SHD/08.06.02/05/201916/03/2019Circular No. 05: Building the Church of Christ in AjmeerDear Rev. Fathers and my dear brothers and sisters in Jesus Christ,I write this circular in order to give some clarifications for the Syro-Malabar faithfulin Ajmeer, Kota, Jodhpur, Bundhi and nearby cities in the context of the new parisharrangements there. Depending on the Divine Grace, I am fully confident and optimisticthat we can form great communities there. Peace and unity for which Jesus prayed arethe fruits of the power from Above. I request everybody to pray for unity andcommunion. In the context of the Eparchy of Shamshabad erected by Pope Francis, letus focus more on building the Church of Christ by mutual love and respect. The thirst to preserve our traditions and to pass it over to the next generations wasa spontaneous outcome of our early migrants and the missionaries. The Syro-MalabarChurch could not enter into the pastoral care of the migrants in the proper time as wedid not have jurisdiction in these parts. Seeing the desire and the initiatives of themigrants, our Church also came to the pastoral assistance of the migrants. We doacknowledge with gratitude all the pioneers for their efforts in taking initiative for thepreservation of our ecclesial identity with the help of the local Church. The Holy Fatherclearly mentions in his letter that the jurisdiction given to the Syro-Malabar Church allover India is a completion of a long cherished dream. According to him, the creation ofthe Eparchy of Shamshabad is not a matter of disunity, rather a matter of richness of theCatholic Church which exists in the variety of ecclesiastical traditions. The Catholic Church is a communion of 24 individual Churches. Each Church suiiuris is duty-bound to keep its traditions and foster unity and universality of the Churchthrough diversity. As the Bishop of Shamshabad, I am committed to unity of the CatholicChurch, at the same time we need to live our rich ecclesial identity. When Holy Father has made this new provision, he wished that the Syro-Malabarfaithful scattered in different Latin Dioceses spontaneously pass to the jurisdiction of theEparchy of Shamshabad. After the creation of the Eparchy of Shamshabad we have nowstarted exercising the jurisdiction of pastoral care by our own system. It has come to my notice that some forms are in circulation, to be signed by theSyro-Malabar faithful, in order to continue in the Diocese of Ajmeer without being partof the Eparchy of Shamshabad. It is my earnest request that all our people embrace theMother Church and the traditions of our fore-fathers.As per the papal documents, there is no choice with regard to the belongingness toa sui iuris Church. Substantiating this point, the Instruction by the Congregation for theOriental Churches states, “there does not exist a general right to choose one's rite;rather, there is a duty to follow one's own rite insofar as possible (OE 4, cfr. CCEO c. 40§3 and c. 35)." However, for some reasons, the Holy See exempts the Syro-Malabarfaithful to receive sacraments from the Latin rite. But, for the specified sacraments ofBaptism, Confirmation and Marriage permissions are required from the Syro-Malabarparish priest (cfr. CCEO can. 677 §1, 678 and 683). For marriage, if it concerns two1

Orientals, the Latin pastor will have to “request delegation ad validitatem” (for its licityand validity) from the Syro-Malabar parish priest. This delegation will not be denied tothose enrolled members of the Eparchy of Shamshabad with the spirit for which it isgiven. Even for conducting the sacraments in Kerala, only the Priests from Shamshabadare authorized to issue permissions or delegations. The Priests appointed by the Bishopof Shamshabad will be the “legitimate pastors” for the Syro-Malabar faithful. A joyfulacceptance of the ecclesial norms is requested by all for faithful execution. With the erection of the Eparchy of Shamshabad, Holy Father has entrustedjurisdiction of the Syro-Malabar faithful to this Eparchy. This jurisdiction is not sharedwith Latin or Malankara Eparchies. The Syro-Malabar faithful can be members of thenew Eparchy alone. Otherwise they need to change their rite. If they change to Latinrite, they will be part of the Latin rite in Kerala too.I would like to clarify that no lower authority can give exceptions to the decree ofthe Holy Father and the Instructions of the Holy See. Until now no such exceptions aregiven. In this context, I would like to bring to your notice that, this Declaration to besigned, will not have any legal validity as it is based on misinterpretations of the Letter ofthe Holy Father. I exhort you not to fall into these traps and temptations.Ours being a new Eparchy, we need to have good foundations based on love andloyalty to our traditions and discipline of the disciples. I consider everyone, includingthose who speak against me as my own children and members of our Church. Let us bereminded that any division in the Church is a wound inflicted in the mystical body ofChrist. I request you to feel free to dialogue with me any issue that needs clarification orcorrection. With paternal love and consideration, I exhort everyone to remain united asbranches to the stem. I conclude with the prayer of Jesus, “all of them may be one,Father, just as you are in me and I am in you” (Jn. 17.21). May Mary our mother and St.Thomas our apostle intercede for us!Yours in Christ,Mar Raphael ThattilBishop of ShamshabadN.B. This circular shall be circulated or the content of it shall be made known in all the Syro-Malabar faithful in Ajmeer.2

SHD/08.02.06/04/201810/08/2018CIRCULARON THE FEAST OF ASSUMPTION AND INDEPENDENCE DAY OF OUR COUNTRYDear Rev. Fathers, Sisters and Beloved brothers and sisters in Jesus Christ,As Indians, we are blessed by the coincidence of the feast of Assumption of OurMother and the Day of Independence of our Country. I take this opportunity to wish you allthe blessings of the feast of Assumption of Our Mother and 72nd Anniversary of ourIndependence Day.The feast of Assumption of Mary, the Mother of Jesus is one of the earliest Marian feastscelebrated in both, the oriental and the occidental Churches. On 1 November 1950, in theApostolic Constitution Munificentissimus Deus Pope Pius XII declared the Assumption of Maryas a dogma in the following words: “By the authority of our Lord Jesus Christ, of the BlessedApostles Peter and Paul, and by our own authority, we pronounce, declare, and define it tobe a divinely revealed dogma: that the Immaculate Mother of God, the ever Virgin Mary, having completed the course of her earthly life, was assumed body and soul into heavenlyglory”. Assumption of Mary to Heaven is a guarantee for all of us that our pilgrimage onearth is aimed at reaching Heaven. On the feast of Assumption Indians celebrate also the Anniversary of our Independence fromthe bondage of British regime. Mary is a model who teaches us how to use liberty withresponsibility. She assumed to heaven because she was faithful to God’s words andaccomplished everything in her life “As He said”. The constitution of her life was fiat whichmeans “let it be done to me according to your word”. Independence Day gives us anotheropportunity to pledge to live in this country with responsibility to God and to our fellowmenas authentic Christians. As President John F Kennedy reminded Americans that ourpreoccupation should not be what our country has given to us rather what we have done forour country to make it more beautiful. It is also an occasion to pray for our country andcountrymen. I conclude by invoking the intercession of Our Mother to each one of you andyour families. May God bless you all and our beloved country!Remain united in Christ Jesus,Mar Raphael ThattilBishop of ShamshabadThis message of this circular is to be informed to the faithful on the coming Sunday (12thAugust 2018)

I had the opportunity to celebrate Holy Qurbanaon Saturday evening on the occasion of the Solemnity of the feast of Nativity of ourbeloved Mother. On Sunday also I have celebrated in connection with the diaconateOrdination of Rev. Sebastian Munduvelil CMI. Both occasions, I have experienced theactive participation of our community in the Liturgy. I had met on Sunday morning ourSunday school children with their teachers. It is so well organized. Our children andyoungsters are our treasure boxes. The amount of investment for them decides the gainand growth of our community in future. From Sunday to Thursday, I could visit almost allthe families of our community attached to Behala parish. I could understand well theenergy and enthusiasm you all undertake to live our traditions without fail in thismigrated land. Our Family units are also well coordinated with a lot of emotionalconnectivity. I thank you all the ward leaders for organizing the visits making it grandsuccess. I place on record also my appreciation for your committed social ministry for thepoor people around. I could also visit the KE Carmel Schools at Behala, Amtala andSarisha. Those are well accepted by people around for their quality and commitment. Also I have visited the SABS and CMC convents.I feel proud for your fraternity and fervour in keeping up our traditions and passing itover to our future generations. My appreciation goes beyond words for the risk andtroubles taken by CMI Fathers of St. Joseph’s Province, Trivandrum for initiating theMission in Kolkota.
