The instructors/firm should beable to provide English language training to help sharpened English language skills for the staff.As stated above, the working language at USAID and other agencies at post is English and thestaff is expected to provide documents of high standard for most of its operations. To reach thisgoal, it requires specific technical proficiency in Business English Language and knowledge ofUSAID programming.Therefore, USAID Benin is seeking offers from a qualified firm or individual who can providesuch language training, as described in the attached Request for Quotation (RFQ).Please see the RFQ, which described the tasks and the expected results/deliverables. If, you areinterested in performing the work, send us your quotes. Additionally, please express yourwillingness and your availability to undertake this assignment; your quotation should includedetailed services and services price. USAID Benin intends to issue a Purchase Order within theSimplified Acquisition Threshold ( 250,000.00) as per FAR 2.101 FAR 13.003 including alloption years (if any), subject to reasonable price.USAID would like the contractor to start the work o/a about October 2021 for a period of one (1)base year with two option years totaling three (3) years contract. RFQ - 772068021Q00003 English instruction Services for USAID/BeninTitle: Request for Quotation (RFQ): English Instructor Services for USAID/BENINI.INTRODUCTIONThe objective of this contract is to obtain services of an experienced and qualified firm orindividual to help approximately 22 French speakers Office staff acquire English language skills.This includes Writing, Speaking, Reading and Listening Comprehension. The location is at thefollowing: USAID/Benin Office located at the United States Embassy Compound at TF 8743,Djomèhountin, Boulevard de la Marina, Cotonou.The duration of the order is one (1) base year and two (2) option years. The option years will beexercised only under the condition that the contractor performs well, continued need of the servicesand availability of funds.II.SERVICES DESCRIPTIONDetailed services :The contractor hereby called “English Language Service Provider” (ELSP) shall provideexperienced and qualified teachers to perform classroom instruction or virtual training, focus groupparticipation, one-on-one customized training, in conformity with the instructions and guidanceprovided by the Benin Office, as appropriate, for the program under which this contract is awarded.The Instructor provided by ELSP shall be knowledgeable of and adhere to the English lessonmaterials provided by the contractor.Under this contract, the instructors/teachers or firm assigned by the ELSP shall deliver Englishlanguage lessons to Benin Office staff in specific groups that will be defined at the beginning ofthe contract; it can be either in one-on-one customized sessions and/or in group classrooms; thegroup classroom lessons may be per the following categories: a) Intermediate; b) advancedThe duration for each lesson will be 1.5 hour per group per day, and not to exceed two sessions ina week (for groups); the one-on-one lesson shall also be 1.5 per day and maybe done 3 times aweek, depending on the staff need (based on their level/category).The total number of staff which will be enrolled for this is 22. The contractor is expected to helpthem acquire English language skills in Writing, Speaking, Reading and ListeningComprehension. The contractor shall help staff to acquire the technical proficiency in English tosucceed in his operations.Depending on his position, Mission staff should be able to draft high level of common USAIDdocuments like Technical memos, Briefers, Letters, Speeches, Briefing Checklists (BCL) andvarious reports.3

RFQ - 772068021Q00003 English instruction Services for USAID/BeninThe class shall be delivered either in 1) US Embassy premises at Boulevard de la Marina, Cotonou,Benin; or 2) virtually (USAID approved Online means).The class duration will be 2-3 hours per week from Monday to Friday during US Embassy officialworking hours, i.e. 08:00 to 17:30 Monday – Thursday and 07:30 to 13:30 on Friday.USAID shall provide the following logistical support (for classroom group on site):All required instructional materials.A training room for the lessons.Visitor AccessFor virtual classes and lessons, USAID will ensure that each student has the required connectingequipment to easily attend the online classes.Required qualification1) Education:IndividualsIndividual who are interested in providing English instructions services should have thefollowing: A Master’s degree in English/Education/Literature and A certificate in Teaching English to Speakers of Other Languages (TESOL) orequivalent.Firms/organizationsFirms and or organizations interested in providing English instructions services should have atleast one of the following two elements: An official registration at the line Supervising Ministry and Be a member of Association / Network /Alliance specialized in teaching English toSpeakers of other Languages.Note that teachers / instructors provided by the Firm or organization should have all thequalifications required for individual, as described above2)English Level 4/4 (the Mission reserves the right to test competency of that level);3)The resume for individuals/ teachers should have at least three references. Payment ScheduleThis will be a firm fixed price order. In accordance with FAR 13, the total price of the order shallbe paid in installments upon the submission of proper invoices or vouchers as stipulated in theorder.V. Order typeUSAID intends to issue a Firm Fixed price order subject to availability of funds.VI. USAID Facility Access by ContractorThe contractor will be provided the USAID facility access to deliver the training in the USAIDOffice premises. FAR Clause 52-204-9 and AIDAR Clause 752-204-72 shall be included in theresulting order.Note that for virtual classes, Facility Access will not be needed.VII.Instructions for the Preparation of the Quotation(a) Price Quotation: The quoter is expected to provide a price quotation comprising costcategories of services, supplies (if any) and other related direct costs associated with therequired services. Please provide narrative explanatory notes and justification for theproposed costs.Price quotation must include: The overall cost of the service (material and labor).The cost of any expected material or books that may be needed by students (detailed list)The Hourly rate per student for in person class or virtual class;The hourly rate of one-on-one intervention, in case it is different from the one to apply forgroup teachings.Budget w ith detailed l i ne items of each expected expenses, expected charges, material orbooks costs should be submitted in the quotation.(b) Technical Approach: A well detailed Technical Approach in response to this requestshould address section II of the solicitation. It should also state a clear understanding of thework to be undertaken. The approach should be submitted in English. The technicalapproach should be specific, clear and complete.The technical approach is limited to ten (10) pages. The technical approach (including graphics,annexes and exhibits) shall be written in English and typed on standard 8 1/2" x 11” paper (216mm by 297 mm paper), single spaced, 12 point font Times New Roman or similar font with eachpage numbered consecutively. Those pages that exceed the page limitation will not beevaluated.5

No addition or modifications willbe accepted after the submission date. E-mail attachments should be formatted in MicrosoftWord and/or Microsoft Excel format with 10 MB limit per e-mail. Please convert yourdocuments to one of these formats before sending them to USAID/Benin or providescanned copies of pages in .pdf format (Adobe PDF) if they include signatures or forms.USAID/Benin cannot accept .zip files, as they will be blocked by USAID’s firewall.In addition, the quoter is requested to immediately check emails to confirm that theattachments you intended to send were indeed sent. If you discover an error in yourtransmission, please send the material again and note in the subject line of the email orindicate in the file name that it is a "corrected" submission.(d) Deadline for questions: The deadline for submitting questions regarding this RFQ isprovided in the cover letter. Unless otherwise notified by an amendment to the RFQ, noquestions will be accepted after this date. Quoters must not submit questions to any otherUSAID staff, including the technical office.Unique Entity Identifier and System for Award Management (SAM) Registration: USAIDmay not award until the quoter has complied with all applicable unique entity identifier and SAMrequirements (www.sam.gov). Each quoter is requested to:(i) Start the SAM registration process as soon as receiving the RFQ. SAM is streamliningprocesses, eliminating the need to enter the same data multiple times, and consolidating hostingto make the process of doing business with the government more efficient.(ii) Provide a valid unique entity identifier in its application; and(iii) Continue to maintain an active SAM registration with current information at all timesduring which it has an active Federal award.VIII. Evaluation of quotationIn accordance with FAR 15.304(e)(1), all evaluation factors other than cost/price when combinedare significantly more important than cost/price factors.Price has not been assigned a numerical weight. Although for this procurement technicalapproach merits are considered substantially more important than price relative to deciding whomight best perform the work, price factors and USAID’s budget must also be considered.Therefore, after the final evaluation of quotation, the Contracting Officer will make the awarddecision in accordance with the best value to the Government considering both technical andprice factors.6

In accordance withFAR 52.215-1, award will be made by the Contracting Officer to the responsible quoter whosequotation represents the best value to the U.S. Government after review in accordance with allfactors in this solicitation.The quoter must note that the following criteria:(1) serve as the standard against which the technical approach will be evaluated,(2) serve to identify the significant matters which quoter must address in its technical approach.Details are as follow:1.
