STUDENT HANDBOOK LETTER TO FAMILIES AND STUDENTS* PARENTS/GUARDIANS AND STUDENTS SHOULD READ THIS BOOK PRIOR TOSIGNING THE CONSENT FORM IN THE REGISTRATION PACKET. *Dear Parents/Guardians/Student-Athletes:The Seattle Public Schools’ interscholastic athletic program is designed toenhance the academic focus of the School District. Studies show thatstudents who participate in interscholastic activities have higher gradepoints averages, better attendance, lower dropout rates, fewerdisciplinary problems, higher graduations rates and better success incollege than non-athletic participants. Participation in athletics teachesteamwork, goal setting, self-discipline, sportsmanship, leadership andmany other valuable life-skills. The acquisition of these life-skills helpstudent-athletes become positive contributors to their schools, theircommunities and society in general.The information provided in this handbook is a compilation of manydifferent sources. It is not inclusive of all Seattle Public Schools and WIAAdirectives. It is intended to serve as a resource to help you with commonathletic related questions and procedures. MISSION STATEMENT FOR EXTRA CURRICULAR ACTIVITIESThe Seattle Public School District is committed to an exceptionalinterscholastic athletics program for middle and high schools thatfunctions as part of the whole curriculum. The District is dedicated toproviding an outstanding program at safe facilities and staffed by qualitypersonnel. This program offers competitive opportunities for the bodiesand minds of the student participants and will be funded on a stable,consistent basis from the broad range of public, private and participantsources.Additionally, the Seattle Public School District athletic program, will striveto provide experiences in which individuals are able to:oooooParticipate in a positive growth experienceBe afforded appropriate opportunities to compete or performGrow in both self-concept and skill developmentCompete in a healthy and safe interscholastic programParticipate in an athletic environment that is fair, consistent andfree from intimidationINFORMATIONAL ITEMS FOR PARENTS/GUARDIANS ON PROSPECTIVEATHLETES ATHLETIC REGISTRATION AND PHYSICAL FORMoAthletic Registration Form: Athletes may obtain a Seattle SchoolDistrict Athletic Registration & Physical Form from their school oronline (http://www.seattleschools.org/students/extra curricular activities/athletics/Forms).oAll items must be PROPERLY completed and signed by theappropriate person (parent, guardian, doctor). The AthleticRegistration and Physical Form will only be valid when signed byparent or legal guardian.oAthletic Physical Exam Procedures: the Athletic Registration &Physical Form as well as the Health History portion, is to becompleted and signed BEFORE reporting for physical exams.Athletes are responsible for the expense of their physical exam.These physical examinations must certify that the athlete'sphysical condition is adequate to participate in interscholasticathletics (See Physical Exam section in WIAA Official Handbook).oIncluded with the Athletic Registration & Physical Form is a SportSpecific Parent/Guardian Release Form that outlines the risksinvolved with each sport. The student athlete is required to review-4-

these risks with the parents/guardian. Once reviewed this form isto be signed and included with the completed AthleticRegistration & Physical Form that is turned into the school forapproval.oSchool Check List: Each school includes a checklist to be used byathletes to make certain all items are taken care of beforereturning completed Athletic Registration & Physical Form to theschool.oThe School’s athletic secretary and/or athleticdirector/coordinator examines the Athletic Registration & PhysicalForm to see that it is accurate and COMPLETED with all requiredsignatures.oAn athletic secretary then generates eligibility lists which arebased on student eligibility requirements (see page 6) 3 times perseason which are submitted to athletic director/coordinator whoverifies it and makes copies for the district’s Athletic Departments. ATHLETIC SAFETYThe Seattle School District has taken several measures to improve athleticsafety and to minimize potential risk, to student/athletes, whileparticipating in interscholastic activities. The Seattle School Board hasadopted an athletic safety program which includes:o Sport safety guidelines for each sport.o Implementation of a formal selection process for coacheso Adoption and funding for a certified athletic trainer program atthe high school levelAll coaches are required to have:o A current “hands on” First Aid/CPR card.o Fingerprinting/Background checko Adult Sexual Misconduct Training provided by Seattle PublicSchools.Some areas covered include, but not limited to:o Pre-season screening of student athleteso Proper conditioningo Prevention of injurieso Recognition, treatment and rehabilitation of injurieso Emergency preparednesso Injury reportingAll coaches are expected to work as part of an entire healthcare team toprovide proper care for all student-athletes. Also, they are expected to-5-

remain current in their particular sport by complying with all WIAAcoaching standards. INSURANCETo participate in interscholastic activities, all student-athletes must becovered by the approved Seattle Public School District Athletic Insuranceprogram or by a plan that is equivalent to or better than the approvedplan.The equivalent insurance plan must provide benefits for loss due to acovered injury up to a minimum of 25,000 for each injury including thefollowing minimum provisions:o Surgery – 50% of usual and customary charges/ 12,000 maximumo Physical Visits - 40 per day for first visit and 25 for following visitso Emergency Room – 60%o X-Rays – 60% or up to 500o MRI and CAT scan - 80% or up to 500o Dental – 60%Approved Seattle Public School Insurance Forms are available online atour website and at each of the schools. STUDENT ELIGIBILITY REQUIREMENTSoA signed ATHLETIC REGISTRATION AND PHYSICAL FORM must beon file in the school for the following: Prior to participation in a practice or an athletic contest,the student-athlete shall undergo a thorough medicalexamination and be approved for middle school and/orhigh school interscholastic athletic competition by amedical authority licensed to perform a physicalexamination. Physical examinations remain valid fortwenty-four (24) consecutive months to the date unlessthe physician indicates the physical is good for less thantwenty-four (24) consecutive months.For each subsequent twenty-four (24) month period thestudent-athlete shall furnish a statement or physicalexamination form signed by a medical authority licensedto perform a physical examination that providesclearance for continued athletic participation.To resume participation following an illness and or injuryserious enough to require medical care, a participatingstudent-athlete must present to the school officials awritten clearance form from a physician licensed toperform physical examinations.-6-

In the event of extended illness/injury and adequatenumber of days for re-conditioning is recommended priorto return to full competition.To be covered by ATHLETIC INJURY INSURANCE availablethrough the school, or have on file in the school office aproperly signed District Insurance Waiver Form.Student athletes may be required to purchase a schoolASB card. This is a school-based requirement.Be in attendance a full day of school on any game date,which falls on a school day.Students shall be entitled to four consecutive years ofparticipation after entering the ninth (9th) grade.Be under twenty (20) years of age on September 1 for fallsports season; December I for winter sports season; andMarch 1 for spring sports season.SEATTLE PUBLIC SCHOOLS 2.0 GRADE POINT POLICYIt is the policy of the Seattle School Board that all students (grades 9-12)participating in extracurricular/interscholastic activities shall: Maintain a 2.0 term grade point average and earn 2.5credits during the previous semester/term. Be enrolled in courses that ensure normal progress towardgraduation. Maintain the number of credits necessary foradvancement to the next grade level.All student-athletes must have grade checks conducted every four to sixweeks during the sport season. The student-athlete should contact thebuilding athletic director for specific grade check dates for the sportseason.The student-athlete must maintain academic eligibility at each gradecheck. If the student-athlete is NOT eligible he/she is placed on athleticprobation/suspension. If he/she is:o “Group A” - (based on previous semestergrades), he/she is ineligible until he/she regaineligibility based on a grade check.o “Group B” – (based on previous semestergrades), he/she is ineligible for five weeks.He/she regains athletic eligibility based on a fiveweek grad check. “Group B” student-athletes may be onathletic probation/suspension once persport season or term.NOTE: Contact your athletic director for more detailed information.-7-

ADDITIONAL SPS POLICIES Students must reside with their parents, the parent withlegal custody, or a court appointed guardian who hasacted in such a capacity for a period of one year ormore.Students must not miss practices or games for thepurpose of participating in non-school athletic activitieswithout league approval.Students must not accept cash awards in any amount ormerchandise of more than 500 in value, or have eversigned a contract with or played for a professionalathletic organization.TRANSFER STUDENTS After registering and/or attending a high school, studentschanging enrollment to/from one school district toanother school district or from one high school to anotherhigh school within a multiple high school district shall beconsidered transferring students.In order to be eligible for varsity competition transferringstudents must: Meet the normal residence requirements, (mustcomply with Transferring Students Section in WIAAhand book) or Meet the transferring student requirements, or Be granted a Residents Rule Waiver under theDistrict 2 appeal provisions.This section shall also apply to those students receivinghome based instruction.ATHLETIC ELIGIBILITY Can be adversely affected by: Providing misleading or false information relativeto factors, which affect your eligibility. (Loss ofminimum of one year of eligibility); Missing a game or practice to participate in anout-of-school athletic activity; Participating in an athletic activity under a falsename; Disruptive behavior during practice and/orcontests; Irregular attendance at school or practice; Committing and/or aiding or abetting in thecommission of any physical abuse or attackupon any person associated with athleticpractices or contests;-8-

Using a school uniform in a non-school athleticevent or failure to maintain proper care or returnof athletic equipment;School disciplinary action (suspension, expulsion,etc.); substance abuse or distribution. STUDENT ATHLETIC RESPONSIBILITIESParticipants are required to conform to the rules and regulations of theirschool, the League, and the WIAA, and to conduct themselves in a safeand sportsman like manner. Violators are subject to probation, suspensionor expulsion. STUDENT ATHLETIC RIGHTSThe rights, protection and responsibilities as prescribed by the WashingtonInterscholastic Activities Association Handbook, the Metropolitan/King CoLeague By-Laws, the Seattle School District Statement of Rights andResponsibilities, and their respective schools govern students participatingin the Interscholastic Athletic program.Students and/or their parent(s)/guardians may make application forexceptions to League and WIAA eligibility regulations and may appealany decisions relative to such requests through their school principal. GRADUATION REQUIREMENTSTo obtain the current Seattle Public Schools graduation requirementsconsult with the building’s Guidance Counselor. ATHLETIC/ACTIVITY USE OF ILLEGAL SUBSTANCES POLICYSeattle Public Schools (SPS) student-athletes shall not possess, use,give/sell, or be under the influence of any controlled substances oralcohol: (1) on SPS property; (2) near SPS property directly before, during,or after the school day; (3) on SPS provided transportation; and (4) at SPSsponsored events, which includes hours during a day or overnight trip. Thispolicy also prohibits the use of tobacco products as discussed below. Thispolicy places ineligibility restrictions on student-athletes that are inaddition to the sanctions imposed by the school under the Student’sCode of Prohibited Conduct.Each WIAA member school shall adopt reasonable rules and regulationspertaining to the use of alcohol or tobacco products.-9-

Violation: Possession and/or Use of Tobacco or Any Tobacco ProductsConsequence: First Violationo D-250 SPS sanction; ando Immediate ineligibility for interscholastic competition forone (1) contest. Second Violationo D-250 SPS sanction; ando Immediate ineligibility for interscholastic competition forthree (3) contests. Third Violationo D-250 SPS sanction; ando Immediate ineligibility for the remainder of the sportsseason. Violation: Selling Alcoholic BeveragesConsequence: First Violationo E-110 SPS sanction;o Student completion of a SPS approved substance abuseprogram;o Immediate ineligibility for interscholastic competition forone (1) calendar year.o No reduced athletic eligibility sanction allowed. Second Violationso E-110 SPS sanction;o Student completion of a SPS approved substance abuseprogram;o Immediate ineligibility for interscholastic competition fortwo (2) consecutive calendar years.o No reduced athletic eligibility sanction allowed. Violation: Distributing Alcoholic BeveragesConsequence: First Violationo E-120 SPS sanction;o Immediate ineligibility for interscholastic competition forone (1) calendar year starting from date of the violation.The ineligibility sanction may be reduced under thefollowing conditions: The student and/or his/her parents/guardiansagree that the student will enroll in and completea SPS approved substance abuse program then- 10 -

the student is eligible foe athletic reinstatementafter missing 30% of the sports season contests. Ifless than 30% of the sports season contestsremain, the sanction will be carried over into thenext sports season or school year. During the 30%exclusion period, the student may continue topractice, but they may not dress for orparticipate in any athletic contests. Second Violationso E-120 SPS sanction;o Immediate ineligibility for interscholastic competition forone (1) calendar year from date of the second violation.o No reduced athletic eligibility sanction allowed. Violation: Possessing, using, or being under the Influence of AlcoholicBeveragesConsequence: First Violationo E-130 SPS sanction;o Immediate ineligibility for interscholastic competition for20% of the sports season contests.o If less than 20% of the contests remain, the sanctions willbe carried over into the next sports season or school year.o During the 20% exclusion period, the student maycontinue to practice, but they may not dress for orparticipate in any athletic contests. Second Violationso E-130 SPS sanction; ando Immediate ineligibility for interscholastic competition forone (1) calendar year starting from date of the secondviolation. The ineligibility sanction may be reduced underthe following conditions: If the student and/or his/her parent/guardianagree that the student will enroll in and completea SPS approved substance abuse program thenthe student is eligible for athletic reinstatementafter missing 30% of the sports season contests. Ifless than 30% of the sports season contestsremain, the sanction will be carried over into thenext sports season or school year. During the 30%exclusion period, the student may continue topractice, but they may not dress for orparticipate in any athletic contests.- 11 -

Third Violationso E-130 SPS sanction; ando Immediate ineligibility for interscholastic competition forone (1) calendar year starting from date of the thirdviolation; ando No reduced athletic eligibility sanction allowed. Violation: Selling Illegal/Legend Drugs or Controlled SubstancesConsequence: First Violationo E-110 SPS sanction;o Student completion of a SPS approved substance abuseprogram;o Immediate ineligibility for interscholastic competition forone (1) calendar year.o No reduced athletic eligibility sanction allowed. Second Violationso E-110 SPS sanction; ando Student completion of a SPS approved substance abuseprogram;o Immediate ineligibility for interscholastic competition fortwo (2) calendar years.o No reduced athletic eligibility sanction allowed. Violation: Distributing Illegal/Legend Drugs or Controlled SubstancesConsequence: First Violationo E-120 SPS Sanction; ando Immediate ineligibility for interscholastic competition forthe remainder of the current sports season. Second Violationso E-120 SPS sanction;o Immediate ineligibility for interscholastic competition forone (1) calendar year starting from date of the secondviolation.o No reduced athletic eligibility sanction allowed.SELF-REFERRAL BY STUDENT ATHLETEStudent athletes may take advantage of a self-referral procedure to seekinformation, guidance, counseling and assessment in regards to a studentathletes’ use of tobacco, alcohol, and other controlled substances.Voluntary referrals do not carry punitive consequences.Self-Referral cannot be used by the student athlete as a method to avoidconsequences once he/she has violated one of the conduct rules andthe district has initiated a disciplinary investigation.- 13 -

COMMUNICATION OF THE POLICY AND PROCEDURESAt the beginning of each sport season/activity, the head coach shouldreview the policy at a meeting for participants.Written communication may be used to inform parents/guardians of thispolicy.APPEAL PROCEDUREIf a student or parent/guardian desires to appeal the loss of athleticeligibility:o They must appeal the decision within three (3) school days ofbeing given notice of the athletic ineligibility.o The appeal must be in writing.Appealing loss of athletic eligibility (Administered by the Building Principal)o Step #1 – Appeal directly to the Executive Director of Athletics.Appealing loss of athletic eligibility (Administered by persons other thanBuilding Principal - i.e. coach or Assistant Principal)o Step #1 – Appeal loss of athletic eligibility to Building Principalo Step #2 – Appeal loss of athletic eligibility to the ExecutiveDirector of AthleticsAppeal of athletic eligibility is separate from an appeal of any disciplineimposed on a student by a school under WAS 392-400.CONTESTS DEFINEDFor purposes of this policy, “contest” is calculated by determining thenumber of regular season contests for each interscholastic sportsprogram. A few examples follow:o Girls Soccer has sixteen (16) regular season games. A 30%sanction would require that the student miss 4.8 contests. If thestudent was deemed ineligible after the 12th contest, they wouldneed to miss the last four (4) games and either the first game inthe playoff or the first game in the next sports season where theyparticipated.o Boys/Girls Basketball has 20 regular season games. A 20%sanction would require that a student miss four (4) games. If thestudent was deemed ineligible after the 10th contest, they wouldbe reinstated after missing four (4) games, and could be eligiblefor game 15. If this happened after the 18th game, they wouldneed to miss the last two (2) games of the season and the first two(2) games in the playoff. If they played only one (1) playoff gameand lost, this student would need to miss one (1) game in the next- 14 -

sports season where they participated.NOTE:o When calculating the percentages, 0.5 and up (i.e. 5.5 6contests) fractions are rounded up to the next hole number.o Sanctions are in effect until terms of the sanctions are completedor one (1) calendar year after being given notice of athleticeligibility.SCHOOL DISCIPLINEThis policy does not supersede any discipline imposed by a school to astudent under the SPS Code of Prohibited Conduct. Please be aware thatdiscipline imposed by a school may carry a greater action than thesanction listed above. For example, if a student is found to have an illegaldrug at school, he/she may be long-term suspended for two (2) months.This long term suspension would likely result in the loss of more than 30% ofhis/her athletic eligibility. TRANSPORTATIONTransportation is not provided by the school district for some events. Insome cases, the budget provided to the schools for athletic transportationis insufficient to cover all activities. In other cases, depending on thelocation and nature of other athletic events, District-providedtransportation is not practical.A few examples follow:o When practice or game sites are within walking distance from theschool,o When teams are comprised of a small number of athletes whichdoes not warrant providing a bus, ando When some events lend themselves to constant rescheduling andmakeup due to weather conditions, which does not permitadequate turnaround time to cancel and reorder busses.As a result, the athletic program is highly dependent upon transportationby private vehicle. However, there are a number of established policiesand guidelines, which are to be followed by the school in the interest ofproviding safe transportation for students. Among these procedures,when programs utilize private auto transportation, all athletesparticipating in that program will need to submit a permission slip grantingpermission to be transported by private vehicle. Please note that studentinsurance coverage is only in effect when traveling directly to and fromevents. Student drivers will also need to submit forms indicating thatdriving requirements are acknowledged and met. If there are anyquestions, please check with your school Athletic Director to learn currentprocedures so to fully understand what is required.- 15 -

ATTENDANCE REGULATIONSooA student must be in attendance at school or at an authorizedschool activity for all scheduled classes on the day of anevent/meet in order to be eligible to compete or practice.Exceptions may be granted by the principal, or his/her designee,but illness is not an acceptable excuse. EQUIPMENTooooSchool equipment checked out by the student athlete is thestudent’s responsibility.The student-athlete is expected to keep it clean and in goodcondition.The student-athlete is responsible for lost/stolen school equipmentassigned to them.Schools districts may authorize the use of school equipmentduring the summer if approved by the building principal/athleticdirector. All required forms must be completed in advance. TRAVEL RULES FOR ATHLETESThe following rules will be enforced whenever it is necessary to travel toother schools for athletic contests or to alternate off-campusactivity/game sites:oAll athletes must travel to and from athletic contests in whichtransportation is provided by the school district, except that anathlete may travel: With their own parent, if the parent arranges with thecoach, to transport his/her athlete in their own vehicle.With a private vehicle, if the parent sends a writtenrequest to the principal/building athletic director prior todeparture and the principal/building athletic directorgives approval to the coach in charge. This note shouldalso indicate the name of designated driver. (Schoolshould use their Authorized Driver form.).oAthletes will remain with their squad and under the supervision oftheir coach when attending any contests.oMisconduct during participation in interscholastic athleticactivities will be subject to school disciplinary actions.oStudent-athletes are direct representatives of their school,community and family and should conduct themselvesaccordingly.- 16 -

COLLEGE RECRUITMENTIn the event a student should be contacted personally by a collegerecruiter, that student has an obligation to work through their coach andthe school's athletic department. The coach should be informed of suchcontact as soon as possible. This is especially important if it occurs duringthe time when you are actually involved in active participation. Checkwith your coach regarding NCAA rules governing recruiting. Ruleviolations could result in loss of eligibility.NOTE: The NCAA regulations can change on an annual basis. Contactyour building guidance counselor, coach, or athletic department forcomplete and current information.
