Chapter A1: Justice Detention Facility Space 3A1000IntroductionIntroductionThe spatial relationship diagrams, space templates, and criteria checklists inthis volume provide Designers of Record with the specific diagrammatic andprogrammatic information needed to design specific spaces for Bureau ofIndian Justice Detention Facilities.This section of the BIA Standards is advisory only, and any tribe’s architectshould either be experienced in the planning, design and construction ofcorrectional facilities, which includes a comprehensive understanding ofdetention and/or operations and procedures, or include a consultant with thisproven background on their team. The Bureau of Indian Affairs requires aminimum of three completed and operational detention and/or correctionalfacilities from architects retained by tribes to provide professional services.Spatial Relationship DiagramsThe spatial relationship diagrams in this chapter show the possiblearrangements for the various functional areas of Law Enforcement, Courts,and Detention spaces. These diagrams are meant only to demonstrate broadrelationships between the parts of a building.In addition to these overall building diagrams, there are program areadiagrams where appropriate in each section of the following chapters. Thesediagrams demonstrate how the specific spaces within a program area mayrelate both to one another and to adjacent program areas.Facility Space TemplatesAt the beginning of each section of Chapters 2 through 11 are facility spacetemplates for each type of space within the Bureau of Indian Justice Detention program. Each space template includes a floor plan that illustratesthe layout of a space and provides additional information concerning netsquare footages (within the walls of the room), loose furnishings, casework,plumbing and technical systems.These space templates show how some of the features and loose furnishingsin offices and other areas may be organized, and shall be used asdiagrammed unless noted otherwise on the space template. However, asbuilding designs are developed, there will be instances in which a giventemplate layout does not work within the geometry of the design provided. Insuch cases, the layout may be modified. In general, however, modification ofthe space template layouts is not acceptable.The loose furnishings shown on the space templates do not necessarilyinclude all furniture options, nor do they mandate the inclusion of furnishingsthat may not be needed in a particular justice facility. Each space is numbered, and the checklistcriteria are keyed to these numbers.Daily Occupancy Use Shows when a particular space will beused and whether it will require after-hours access.Security Zone Notes security requirements specific within aspace.Natural Light Notes the day-lighting requirements specific withina space.Door Type Notes the door requirements specific within a space.Door Hardware Notes the hardware requirements of the doorsspecific within a space.Door Width Notes the width requirements of the doors specificwithin a space.Acoustical Conditions Defines the acoustical requirementsspecific to the space.Wall Construction Type Defines specific construction materialsto enclose a space.Interior Finishes Lists the acceptable finishes for walls, base,floors and ceilings from which the design team may select. Ifdoors and windows are required in the space, specializedinformation for them is also provided.Furnishings / Equipment Provide guidelines for fixed furnishings,millwork, and other equipment generally used in this type ofspace. However, these items, as well as visual display boards,should reflect the needs of the individual school.
