THE POSITIONEXAMPLES OF DUTIES Communication between Human Resources and CityDepartments senior leaders. Lead negotiations with a variety of bargaining units. Resolve complex labor problems requiring an understanding of law,politics, and cost implications. Build solid relationships and represent the City in labor-management problem resolution. Collaborate and communicate within employee networks for further Citywideemployee engagement. Manage disciplinary processes and conflict resolution for the City. Manage projects and initiatives for the labor relations division to fulfillCity goals and objectives. Provide advice to City’s executive leadership on challenging and sensitive employee issues.MINIMUM QUALIFICATIONS Expertise in key areas of labor and employee relations Comprehensive knowledge of laws and practices governing the collective bargaining process. Increasingly responsible experience negotiating contracts and working with bargaining units. Graduation from an accredited college or university with a bachelor's degree in businessmanagement, public administration, communication, or related field required. Four years of increasingly responsible experience in a public sector setting involving theoversight of complex projects in business, management, finance, accounting, publicadministration or a related field requiring use of analytical, technical and effectiveorganizational skills; or, Current technical/professional knowledge of complex principles, methods, standards andtechniques associated with the scope of work required of this recognized profession, such as:· City government practices and operations; pertinent federal, state, and local laws, codes andregulations; statistical analysis; effective supervision and training; business writing andreport preparation; record keeping and records management.· Effective management to oversee significant and complex programs or functions.· Effective verbal, written and interpersonal communication skills.· Ability to influence others and garner support for Citywide directives and initiatives.· Microsoft Office Suite (or equivalent). Desired licenses and/or certifications associated with the assignment. An equivalent combination of education and experience sufficient to successfullyperform the essential duties of the job such as those listed above.
