensure the most professional representation of the award.The templates only allow for names to be printed oncertificates. Do not include a citation on the certificate.(3) Award Binder. To maintain alignment with militaryequivalent of these awards, the 8.S"xll" blue padded awardbinder, with the gold Navy Seal embossed on the front cover,should be used to present the certificate. See enclosure (7)for vendor and stock number information.4
