The system may either be web-based (SaaS “softwareas a service”) that is hosted and fully supported by the Vendor or City-hosted.Services associated with the implementation of the Municipal Enterprise ResourcePlanning System would include: project management, system design, hardware, anysoftware customization to meet specifications, interface development, systemsintegration, data migration, testing, implementation and training.1.2City of Oxnard BackgroundThe City of Oxnard, located along thecoast of Southern California, is the19th most populous city in Californiaand the most populous in VenturaCounty. Oxnard has grown into abusiness and residential communityand is listed as one of the wealthiestareas in America, with its residentsmaking well above the averagenational income. The City liesapproximately 30 miles west of theLos Angeles city limits, and boasts apopulation207,906.Oxnardoccupies 39.21 square miles of landalong the Pacific Ocean.The City’s 1200 full-time staff offer a full line of services including: police, fire,maintenance of city streets and lighting, building inspection and permitting, codeenforcement, electric, water, stormwater, sewer, sanitation, animal control services,development services, public works services, parks & recreations, 62 acres of beach parkfacilities (including public walking trails, basketball courts, playground, picnic equipment),library, Community Center, Heritage Square, and Carnegie Art Museum.The City acquired the SunGard Public Sector (HTE) system over two decades ago. Sincethat time, it has enhanced the system’s capabilities through the implementation ofSunGard’s Click2Gov application which provides for more modern functionality, such asonline payments. However, the system does not meet the City’s growing needs, especiallyin the areas of reporting, GIS integration and mobility.Page 1

The City understands thatno one vendor may be able to provide the optimal solution. Consequently, the City issoliciting and will evaluate solutions that provide one or more components of thesolution. These solutions will be evaluated on the basis of their ability to meet the City’sfunctional requirements and share data between other components as needed to meetthe City’s objectives as outlined in 1.3.3 below.The City has standardized on Google G Suite for Enterprise, but also has Microsoft Officeinstalled on Windows and Mac desktops. We are not standardized on Office or Windows,but support Windows, Chrome OS, macOS and Linux. It should be understood that a Cityemployee using Chrome OS and G Suite apps must be able to perform and utilize all ofthe primary ERP system functions via a Chrome browser.Page 2

As such, the City islooking for a vendor whose primary business is the Public Sector and has a proven trackrecord of Financial stabilitySuccessfully implementing its system with similar sized cities to OxnardSuccessfully implementing its system in California, with at least three (3)deployments in the last five (5) yearsSustained history of significant re-investment in its software to keep it modern interms of functionality and platform.It is critical to the success of this project that the vendors perform extensive businessanalysis and provide process improvement recommendations to take full advantage ofthe proposed solution’s potential. Solutions that are inflexible and require completechanges to our existing process are unlikely to be selected. A balanced approach thatallows for configuration changes to adjust the software to meet our needs is the mostlikely to succeed.1.3.3 City’s ObjectivesThe objectives of this deployment include: Operate within a modern digital government architecture Automate and integrate functions currently requiring manual intervention Automate manual processes to reduce staff workloads Reduce/eliminate redundant data entry Ability to rapidly recover the ERP system from a critical event through an Active-Activearchitecture Bi-directional integration with GIS functionality Provide improved data analysis and reporting through easy for average users to use,customizable reporting tools and modern analytical toolsets Provide citizen self-service capabilities for Online Payments, Utility Billing, Licenses,Permitting, Inspection Status Review, Maintenance Request Reporting, and otherfunctions Provide employee self-service capabilities for Demographics, Expense Reporting,Time Reporting, Payroll and Benefits functions Move to a system that provides a high degree of configurable parameters instead ofcustomization Have a fully integrated Electronic Document Management System for file scanning,storage, electronic forms processing, and workflow Encourage new process development.1.3.4 Vendor Solution PreferencesThe City prefers to partner with as few vendors as necessary to meet its needs. Vendorsare encouraged to partner with subcontractors to close functionality gaps, as necessary.The City also prefers an integrated set of modules over interfaces.Page 3

The City of Oxnard prefers topurchase an existing system that is in use by other similar municipalities and is proveneffective. Contracts shall be made only with a responsible Vendor who possesses theability to perform successfully under the terms and conditions of this proposedprocurement. Consideration shall be given to such matters as software and hardwarequality, Vendor integrity, record of past performance including prior successfulimplementation of proposed products, and financial and technical resources.Each firm submitting a proposal must have established a state and/or nationalreputation for the planning, supplying, installing and maintaining their systems.Although the City of Oxnard is requesting proposals for complete systems, includinghardware, software, and services that include any and all third-party components, theCity of Oxnard may choose not to acquire all optional system components.
