IntroductionThe Washington State Department of Transportation, Department of Licensing,Washington Utilities and Transportation Commission, and Washington State Patrol sharea set of objectives intended to provide for the safety of the motoring public, protect thepublic infrastructure, and work with industry to produce safe, efficient, and economicalsolutions to commercial vehicle transport.The Washington State Patrol (WSP), through its Commercial Vehicle Enforcement Bureau,strives to protect the integrity and safety of the state highways system by promotingpublic compliance through enforcement, education, and the application of moderntechnology for enforcement of size, weight, load, and equipment laws mandated by stateand federal government. WSP also administers and enforces state laws, administrativecode, and federal rules relating to motor vehicle safety. Effective April 25, 1994, WSPadopted Parts 382-383, 390-393, and 395-397 of Chapter 49 Code of Federal Regulation(CFR) for c ommercial motor vehicles.The Washington Utilities and Transportation Commission (UTC) regulates all privatelyowned electric, natural gas, water, and telephone companies. UTC also regulates solidwaste c ollection companies, bus companies, household good movers, and railroads. UTCprescribes rules and regulations for household goods carriers and common carriers inthe state of Washington. UTC also administers and enforces Washington State laws,administrative code, and federal rules relating to motor vehicle safety. For those carrierssubject to Commission regulations, UTC publishes rulebooks containing completecarrier regulations (excluding Federal Regulations). The rulebooks are available, free ofcharge, by contacting UTC at 360‑664‑1222. Additional copies may be obtained fromUTC upon request, subject to pertinent copying charges.
