The success of the Departmentwill be measured by the elimination of patient grievances related to disparities in health and health carethat disproportionately affect and impact ethnic and racial groups of patients.

THE HEALTH SYSTEMThe County of Santa Clara Health System, is an integrated health agency for the County. The Health System is comprisedof the departments of Behavioral Health, Public Health, Community Health Services, Valley Health Plan, Custody Health,and Valley Medical Center a large teaching hospital. The Health System recently acquired O’Connor Hospital, and St. LouiseHospital in South County, as well as a comprehensive network of clinics and ambulatory care services throughout theCounty. The Health System has a total budget of 3.8 billion & employs a staff of 9,460 FTE’s and is committed to providingleadership in developing and promoting a healthy community through a planned, integrated health system offeringprevention, education and care treatment, and recovery programs to all residents of the County of Santa Clara, regardlessof ability to pay. The Health System provides a wide range of primary and specialty health services and oversees publicprograms for the health and well-being of County communities. The integrated health system has developed a strategicroad map, commonly known as “Better Health for All,” to guide the implementation and change process to succeed inpost-national health reform. The strategic road map outlines core objectives called “Triple Aim Plus,” and the expectedoutcomes to better serve County residents. To learn more about the County of Santa Clara Health Systemt, CLICK HERETYPICAL TASKS Plans, organizes, directs, and evaluates theorganization, management, and coordinationof the central administrative function of acomprehensive county-wide, behavioral healthservice delivery system.Assist in establishing and maintaining goals,objectives and plans for carrying out functionsof the Department consistent with County andSanta Clara Valley Health and Hospital Systemgoals and community needs. Provides guidance and direction to improvethe understanding by staff of program andadministrative policies and procedures. Develops and implements systems thatpromote an organizational culture of learning,quality improvement and accountability. Assists in the determination of budgetaryrequirements to include forecasting theneeds for staffing, equipment, materials andsupplies and monitoring divisions to ensurethe accomplishments of objectives within theestablished budget.Directs the development and maintenance ofpolicies and procedures and ensures adequatecontrols and reporting systems are establishedand maintained for the effective administration and implementation of services.Manage the central administrative function ofthe department in the absence of the Director ofCustody Health and Custody Behavioral Health Services. Ensures continuity of care across departmentaloperational units including programdevelopment and system planning. Selects, supervises, and evaluates the work ofsubordinate managerial, clinical, and technicalstaff and conducts staff performance reviewsand evaluations to ensure performance inmeeting program and individual goals andobjectives.Researches, prepares, and interpretsadministrative, clinical, financial, and technicalreports and prepares written responses, asnecessary.Serves as liaison with State and Federal agencies,County agencies, boards, and commissions. Establishes effective working relationships withdiverse stakeholders and community members,including mental health and substance useclients/consumers, families, contractedcommunity-based organizations, and othercommunity partners. Maintains effective communication and workingrelationships in a diverse work force andcommunity.
