UFC 3-201-011 April 2018Change 4, 28 September 2020FOREWORDThe Unified Facilities Criteria (UFC) system is prescribed by MIL-STD 3007 and providesplanning, design, construction, sustainment, restoration, and modernization criteria, and appliesto the Military Departments, the Defense Agencies, and the DoD Field Activities in accordancewith USD (AT&L) Memorandum dated 29 May 2002. UFC will be used for all DoD projects andwork for other customers where appropriate. All construction outside of the United States isalso governed by Status of Forces Agreements (SOFA), Host Nation Funded ConstructionAgreements (HNFA), and in some instances, Bilateral Infrastructure Agreements (BIA).Therefore, the acquisition team must ensure compliance with the most stringent of the UFC, theSOFA, the HNFA, and the BIA, as applicable.UFC are living documents and will be periodically reviewed, updated, and made available tousers as part of the Services’ responsibility for providing technical criteria for militaryconstruction. Headquarters, U.S. Army Corps of Engineers (HQUSACE), Naval FacilitiesEngineering Command (NAVFAC), and Air Force Civil Engineer Center (AFCEC) areresponsible for administration of the UFC system. Defense agencies should contact thepreparing service for document interpretation and improvements. Technical content of UFC isthe responsibility of the cognizant DoD working group. Recommended changes with supportingrationale should be sent to the respective service proponent office by the following electronicform: Criteria Change Request. UFC 3-201-011 April 2018Change 4, 28 September 2020CHAPTER 1 INTRODUCTION1-1PURPOSE AND SCOPE.This UFC provides civil engineering requirements for all new and renovatedGovernment facilities for the Department of Defense (DoD). Where other criteria,statutory or regulatory requirements, are referenced, the more stringent requirementmust be met.1-2APPLICABILITY.This UFC applies to all service elements and contractors involved in the planning,design and construction of permanent DoD facilities worldwide. It is applicable to allmethods of project delivery and levels of construction.1-2.1Foreign Countries.All design and construction outside of the United States and United States territories isgoverned by international agreements, such as the Status of Forces Agreements(SOFA), Host Nation-Funded Construction Agreements (HNFA), and in some instances,Bilateral Infrastructure Agreements (BIA), and country-specific Final EnvironmentalGoverning Standards (FGS) or DoDI 4715.05. DoDI 4715.05 is commonly referred toas the Overseas Environmental Baseline Guidance Document (OEBGD). The OEBGDapplies when there are no FGS in place. Therefore, in foreign countries this UFC will beused for DoD projects to the extent that it is allowed by and does not conflict with theapplicable international agreements and the applicable FGS or OEBGD.1-3OTHER CRITERIA.1-3.1General Building Requirements.Comply with UFC 1-200-01, DoD Building Code \3\ /3/. UFC 1-200-01
