Rule ChangeNEW SUBSTITUTION SIGNAL FOR REFEREESIGNAL #15 When a team requests a substitution, the official willadminister two short whistles. The official will rotate his/her forearms around eachother with closed hands at shoulder height twotimes to signal the substitution. By a teammate who has never played in the set or a player who has playedin that position earlier in the set;2. By any legal teammate on the bench (excluding the libero or liberoreplacement), regardless of previous position played;3. By a libero if no other possible substitute exists. When no longer playing as a libero, that player must wear the same uniform as his/herteammates. The team will continue to play with no libero.www.nfhs.org

Points of EmphasisBENCH BEHAVIOR/SPORTSMANSHIP Rule 12-2-7a allows benchpersonnel to, “Spontaneouslyreact to an outstanding play bymembers of their own team.” Team celebrations must be done inan appropriate, sporting manner. The location and duration of thesecelebrations should not impedewith the normal flow of the match.www.nfhs.org

Points of EmphasisBENCH BEHAVIOR/SPORTSMANSHIP Celebrations that continue after teams are readyfor play and/or move outside of the bench areamay be deemed excessive.Excessive and disruptive reactions may result in anunsporting conduct penalty as described in Rule 122 PENALTIES.COMMENT: The goal of this POE is NOT to preventengagement and celebration, but to remindcoaches to educate their teams of appropriate waysto celebrate.www.nfhs.org

Points of EmphasisMANAGEMENT OF NON-TEAM PERSONNEL It is the responsibility of coaches to educateschool administration and the schoolcommunity as to the sportsmanship nuancesof the game of volleyball. This should include: Appropriate times cheerleaders may or may notcheer and proper location to cheer, Appropriate comments, timing of announcementsand good sportsmanship by PA announcers; Appropriate time for music and sound effects (1-8); Appropriate location and behavior of fans andmascots, etc. COMMENT: Inappropriate behavior of non-teampersonnel is the sole responsibility of homemanagement.www.nfhs.org

Points of EmphasisUNIFORM BOTTOM COMPLIANCE It is the responsibility of the headcoach to ensure that his/her players areproperly equipped, which includesitems purchased by the individualathlete. Manufacturers are producing spandexmarketed for volleyball with multiplelarge logos along the waistband. Thesebottoms, worn with uniform topstucked or untucked, violate rule 4-2-1f. Officials should enforce these uniformviolations when they occur with theappropriate penalty (4-2 PENALTIES).www.nfhs.org
