Thoroughly clean the pipe wherethe fitting is to be attached.2. Remove the completion cap.3. Loosen the completion plugslightly, but do not remove. Fittingshaving O-ring seal completion plugsmust be loosened to expose theO-ring out of the fitting. Use thecompletion plug wrench.4. Place the two halves of the fittingaround the pipe. Check to be surethey are in proper alignment.2A.

Tack weld the four cornerstogether, leaving enough spacebetween the two halves so that theycan be rotated around the pipe.13. Place two halves of fitting onpipe and tighten up side bolts evenlyby pulling each one a small amountat a time until completely tight.2. Coat shell cutter and pilot drillthoroughly with Mueller cuttinggrease, then retract boring bar torear most position.6. Weld both halves of the fittingtogether but free of pipe (Fig. B). Thefitting can be rotated so that the sidewelding is done horizontally on topof the pipe.14. Locate the fitting in the desiredposition and tighten small end screwsby work ing around the connectiontightening each one a little at a timeuntil all are evenly tight.*3. Place drilling machine and drillingma chine adapter on gate valve andtighten securely. Advance the boringbar, by hand, until pilot drill contactsthe pipe. Retract the boring bar asmall amount so as to prevent startingthe drilling operation in a bind.C–Test The Installation (Fig. D)1. Remove completion plug.2. Screw test cap firmly on fitting.3. Apply air pressure and test forleaks with soapsuds (add glycerin infreezing weather).B.4. Remove test cap.7. Locate the fitting in the desiredposition and weld each endpermanently to the pipe.*8. When using the H-17160 orH-17161 Bottom-Out Fittings, weldnew piping to the bottom openings ofthe fittings. See Fig. L.To Install The H-17165 MechanicalJoint Line Stopper Fitting (Fig. C),follow instructions 9 – 14.9. Thoroughly clean the pipe wherethe fitting is to be installed.10. Remove the completion cap.11. Separate top and bottom halvesof fitting by running off the side boltnuts only. Do not remove endgaskets, end gasket followers, endscrews, side bolts or side gaskets.12. Lubricate rubber gaskets withsoapsuds (add glycerin in freezingweather).Necessary Travel to Complete CutSize andKind ofPipeD.D–Attach Gate Valve1. Use only the proper size Muellergate valve or slide gate valve whichhas full opening and is especiallydesigned for this use.2. Open gate valve or slide gatevalve fully.C.4. Continue drilling until pipe iscut completely through (Fig. F).This can be determined by feel offeeding mechanism, the pull on theratchet handle or by measuring theadvance of the boring bar (feed tubereaches point marked on body ofdrilling machine). When using thepower operator, the sound of theoperator will change when drilling iscompleted.F.7. When drilling through H-17160 orH-17161 Bottom-Out Fittings, purgethe air from the new bottom-out lineby opening the downstream gatevalve slightly. Close this valve whenall air is purged. (When pilot drillpenetrates pipe, the bottom-out lineis subjected to pressure.)F–Remove Drilling Machine1. Retract boring bar to rear mostposition.! CAUTION: When this machineis under pressure, control thepiston action of the boring bar toprevent bodily injury or damageto the machine.2. Close the gate valve.3. Remove drilling machine andadapter from gate valve as a unit.G–Attach Stopper To StoppingMachineNOTE: To install DeferredCompletion Stop , see instruction“P” and “Q.”1. Attach proper size stoppingmachine adapter to stoppingmachine.2. Advance inserting bar until theend is exposed beyond the adapter.3. Attach stopper (by-pass, solid orspecial by-pass) to inserting bar ofstopping machine. Insert plug onstopper into matching recess or slotin inserting bar and screw couplersleeve to the stopper threads (Fig.G). When using a by-pass stopper,the by-pass opening on the stopperwill be automatically positionedon the opposite side from the word“Stopped” on the handle of thestopping machine. Type of stopperto be used; by pass, solid, or specialby-pass depends on the type ofby-pass connections being used;integral, separate or bottom-out. SeeInstructions “H-2” through “H-5”.G.4. Lubricate stopper with Muellerrubber stopper lubricant.5. Withdraw inserting bar to the rearmost position and tighten clampingcollar to prevent stopper from fallingwhile being placed on gate valve.H–Attach Stopping Machine ToGate Valve1. Place stopping machine andstopping machine adapter on gatevalve and tighten (Fig. H).4H.2. See Fig. I when using two stoppingmachines to isolate a section of pipeand using on integral by-pass lineto maintain service. See chart onpage 15 for flow data through thistype of by-pass. Use a separateby-pass, of adequate size, if thereis any doubt as to whether or not onintegral by-pass will provide sufficientand consistent flow and pressure fordownstream requirements.a) When assembling the stoppers,(para graph G-3), use a by-passrubber stopper in each stoppingmachine.b) Assemble a by-pass line betweenthe by-pass connections on thestopping machines.c) Install a save-a-valve drillingnipple on the section of pipe to bestopped off and near the upstreamstopping machine (near the sourceof pressure). This will be used as apurging connection.d) Install a second save-a-valvedrilling nipple on the sectionof pipe to be stopped-off andnear the downstream stoppingmachine (away from the source ofpressure). Connect an equalizingline between this nipple and theby-pass line.

Clean surface of pipe where nippleis to be welded or service clampattached.2. Remove completion plug and capbefore welding.3. Place nipple in position and weldto line or attach service clamp to lineand then attach nipple to clamp.4. Screw test cap on nipple, apply airpressure and test for leaks with soapsuds.5. Remove test cap.6. Attach Mueller gate valve andopen fully.7. Attach proper size machine adapternipple and drilling tools to MuellerDrilling Machines.8. Apply Mueller cutting grease todrill.9. Place drilling machine and drillingmachine adapter on gate valve andtighten securely.10. Advance boring bar until drillcontacts pipe. Retract the boring bara small amount.11. Start drilling operation. Whenhand operating the drilling machine,begin with a light even feed, then aheavier feed, then finish drilling witha light even feed.13. After drilling is completed, retractthe boring bar to its rear mostposition.! CAUTION: When this machineis under pressure, control thepiston action of the boring bar toprevent bodily injury or damage tothe machine.14. Close the gate valve.15. Remove drilling machine andadapter from gate valve as a unit.J–Placing By-Pass Line InOperation1. If integral by-pass line is beingused between two stopping machines(Fig. L), place the line in operation by:a) Remove the plug from teein equalizing line, then openupstream stopping machine gatevalve slightlyb) Open upper valve in equalizing lineuntil all air is purged from by-passline through the open tee. Closethe upper valve and pressure willbuild up in the by-pass line.c) Open both stopping machine gatevalves fully. By-pass line is now inoperation.2. If separate by-pass line is beingused around the two stoppingmachines (J.), place the line inoperation by:a) Remove the plug from tee inequalizing line, then open gatevalve on up stream by-passconnection.b) Open upper valve in equalizing lineuntil all air is purged from by-passline through the open tee. Closeupper valve in equalizing line andpressure will build up in the bypass line.c) Open gate valve on downstreamby pass connection. By-pass line isnow in operation.12. Continue drilling until hole isdrilled. This can be determined by feelof feeding mechanism, the pull on theratchet handle or by measuring theadvance of the boring bar.73. If H-17160 or H-17161 Bottom-OutFittings and bottom-out line is beingused, (Fig. K), the bottom-out line isthe by-pass line and was alreadyplaced in operation during the drillingout of the pipe.4. If using one stopping machine tostop -off the pipe, (Fig. L), purge the airfrom the equalizing line by:a) Remove plug from tee inequalizing line, then open stoppingmachine gate valve slightly.b) Open upper valve in equalizingline until all air is purged from theequalizing line through the opentee. Close the upper valve andpressure will build up in equalizingline.c) Replace plug in tee in equalizingline.K–Insert Stopper Into Fitting1. Turn the T-handle on the topof the stopping machine so thatthe arm with the arrow having theword “Stopped” on it points towardthe section of pipe to be stoppedoff. (When using by-pass rubberstoppers, this locates the by-pass onthe stopper in the proper position.)2. Open stopping machine gate valveand advance inserting bar of stoppingmachine until the rubber stoppercontacts the bottom of the fitting. Donot rotate T-handle.3. Hold inserting bar in this positionby placing yoke of the machine in thecollar of the inserting bar (Fig. H).L–Expand Stopper In Fitting1. Turn feed nut and yoke of stoppingmachine clockwise a little at a timewith a short pause after each turn.! CAUTION: Do not rotateT-handle. Continue to compressthe stopper in this manner untilthe line is stopped-off. This maybe tested by use of the purgingconnection or any other openingthat may be avail able in the sectionof pipe that is stopped off.

Line Stopper Unit No. 1TMInstructions for Installing and Stopping-Off 1” – 2 1/2” Line Stopper FittingsNOTE: Unnecessary damage canbe done to the stopper by toomuch compression, therefore,we recommend not compressingthe 11/2” and 2” stoppers morethan 1”. The amount the stoppersare compressed can be easilydetermined by measuring thedownward travel of the insertingbar.2. With both stoppers expanded,open the gate valve on a savea-valve drilling nipple used as apurging connection to blow down thestopped-off section of pipe. Stoppertightness will also be indicated at thispoint.3. Proceed with the work to be doneon the stopped-off section of pipe.4. When cutting or welding near linestop per fittings containing rubberstoppers, it is recommended thatthe minimum distance between theface of the stopper and the cutting orwelding operation be as follows:Size of FittingMinimum Distance1”, 11/4”6”11 /2 ”7”2”8”2 1 /2 ”9”Where it is not possible to maintainthis minimum distance, other coolingmeans such as wet burlap or wetrags, should be placed aroundthe fitting to keep the temperaturedown.5. When using H-17160 or H-17161Bot tom-Out Fittings, cut out theisolated section of pipe and weldcaps to the stubs.M–Contract Stopper In Fitting1. When all desired work has beendone on the stopped-off section ofpipe, check to be sure all weldedjoints are cool be fore proceeding.2. Replace plug in tee in equalizingline.4. Open the gate valve on purgingconnection until all air is purgedfrom the stopped-off section. Closepurging connection gate valve.5. Test all joints when pressure hasbuilt up in section that was stoppedoff.4. When using a separate by-passline around two stopping machines,close gate valves on upstream anddown stream by-pass connections,remove plug from tee in equalizingline and open upper equalizing valveto blow down by-pass line.6. The pressure must be equal onboth sides of the stopper beforecontracting and removing the stopperfrom the fit ting. Contract stoppers byturning feed nut and yoke of stoppingmachine counter-clockwise a littleat a time with a short pause aftereach turn until stoppers are fullyreleased. The number of turns tocontract stoppers will usually be thesame as used to compress stop pers.5. When using one stopping machineto stop-off the pipe, blow down theequalizing line by closing lower valveon equalizing line, remove plug in teeand open upper equalizing valve.NOTE: When using the H-17160 orH-17161 Bottom-Out Fittings andspecial by-pass rubber stoppers,the stoppers con be contractedwithout equalizing line. Due tothe relative shortness of stubends, pressure is equalized whenstopper is first contracted.1. Screw drilling nipple completionplug to the inserting tool of the DrillingMachine or Completion Machine.Lubricate these threads and checkto be sure that these threads screwtogether freely without binding.! CAUTION: Do not rotate theT-handle of stopping machines.7. Close both valves in equalizingline.N–Extract Stopper From Fitting1. Remove feed yoke from collar oninserting bar and slowly withdraw theinserting bar to rear most position.! Caution: When this machineis under pressure, control thepiston action of the inserting barto prevent bodily injury or damageto the machine.2. Close stopping machine gatevalves.3. When using integral by-pass linebetween two stopping machines,remove plug from tee in equalizingline and open upper equalizing valveto blow down the by-pass line.3. Open both gate valves inequalizing line.86. Remove by-pass line, equalizingline and stopping machines.O–Plugging and Capping theDrilling Nipples(See Mueller Gas DistributionProducts Catalog for tool kits whichcontain attachments needed toperform this operation.)2. Check to be sure threads oncompletion plug and drilling nippleare clean. Apply non-hardening pipethread sealant to plug threads.3. Attach drilling or completionmachine to gate valve.4. Open gate valve fully. Advanceboring bar and screw completion pluginto nipple securely by rotating boringbar clockwise.5. Remove the inserting tool fromcompletion plug by turning handlecounter-clockwise to take up slackand striking handle a sharp blowcounter-clockwise. Boring barshould now be free to turn.6. Rotate counter-clockwise untilinserting tool is free from completionplug.! Caution: when this machineis under pressure, control thepiston action of the boring bar toprevent bodily injury or damageto the machine.

Tighten plug in by-pass connectionin stopping machine body.2. Attach plug extracting tool to theinserting bar of the stopping machine.8. Tighten completion plug withwrench.8. Open gate valve fully.a) Insert lug on top of plug extractingtool into matching recess or slot ininserting bar.b) Screw coupler sleeve to plugextracting tool threads.9. Apply non-hardening pipe threadsealant to completion cap threadsand screw cap tightly onto nipple.Test for leaks with soapsuds.P-Install Completion Plug In LineStopper Fitting(Deferred completion stopper mayalso be installed by following theseinstructions Fig. N).9. Advance inserting bar (holdinserting bar down with feed yoke ifdesired) and screw completion pluginto fitting with a clock wise rotation.10. Remove plug inserting tool fromthe completion plug by turning theT-handle in a counter-clockwiserotation.11. Retract inserting bar to rear mostposition.! CAUTION: When this machineis under pressure, control thepiston action of the boring bar toprevent bodily injury or damage tothe machine.N.1. Remove stopper from stoppingmachine.2. Screw plug inserting tool into theinside thread on top of the completionplug. Lubricate these threads andcheck to be sure that these threadsscrew together freely without binding.3. Attach the plug inserting tool withcompletion plug, to the right-handinside threads of the inserting bar(Fig. N).4. Check to be sure threads oncompletion plug and fitting are clean.On plugs having an O-ring seal, coatthe O-ring with heavy grease. Onplugs having tapered threads and noO-ring, coat the threads with nonhardening pipe thread sealant.5. Withdraw inserting bar to rear mostposition.6. Place stopping machine andadapter on gate valve and tightensecurely. When installing deferredcompletion stopper, change machineadapter.12. Remove stopping machine andadapter from gate valve as a unit.Remove the gate valve from thefitting.13. Tighten the completion plug withthe completion plug wrench.14. Apply non-hardening pipe threadsealant to completion cap threadsand screw cap tightly on fitting (Fig.O).3. Open gate valve fully and attach itto the fitting.4. Withdraw inserting bar of stoppingma chine to rear most position andtighten clamping collar.5. Attach stopping machine adapterto stopping machine. Place stoppingmachine and adapter on gate valveand tighten securely. When removinga deferred completion stopper, usespecial stopping machine adapter.6. Loosen clamping collar andslowly advance inserting bar untilplug extracting tool contacts thecompletion plug.7. Rotate inserting bar clockwiseuntil plug extracting tool firmlyengages the threads in the top of thecompletion plug.8. Rotate inserting bar counterclockwise until completion plug isunscrewed from the fitting.9. Withdraw inserting bar to rear mostposition, being sure the completionplug clears the valve gate.10. Close the gate valve.11. Remove stopping machine andadapter from gate valve as a unit.O.15. Test entire fitting again withsoapsuds.16. Refill trench.Q–Future Removal Of CompletionPlug(Deferred completion stopper mayalso be removed by following theseinstructions.)1. Remove completion cap andloosen completion plug slightly withthe completion plug wrench, but donot remove.912. Advance inserting bar untilcompletion plug and plug extractingtool are ex posed.13. Remove completion plug andextracting tool from inserting bar.NOTE: Left-hand threads betweenplug extracting tool and insertingbar.14. Refer back to instruction “G” andproceed with use of the fitting.

Remove stopping machine andadapter from gate valve as a unit.13. Advance inserting bar untilcompletion plug and plug extractingtool are exposed.14. Loosen clamping collar andslowly advance the inserting baruntil plug extracting tool contacts thecompletion plug.8. Rotate inserting bar clockwiseuntil plug extracting tool firmlyengages the threads in the top of thecompletion plug.9. Rotate inserting bar counterclockwise until completion plug isunscrewed from the fitting.10. Withdraw inserting bar to rearmost position, being sure thecompletion plug clears the valve gate.3. Open the gate valve fully andattach it to the fitting.4. Withdraw inserting bar of stoppingma chine to the rear most positionand tighten clamping collar.5. Attach stopping machine adapterto the stopping machine. Placestopping machine and adapter onthe gate valve and tighten securely(Fig. P).6. Tighten plug in by-pass connectionof stopping machine body if using asolid stopper or deferred completionstopper. Attach stop or valve to bypass connection if using a by-passstopper and close this stop or valve.11. Close the gate valve.P.1015. Proceed with the use of thesefittings by following the instructionsfor line stopper fittings beginning withinstruction “G” on page 4.NOTE: When using H-17141or H-17151 Ex tension StopperFittings, once the fitting has beenstopped-off, cut off the cappedend of the fitting and weld newlateral piping to the outlet end ofthe fitting. Weld a save-a-valvedrilling nipple to the new lateraland connect it with the stop-offvalve in the by-pass connection ofthe stopping machine. This will beused as an equalizing connection.(See Fig. P)*As fittings are being installed in new pipingwhile pipe is being laid.
